GENERAL TERMS & CONDITIONS FOR TENDER ENQUIRY
PART III
1. Preparation of Tender:

(a) The complete tender form (Page 2-9) should be returned intact whether you are quoting for any
item or not. Page should not be detached but when items are not being tendered for, the
corresponding space should be defaced by mentioning ‘not quoting’
(b) In the event of space on the tender form being insufficient for the required purpose, additional
pages may be added. Each such additional page must be numbered consecutively, should bear the
tender reference number and be fully signed by you (the supplier). In such cases reference to the
additional pages must be made in the tender form.
(c) If any modification of the tender form is considered necessary, you (supplier) should
communicate the same by means of a separate letter sent with the Tender.

2. Signing of Tender:

(a) The tender is liable to be ignored if complete information is not given therein regarding the
particulars, data, specifications asked for in the techno-commercial offer (Part IV) at Schedule of
Requirements. Specific attention must be paid to the delivery dates, technical specifications, and
also the general conditions of contract at part III and other conditions mentioned at Part IV and
Part V.
(b) Individual signing the tender or other documents connected with a contract must specify whether
he signs as :
(i) A ‘sole proprietor’ of the firm or constituted attorney of such sole proprietor.
(ii) A partner of the firm if it be a partnership, in which case he must have authority to
refer to arbitration disputes concerning the business of the partnership either by virtue
of the partnership agreement or a power of attorney
(iii) Constituted attorney of the firm if it is a Company.

NB:
a. In case of (ii) above a copy of the partnership agreement or a general power
of attorney and in either case attested by a Notary Public, should be furnished
to this office, or an affidavit on stamped paper of all the partners admitting
execution of the partnership agreement or the general power of attorney,
should be furnished.
b. In case of partnership firms where no authority to refer disputes concerning
the business of the partnership has been conferred on any partner, every
partner of the firm must sign the tender and all other related documents.
c. A person signing the tender form or any documents forming part of the
contract on behalf of another shall be deemed to warranty that he has
authority to bind such other and if, on inquiry, if appears that the persons so
signing had no authority to do so, the purchases may, without prejudice to
other civil and criminal remedies cancel the contract and hold the signatory
liable for all costs and damages.
d. The tenderer should sign each page of the tender form and annexures, if any.

3. Delivery of Tender: The original copy of the tender form (Pages 2-9) is to be enclosed in the envelope,
containing Part II, Part III and Part IV and Part V marked. The envelope should be sealed and should
bear address of this office, Tender Reference No., due date, and due time. The envelope should be
addressed to this office without any indication, that there is a Tender within. Right is reserved to
ignore any tender who fails to comply with the above instructions

4. Latest Hour for Receipt of Tender: Unless otherwise specified in the Invitation to Tender (Part I),
your tender must reach this office not later than 1600 hours on the date of acceptance of the tender.
Tenders sent by hand should be put in the Tender Box at this Office not later than 1600 hrs on the due
date unless otherwise mentioned.

5. Period for which the offer will remain open:


(i) Firms tendering should note the period for which it is desired that their offers should remain open for
acceptance. If the day up to which the offer is to remain open being declared closed holiday for Govt.
offices, the offer shall remain open for acceptance till the next working day.
(ii) Quotations qualified by such vague and indefinite expressions such as ‘Subject to immediate
acceptance’; ‘Subject to prior sale’ will not be considered.

6. Opening of Tenders: The firm shall be at liberty to be present or authorize a representative to be present at the
opening of the tender at the time and date as specified in the schedule. The name and address of the
representative who would be attending the opening of the tender on behalf of the firm should be indicated in
the tender. Please also state the name and address of firm’s permanent representative, if any. Generally the
techno-commercial offer will be opened on the date specified for opening.

7. Right of Acceptance: This office does not pledge itself and reserves to itself the right of accepting the whole
or any part of the tender or portion of the quantity offered and the firm shall supply the same at the rate quoted.
The firm shall be at liberty to tender for the whole or any portion or to state in the tender that the rate quoted
shall apply only if the entire quantity is taken from the firm.

