Specifications

1. GENERAL

The Solar powered LED street lighting system shall be designed to automatically switch ON at dusk,
operate throughout the night and automatically switch OFF at dawn under average daily insolation
between 4.5 KWh/m2/day on a horizontal surface. This represents the average monthly insolation
value for Rwanda Country and which is taken as reference for the target installation site.

The solar powered LED lighting system is to be designed such that reliable lighting is provided under
all foreseeable circumstances.

The following must be observed:

a) Solar panels must be sized such that they can provide sufficient energy to the system for the
intended service life of 20 years.

b) System losses must be taken into account including dust and dirt, wiring losses, electronics
losses, and charging losses.

c) Batteries must be sized for 80% capacity (exclusive of low voltage cut-off) to ensure a
reasonable battery service life.

d) Lighting levels as specified must represent the light levels at the end of service life of the
specified light.

e) Light levels are assumed to be at rated levels for determining battery size for two (2) days of
autonomy.

f) A system shall be able to connect to mains as a power backup in case of continuous overcast
conditions.

g) The solar lighting system must be based on a 12V (nominal) or 24V (nominal) system voltage
only.

2. LED LUMINAIRE

The LED luminaire shall be designed to meet the lighting criteria stated:

The luminaire shall be designed in accordance with the following requirements:

 Design life: In excess of 25 years


 The replacement (upgrading and service) of the LED unit and the driver shall be possible
without removing the whole luminaire but by means of replacing only the optical/ gear
compartment by means of a hinging mechanism.
 Minimum IP rating of the light compartment, including driver compartment: IP 66.
 The protector shall be smooth, for easy cleaning, and shall be manufactured of tempered
glass (IK08) or high-impact acrylic (IK10).
 It shall be certified in terms of IEC 60598, to operate at an ambient temperature of 35°C. The
thermal design shall be particularly designed for African exterior conditions, i.e. high
temperatures, high pollution, corrosion resistant.
 The cooling fins shall be designed in such a manner to prevent the accumulation of dirt, thus
ensuring the continuous effective cooling. The cooling rib height to width ratio may not
exceed 0.7. Additionally the top surface shall be curved in shape.
 The LED life expectancy shall be 60,000 hours at 80% lumen maintenance. (Documentary
evidence from the LED manufacturer, by means of an appropriate datasheet, confirming the
statistical correlation, shall be provided).
 Use of high efficiency LEDs (> 70 lumen/watt: Absolute photometry) CRI>70. Documentary
evidence of compliance to this clause shall be submitted with the tender.
 Colour temperature shall be neutral white (5,000K). A report from the LED vendor, for LEDs
used in the luminaire, shall be submitted, which shall include the following documentary
evidence:
o Direct conduction and maximized surface for external heat exchange shall be provided.
o The luminaire housing shall be constructed of marine grade high-pressure die-cast EN
1706 AC-44300 aluminium alloy. Tenderers shall submit a metallurgical report from an
independent metallurgist confirming the grade of aluminium for all the luminaires offered.
The housing shall be robustly constructed, weatherproof, hail proof, insect proof, corrosion
proof, ultraviolet light resistant and vandal resistant.
o Luminaire closure shall be by means of two movement clip mechanism at the rear of the
luminaire and secured by a tamper-proof screw to minimise theft and vandalism.
o The control gear compartment shall be incorporated into the luminaire housing.
o The power supply connection must take place inside the luminaire.
o The luminaire shall automatically disconnect the supply to the power supply once the
luminaire is opened.

3. MECHANICAL HARDWARE

The mechanical construction of the completed solar powered LED lighting system shall consist of:
a) Solar photovoltaic module(s)
b) Battery and battery box
c) Charge and lighting controller
d) Solar module frame and inclination bracket
e) LED luminaire
f) Luminaire outreach
g) Mounting Pole

3.1. Battery box, Solar module frame and inclination bracket

The battery box housing shall be manufactured from powder-coated corrosion proof 3CR12 steel and
shall be of suitable size to house the regulator and battery. It shall be positioned underneath the solar
module to prevent direct sunlight heating up the batteries inside the battery box. Furthermore a sun-
shield is fitted to the battery box to prevent the rising and setting sun to heat up the battery
enclosure. Additional mechanical design features, like recessed screw head provisions, shall be fitted
to discourage vandalism and/or theft. It shall be designed in such a way to allow the correct
orientation on site.
The mounting angle of the solar module shall be designed to set the required inclination level (this
shall be a minimum of 5° from the horizontal).

3.2. Galvanised street pole

3.2.1. Construction

Poles shall be of tubular design with a minimum diameter at the base of 127mm and 88mm diameter
at the top. Reducing of the pole will be either by swaging or a reducing cone.

The steel used in the manufacture of the poles shall comply with the SABS Spec 1431 Grade 355WA.
Test and analyses certificates must be provided on request. No steel sections shall be less than
2.5mm wall thickness.

All galvanising shall comply with ISO 1461 specifications.

Proof must be supplied that the Manufacturer is ISO 9001:2008 accredited.

3.2.2. Corrosion Protection
All parts of the pole and associated parts shall be hot dip galvanised to ISO 1461 and inspection
certificates shall be provided on request. No welding, drilling, punching, bending or removal of burrs
shall be carried out after galvanising.

3.2.3. Installation

Poles for direct embedment in the ground shall be provided with a 300 x 300 x 1.6mm hot dipped
galvanised baseplate complete with 2 x hot-dipped galvanised steel hook bolts and nuts.

Base mounted poles shall have a hot-dipped galvanised flange plate 400 x 400 x 5mm. The mounting
slots shall be 45 x 30 at 45° to fit over the concrete plinth and be adjustable. It shall be bolted to a
foundation which shall be designed to withstand the forces the pole will experience in service.

Generally all poles shall be installed plum with a mounting height based on final ground level. Proper
backfill material (compacted as per clause 15) or a cement mixture if required shall be used to ensure
permanent positioning.

4. SOLAR MODULE

The solar module shall be designed to meet the following criteria:

5. REGULATOR (CHARGE CONTROLLER)

The regulator shall include the following:

Designed to last 10 years of operation


 Corrosion-proof epoxy-encapsulated PCB (IP 68)
 No moving parts, switches, or buttons.
 Infrared remote control programming accessory
 Intelligent timer functions available for lighting control
 Four-stage battery charging (main, float, boost, equalization), temperature compensated
 Automatic system voltage recognition (12/24V)
 Over-voltages from PV Array
 Polarity reversal from PV array and batteries,
 Protection against lighting surges (voltages and current)
 Protection against reverse current from batteries.
 Overheating and Overload protection
 Open circuit protection without battery

The regulator may have protection features over and above specified. The regulator shall have a
visible Nameplate data.

The regulator shall have status indicators indicating:

 Battery fully charged,


 Half charged,
 Empty,
 Fault indication.

Acoustic noise and EMC shall be as per relevant IEC Standards.

6. BATTERIES

The batteries shall be deep cycle Lead Crystal batteries with the following features:

 Rated capacity (10 hour rate): 100Ah/12V (C10)


 Weight: Not less than 30kg
 Nominal voltage: 12V
 Provide certified battery discharge cycles at 25°C and 30°C.
 A minimum life cycle of 3150 cycles at 20% depth of discharge (DOD) and 1150 at 80% DOD.
 Operating temperature orange of -40°C to +65°C.
 Threaded post terminals with brass inserts.
 Sufficient autonomy to cater for up to two overcast or rainy days.
 Batteries to conform to ISO 9001 and ISO 14001.
