INTRODUCTION
This program is to prepare youths to be responsible individual who will become self-reliance thinkers,

by increasing them in real life experience.

With maximum lack of ICT operators in Vandeikya Local Government of Benue state. There should

be a sensitive advancement to the challenges facing it. The challenges are due to the recent

improvement in the modern computer world like. Its more challenging here in Vandeikya Local

Government area of Benue state. Because once a modern computer developed a problem it has to be

taken away town to the neighboring town to be fixed. While there are quite numbers of unemployed

youths in the Vandeikya local government who are not engaged in any gainful occupation or activities

but rooming around the streets and mostly participating in dubious activities which could result in

tarnishing their future. Its quite heart-touching to let our potential youth go astray due to the lack of

employment.

The Vandeikya Town should as a matter of urgency engaged these street rooming youths to a

gainful engagement which could explore them to the occupational world by enrolment into the

Computer operation because skills are vital for poverty reduction, economic recovery and

sustainable development. As a consequence, policy attention to computer operation and literacy. Is

not only increasing nationally but worldwide.

Consequently, in lieu of the above subject or rather an issue, I purposely designed and proposed this

blue print to you sir, so that it can be a serious relief or a way out to our unemployed youths if properly

implemented.

Nature of the Programme

The Vandeikya Information and Communication Technology Training Institute (VICTTI) is an

exploratory, first course in Information and Communication Technology and is primarily for students

in who want to have knowledge in ICT resources. However, it also meets the need of students in other

fields, as a course that provides hands-on training in the operating, installation, configuration,

optimization and upgrading of computer accessories. As a practical course, the focus is to impact

useful skills on the students in order to enhance ability to operate, install, troubleshoot, repair and

maintain computer systems. Topics to be covered include introduction to computer systems,

computer system parts, maintenance techniques, approaches and tools; diagnostic techniques; system

assembly and other ICT resources etc.

The Programme would last for four (4) consecutives semester and each semesters would also

last for the period of five months respectively. The overall Programme is designed for good two (2)

years. And there would be certification at the end of the programme which could be a Diploma in

Computer Operation and Maintenance. The certificate would help the trainees secure jobs

providing the best computer literates with modern technologies by well-trained teachers. Tolerance,

prosperity and integrity

Introduce students on how to use ICT resources.

Provide students with opportunities to develop basic ICT operating skills

To become the reliable source of modern ICT literates and engineers in the country

Mission

To open the best conducive environment for practical and theoretical learning. Leading to

the production of trainee who are soundly trained.

Provision of modern computer literate who are conversant with the new technological trends

Provision of honest and trustworthy computer operators

Entry Requirement

The trainee must possessed o-level with minimum of 4 passes in any subject. And most be an indigene

of the local government and most not be more than 25 years of age. The programme would only start

with eighty (50) trainees for the starts which would supplement twenty trainees to each section

Duration of the Programme

The programme is designed to last for two (2) years. The trainee would be teach for four (4) semester

accordingly. The programme is programmed to replicate the Diploma systems of education. That is

from year 1 to year 2.

Man Power Needed

Fifteen (15) staffs are required which comprises of academic and nonacademic. The programme

require five (5) teaching staff per subject area with a minimum qualification of a first degree/HND

(minimum of a second class lower division). All of the five lecturers or teachers must be a computer

specialist or graduate. And all of the lecturers or instructors must be a computer literate. This

computer literacy must be one of the criteria for fresh appointment.

The instructors must be Degree/HND graduates.

The programme coordinator and his assistant must be having a degree in in Computer Engineering

or Information and Communication Technology and must have 10 years of experienced in teaching

and learning industry.

The three (3) attendants must have at least possessed secondary school leaving certificate. The office

clerk must have N.C.E or O.N.D, ND in secretariat studies or public admin. Two (2) security guard

required

Contents of the Training

The content is training an educational based which would explore the trainees to both practical and

theoretical training. The classroom session would carry 30% of the programme and the 70% would

be practicals and its likes

The participant must passed all the stimulated courses to enable him graduate from the programme.

And at the end of the final exams the successful participants would be issued the certificate and the

required tools necessary for the training or option being given to him and some amount of money to

enabled him established himself/herself.

ARCHITECTURAL STRUCTURE

The institute should be located in Dass Town. The building should be constructed in a standard way

for durability and safety related issues.

The building should comprises of (5) set of classrooms blocks with three (1) Computer Laboratory,

making 6 standard classes. The toilet and bathroom should be erected in a distance from the

classrooms which should have some auxiliaries within. The administrative blocks should also built

to accommodate the staff. The whole size land for the institute is approximated to 200 meters square,

and the construction may cost 10,000,000

CONCLUSION

Conclusively, the program is actually designed to create a way to the increasing unemployed youths

to be fully self-independent or self-reliant citizen by giving them a vocational and technical education

training and awareness. The Programme is engineered toward creating a source of revenue to the

local government.

Although the program is quite financial exhausting but if its fully implements would

multiply, or generate revenue more than ten times injected. While at the same instant some numbers

of the participants would be retained in the local government ICT department.

GENERAL INSTRUCTIONS

Attendance: It is expected that every student will be in class for lectures and also participate in all

practical exercises. Attendance records will be kept and used to determine each persons qualification

to sit for the final examination. In case of illness or other unavoidable cause of absence, the student

must communicate as soon as possible with any of the instructors, indicating the reason for the

absence.

Assignments and Group Work: Students are expected to submit assignments as scheduled. Failure

to submit an assignment as at when due will earn you zero for that assignment. Only under

extenuating circumstances, for which a student has notified any of the instructors in advance, will

late submission of assignments be permitted.