8. Communication of Acceptance: Acceptance of tender by the purchaser will be communicated by a telegram,


express letter of acceptance/telex or a formal letter of ‘Acceptance of Tender’. In cases where acceptance is
communicated by telegram or Express letter, the formal acceptance of Tender will be forwarded to the firm as
soon as possible but the instructions contained in the telegram/telex/FAX or Express letter should be acted
upon immediately.

9. Items supplied are subject to inspection and acceptance and the supplier should collect/replace the rejected
items at his cost and risk.

10. Delayed supplies: In case of delayed supplies, liquidated damages at the rate of ½% per week of delay with a
maximum of 05% will be levied.

11. Registration: Registration is mandatory. If your firm is not registered with this Lab/Estt. Or any other
DRDO Lab/Estt., they are required to seek registration. For details please write to The Vice Chancellor,
Defence Institute of Advanced Technology. Deemed University, Girinagar, Pune – 411 025 Vendor must
complete registration formalities to become eligible for placing supply order and future enquiries.

12. Registration number allotted by this laboratory or any other DRDO Lab/Estt or proof of registration with
another Govt. Dept., if any to be mentioned on the quotation.

13. No correspondence/discussion/visits whatsoever will be entertained on the subject unless specifically called by
this office after opening the tenders for technical discussions/price negotiations. Any violation of this will
render the quotations invalid and the firm is liable to be blacklisted.

14. The Vice Chancellor reserves the right to call for Techno-commercial/Price Negotiations. The company
should depute competent representative for such discussions/negotiations whenever called for and he/she shall
be competent to take on the spot decisions.

15. Drawings / specifications sent along with this letter should be returned along with your quotation or regret
letter.

16. The Tenderer may give any of their commercial term, if required in their techno-commercial offer only, and
price quotation should contain only price.

17. SECURITY : Any information/material/documents supplied in connection with this enquiry/likely order is
classified. You are required not to disclose/copy it to jeopardize security.

18. Please inform The Vice Chancellor in writing whether the owner of the firm or any of their partners/employees
have/has close relations working with any DRDO Lab/Estt. This is for record only.

19. The Vice Chancellor reserves the rights to place order for full quantity or part thereof as considered necessary.

20. Earnest Money Deposit: Please provide Earnest Money Deposit Rs 2,32,000/- alongwith sealed price Bid
in the form of Demand Draft in favour of Defence Institute of Advanced Technology. Deemed University,
Girinagar, Pune – 411 025. If the firm is registered under Small Scale Industries/DGS&D/NSIC/DIAT (DU)
or any DRDO Establishment are exempted from paying Earnest Money Deposit for their products. A copy of
valid registration certificate may be enclosed alongwith Technical Bid. Please indicate in the letter that EMD
is enclosed alongwith Price Bids, if applicable.

21. It is intimated that this Institute is situated out side of Pune Municipal Corporation area, hence DIAT (DU) is
exempted from paying any Octroi Duties and also cannot provide any Octroi Exemption Certificate. .

CONDITIONS FOR TECHNO- COMMERCIAL BIDS


TECHNICAL
1. Give brief description of item/equipment/material with accessories. Items offered should conform to BIS (ISI)
specifications or as explicitly stated. In case specifications offered are different, separate comparative
technical specifications sheet shall be attached with details such as Sl. No specifications offered, deviations if
any, and remarks. Any product brief test certificates available may be enclosed.
2. List of spares, if applicable should be attached.
3. Any optional, if offered, be provided with there full technical details including their use and advantage.
4. (a) Samples : Samples are required / not required.
(b) Drawings : Drawings supplied by this office are to be returned along with your tender.

COMMERCIAL
1. The normal payment terms are 90% within 30 days after receipt, acceptance and satisfactory installation of
stores/equipment in good condition or the date of receipt of the bill whichever is later. The balance 10%
payment will be released after Warranty / Guarantee period. This can also be released on furnishing an
irrevocable bank guarantee in the prescribed format for equivalent amount valid for the duration of such
warranty / guarantee, wherever applicable. The payment to all suppliers / vendors, refunds of various
nature, and other payments which the organizations routinely make shall be made through Electronic
payment mechanism (i.e Electronic Clearing System and Electronic Fund Transfer) at all centers where
such facilities are available in the banks. The payment will be made only by EFTS (Electronic
Funds Transfer System)/ECS. The necessary formalities for e-payment in the given format may
please be furnished at the time of billing

2. In case of Annual Maintenance Contract, the payment will be made on quarterly basis at the end of every
quarter, subject to providing satisfactory services or 100% Advance Payment against Bank Guarantee.

3. Give details of installation and commissioning except price which will be only in price bid (if applicable)

4. Warranty / Guarantee required is for Five Year. Indicate Warranty/Guarantee duration offered. You may offer
your price accordingly. .

5. Delivery desired is within 04 weeks / otherwise, Specify your delivery period. Inclusive of installation.

6. In case of delayed supplies, liquidated damages at the rate of 0.5% per week subject to a maximum of 05%

7. This Organisation is exempted from payment of Customs Duty under Notification No. 39/96 dated 23rd Jul 1996 &

6. Price :

(a) The prices quoted must be net per unit shown in the schedule and must include all packing and delivery
charges. Refunds on account of returnable packages (if any) are to be separately specified. Prices and
refunds must be clearly shown in figures and words in Indian Currency
(b) The price must be stated for each item separately. The percentage of reduction, in total price for the entire
demand should also be quoted; should an order to that extent be placed with you.
(c) If excise duty or any other extra charges are applicable, the same must be specifically stated. In the
absence of any such stipulation,, it will be presumed that the prices include all such charges and no claim
for the same will be entertained.
(d) The price quoted in the tenders should be exclusive of sales tax ( and should be clearly stated to be so)
which will be paid by the purchaser, if legally leviable at the rate ruling on the date of supply as specified
in the Acceptance of Tender.
7. Packing: Unless a method of packing is indicated in the specification or in the Schedule of packing which the
contractor proposed to employ must be described in the Schedule of Tender form. Contractors are at liberty to

(CORRIGENDUM

SPECIFICATIONS AND SCOPE OF WORK FOR WI-FI PROJECT

TECHNICAL TERMS, CONDITIONS AND INSTRUCTIONS TO THE BIDDER


1. Throughout the tender document the term “Vendor” shall mean the Person or the Firm or the Company with whom the
order for the Supply, Installation, and Commissioning of the Wi-Fi Network is placed, and shall be deemed to include the
vendor’s Successors, Representatives (approved by the Purchaser), Heirs, Executors, Administrators and permitted
assigns, as the case may be, unless excluded by the terms of the Contract.

2. The term "DIAT" means Defence Institute of Advanced Technology, Girinagar, PUNE (Deemed University).

3. The term "Purchaser" means Vice Chancellor, Defence Institute of Advanced Technology, Girinagar, PUNE (Deemed
University).

4. The "Purchaser" reserves the right to accept or reject any tender offer. Also, the "Purchaser" is not bound to accept the
lowest price offer.

5. If any dispute arises out of the contract with regard to the interpretation, meaning and breach of the terms of the contract,
the matter shall be handled as per the DRDO purchase procedures.

6. Credentials and pre-qualifications of the vendor/bidder: The eligibility criteria shall be applicable only to Information
Technology / System Integration division of the bidder organization.
a. Experience: The bidder organization must be well established and should be providing same kind of service. The
bidder must have done at least 2 (two) installations of a Controller Based Wi-Fi Networking System with campus
wide Point to Point/Point to Multipoint wireless radio links in India in Government or other reputed Educational
Establishments/Universities of worth more than Rs.50,000,00/- (Fifty Lakhs) each in last 2 (two) years. The
documentary proof for the same must accompany the tender. The Bidder should submit a list of important
customers served with documentary evidence along with the Tender.
b. Technology Ownership: Only Manufacturers or authorized dealers of the items tendered for will be eligible to
offer their bids. Attested copy of manufacturer-ship or authorized System Integrator-ship certificate from
manufacturer is to be submitted, as the case may be, otherwise the bid will be rejected.
c. Quality: The bidder must have a sound quality framework and an excellent track record of completing projects on
time. The vendor’s OEMs should at least have ISO 9001:2008 series certification. The vendors must be having
network supporting infrastructure in PUNE. The Bidder must be an Authorized Systems Integrator having a direct
purchase and support agreement for Access Points, P2P radio link devices, Wireless LAN controller, Access
Point management software, Switches, Security Devices etc. The Access Points, P2P radio link devices, Wireless
LAN controller, and Access Point management software should be manufactured by the same OEM. Similarly, all
the switches/passive network devices should be from a single OEM. The bidder should have implemented at least
one Controller based Wi-Fi Network of minimum 100 access points using at least one Wireless P2P radio link.
The bidder should submit documentary proof for the same. The bidder should have its own team for maintaining
Wireless LANs with no part being outsourced.
d. Financials: The organization should be of repute and must be registered in India. The total annual sales turnover
of the organization alone and not group of Companies from IT activities should be in excess of Rs. 10 crore for
each year during last three financial years. The vendor should have executed at least three orders of more than
Rupees fifty Lakhs in single order, and at least one order of more than seventy five Lakhs in the last 3 financial
years for similar equipments to Govt./semi Govt./PSUs/other reputed Educational Establishments/ Universities.

The bidder must have posted net profit during the last three financial years. The bidder organization should have
been making profits in the last three financial years.

7. The Bidders who do not conform to the eligibility criteria as mentioned at paragraph 6 of this section will be treated as
technically not qualified and their Price bids will not be considered and returned unopened.
8. Bidders are advised to visit the campus for their assessment before submitting their documents. A site survey report must
be submitted along with other required documents.
9. The technical specifications of all the items offered, should comply with the technical specifications as detailed
subsequently. DIAT has the sole discretion to accept or reject tenders based on deviations, if any, from the technical
specification.

10. The procurement and installation of Wi-Fi Network will be executed by vendor on a turnkey basis for the entire Wi-Fi
Network.

11. The Vendor also has to impart two months onsite maintenance and training on operation, maintenance and technology
update of the system to DIAT officials at no extra cost. The Vendor shall maintain a call register for logging complaints
during warranty/ maintenance period. The Vendor shall essentially provide complaint number, for each complaint call made
by the users telephonically, in written or any other ways

12. The selected Bidder shall take all steps to ensure safety of its own and the DIAT personnel during execution of the contract
and also be liable for any consequences due to commission or act of the selected bidder or their sub-vendors. The bidder
shall also ensure cleanliness of the site (work area) during execution of the contract.

13. The Bidder shall also give an undertaking as a part of this contract to provide technical consultancy and guidance, at no
extra cost, for successful operation of the Wi-Fi Networking Infrastructure and its expansion in future by DIAT during the
warranty and AMC period (if contracted), the said undertaking letter shall be submitted along with the technical bid,
otherwise the bid is liable for rejection. Vendor / Bidder should keep provision for audio, video, and data flowing
successfully through Wi-Fi LAN. The bidder/Vendor will also be responsible for integration and configuration of Access
Points, Wireless P2P radio link devices, Wireless LAN Controllers, Switches, Security devices and Access Point
management software.

14. Support and post Installation Warranty: The bidder should have their office at major cities of the country and particularly
at PUNE. They should mention in detail their support infrastructure including address, contact phone no. & fax no. at Pune
and modalities by which a fast response to maintenance calls and minimum downtime will be ensured. Sufficient stock of
spares should be available at Pune to ensure the uninterrupted up-time. The bidder should have an OEM certified
professional to impart training to the DIAT personnel. The bidder should provide letters of support from the Original
Equipment Manufacturer (OEM) stating that their products/solutions as proposed by the bidder will be supported for at
least next ten years. The bidder should submit the letter of support from OEM in the name of bidder’s organization.

15. The successful Vendor/Supplier must furnish a warranty for all hardware and software items supplied for providing free
post installation comprehensive support during a Warranty Period of five years from the date of successful
installation and commissioning. The items requiring warranty less than or more than five years have been
mentioned explicitly. Wherever warranty period is not mentioned implies a warranty period of five years. A
Standard Warranty Format should be enclosed along with the Technical Bid duly certified by OEM.

16. The bidder/vendor should be able to demonstrate the proposed services during technical evaluation. The schedule/time
will be notified in prior to all bidders. They should able to show the performance of their access points in library (ground
floor i.e. open area) and in Applied Mathematics Department in main building (i.e. semi closed area). The performance will
be evaluated based on the parameters like total number of access points required (indoor/outdoor), coverage area, signal
strength, bandwidth and safety. If the access point can give more coverage area than intended (e.g. instead of only few
classrooms if it can cover whole floor in that particular wing) along with required data rate and other parameters then that
will be preferred.

17. The free comprehensive support during the 5 years warranty period will include the following:
I. Vendor should provide two months onsite maintenance of the Wi-Fi Network and training to the DIAT technical
persons so that they can carry out the routine maintenance tasks of the system independently afterwards.
II. Vendor should provide five Years comprehensive onsite warranty and support for all installed (hardware and
software both) components as part of Wi-Fi infrastructure along with 24x7 phone/email support.
III. Vendor should provide periodic preventive maintenance (carried once for three months each) of the Wi-Fi
Network.
IV. Attending to faults within 24 hours from the time of intimation and clearance thereof within 48 hrs. In case of failure
from the Vendor’s side DIAT may request any third party to rectify the equipment and the cost thus incurred will be
deducted from the Vendor’s performance guarantee.
V. System readjustment and/or system changeover support on occasions of reconfiguration and/or up-gradation and
extensions if any.
VI. The warranty certificate should also specify that all items supplied are new and free from all defects.
VII. The vendor shall be responsible for any defects that may develop under normal usage arising from faulty materials,
design or workmanship in the items supplied. The vendor shall remedy such defects at his own cost when called
upon to do so by DIAT.
VIII. The vendor should also guarantee that the equipment and its accessories supplied are complete in every respect,
and conform to technical specifications of design, material and workmanship mentioned in the quotation. The
vendor should also guarantee that the equipments and its accessories supplied shall perform satisfactorily as per
requirements mentioned in the specification. The Vendor must guarantee that the offered equipments will be
exclusively used only for this service.
IX. Any software support like update/enhancement/upgrade etc. released till the completion of warranty and during
annual maintenance (if contracted) shall be supplied, installed and commissioned free of cost by the bidder,
irrespective of whether or not OEM charges for the same.
X. Software support is defined specially as helpdesk, update / enhancement, upgrade, technical guidance on usage of
features and functionality, problem solving and troubleshooting, rectification of bugs, enabling features of the
software already provided, providing additional user controlled reports, future product information, migration path
details and consultancy. The support shall be given in person or through telephone, FAX, letter and Email within a
reasonable time as the case may be.
XI. Any corruption in the Software or media shall be rectified during the full period of the contract including Warranty
and Maintenance Period, if contracted, at no extra cost to the DIAT.
XII. A performance Guarantee of 10% of total project invoice value, valid for a period of 5 (five) years covering the entire
warranty period is to be submitted by the vendor.
XIII. In case of violation of any of the conditions of warranty (for five years), the aforesaid performance Guarantee shall
be invoked by DIAT. In case the violation of the condition of warranty is not set right by the vendor, the performance
guarantee shall be extended beyond five year for which the vendor shall request the banker for the same. The
extension formalities should be completed by the vendor before the expiry of warranty period; otherwise, DIAT will
be forced to invoke the said Performance Guarantee.
XIV. The warranty which for all practical purposes would mean comprehensive on-site warranty free of charge shall start
and remain valid for five years after the goods have been installed, commissioned, tested and accepted.

18. Stability: The bidder’s OEMs should have a clear roadmap of products offered that can be supported for the next 10
years. The bidder or consortium partners should be stable and should not have undergone any major merger/acquisition in
the last 12 months before the bid date.

19. The Vendor will NOT use any restrictive technology that prevents other vendors to setup similar services in the area in
future. Also DIAT will bear following responsibilities for execution of Project:
a) Will facilitate the conception and execution of the pilot Wi-Fi program.
b) May assist in addressing any regulatory issues related to such solutions and assist the vendor in getting approvals from
Government Agencies if required.

c) May assist in obtaining permission from Power department, Telephone Department and others for installing Wi-Fi
equipment on lamp posts/any other suitable places in the area, for digging the roads if required.
d) May assist in obtaining permission for utilization of electricity from existing infrastructure.
e) May assist in obtaining approval from required authorities to install APs/Switches at respective areas.
f) Vendor can also mention in their proposals any support other than defined above, which they require from DIAT for this
Project. If valid/justified, then it will be considered.

20. Workable Solution: As the entire project is a turnkey solution, vendor should ensure that their bids are complete in all
respect and include all hardware/software required for an integrated, workable solution conforming to the specifications
given. Vendors should clearly mention the need for any additional hardware/software component required for a workable
solution in their Technical and commercial offers in case it has not been included in the specifications.

21. Completeness of Solution: While quoting vendors will make sure that the solution being quoted will be feasible and fulfil
the user’s requirement. Any aspects missing in the specification may be reflected in the solution and quoted accordingly.
Same vendor shall be responsible for providing total solution and all items mentioned.

22. Vendor’s responsibility: Once the supply order is placed, it will be the vendor’s responsibility to make the project
functional. Any additional cost incurred in hardware/software/networking components required for completing the
integrated turnkey project and for which the vendor has not bid at the time of submission of the final offer will be borne by
the vendor.

23. Right to amend: The customer reserves the right to rationalise the proliferation at various levels, in mutual agreement with
the vendor depending on the consultancy afforded. Therefore, the customer also reserves the right to amend – increase /
decrease the bill of material.

24. End of (life/sale): Across the Project no “End of life” or “End of sale” items should be offered.

25. Soft Copy of Technical bid: Vendor to quote on signed hard copy as well as a soft copy of the Technical bid on CD as
MS word document. For any comparison the hard copy will be treated as authentic quote.

26. Reservation of rights: DIAT reserves the rights as per DRDO Purchase Procedure norms. The Vice Chancellor, DIAT,
Deemed University, Pune is not bound to accept the lowest or any other tenders and reserve to himself the right to waive
off any formalities thereof or reject any or all the tenders received without assigning any reason thereof.

Specifications and Requirements


Defence Institute of Advanced Technology (DU), Girinagar, Pune is interested in procurement, installation, configuring and
commissioning of campus wide secure Wi-Fi network facility on a turnkey basis. The facility will consist of a highly available, secure,
controller based campus wide Wi-Fi setup that will help in extending present wired network. The project involves providing Wi-Fi
access at the mentioned coverage areas (Refer Appendix D), setting up Point to Point radio links connecting DIAT Technical area,
DIAT Guest House and Points Hostel Building, security configuration of all installed devices, access control, Wi-Fi network
monitoring consoles, and integration of Wi-Fi in the existing wired infrastructure.
The aim of the turn key project is to setup a secure campus wide Wi-Fi network in the mentioned coverage area of DIAT.

Existing Wired Infrastructure

A data centre with 10 Gbps fiber optic backbone network facility is present in the technical campus for providing present and future
IT and computing requirements of DIAT. Some of the salient features of this facility are: 10 Gbps backbone connectivity; 1 Gbps
connectivity to desktops; 16Mbps BSNL leased Line internet connectivity. The network is based on the three tier architecture with
core distribution and access layer Cisco switches. All the important places in DIAT Technical Area like the POINTS building;
Computer Engineering Department etc. are connected by 10Gbps connectivity with redundant 1Gbps links in case of failure. Nokia
Firewall Appliance (IP385) is present at data centre for protecting the network and data centre from unauthorized access from.
Current infrastructure consists of mostly Cisco products like Cisco 2821 router at CE dept., Cisco 6500 series primary core switch,
Cisco 500G catalyst express series switches and many more. Fixed IP addressing scheme is used for all wired m/cs.

1.3.2 Scope of Work

The Scope of Work for the Vendor/Vendor Partner includes implementation and Operation of campus wide secured Wi-Fi
Infrastructure to provide high speed wireless internet access to all users using Wi-Fi

enabled Laptops, Computers and Personal Digital Assistance (PDA) without degrading performance of existing system.

A. Required

(i) Required Coverage Area (Minimum).


a. Wi-Fi Hotspots will be created at following buildings. To connect outside campus locations, wireless P2P links
with speed not less than 54MBps will be added as shown in fig.3.

DIAT Tech Area:


• Main Building (Wing A, B, C) – good coverage for all labs, all classrooms, VC/Registrar/HOD offices,
conference halls, AV rooms.
• Points building- good coverage for all lecture halls, all classrooms, auditorium, offices, and all labs.
• Library Building-good coverage for all floors
• Computer Dept. Building- good coverage for all floors
Outside DIAT Tech Area:
• Points Hostel- good coverage for all floors
• Guest House - good coverage for all floors

(ii) Main Purpose
a. The Wi-Fi system should be capable of providing Internet access directly to a user using a standard computer or
Laptop with Wi-Fi capability.

(iii) Compatibility

a. Compatibility with existing network infrastructure containing most of the Cisco switches is needed.
b. The proposed Wi-Fi system should provide wireless Internet access via IEEE 802.11a/b/g/n standard-based
technologies to the areas listed in above network layout. DIAT prefers that respondents propose a system that
supports all IEEE 802.11 a/b/g/n standards.
c. Devices should support QoS, VLAN, VPN, LDAP, and Firewall authentication.

(iv) Restrictions
a. Provision should be provided to allow Intranet access only in DIAT technical area at present.
b. The installation of Wi-Fi infrastructure should not affect/degrade performance of existing wired infrastructure and
existing security measures. The Wi-Fi Vendor/Vendor Partner must have prior similar experience of implementing
Wi-Fi setup with P2P links connecting other campus buildings in at least two well known Government
organizations or educational institutes/educational universities.

(v) Control Management


a. Centralized deployment of Access point manager must be in data centre, providing configuration, fault detection,
audit, performance management, optimization of control, and security for all installed access points. It should
have ability to separate control and data traffic in order to improve network efficiency, since data can be routed via
Ethernet switches instead of through the wireless controller.
b. Customizable network dashboard should exist to provide overview of events, devices, and clients, automatically
discovering deployed devices.
c. Access Point Management at least for 500 access points must be possible.
d. The network must have the capability to record the number of users at any given time and the length of use per
connection. It may be necessary to monitor other parameters of use such as intensity of bandwidth usage per
person.
e. Security Features: MAC address based Access Control List ( ACL ),IEEE 802.1x, AES 128 bit encryption, WEP
based encryption ( 64 / 128 / 152 bits), WPA & WPA2
f. Network Support: NAT Support, DHCP Server Support, Multiple SSID and BSSID Support, VLAN pass-though
Support, Dynamic VLAN,
g. Authentication , Authorization & Accounting (AAA): Authentication based on user name and password, MAC
address and IP address-based authentication, Accounting based on hours, days and usages-basis, through MAC
address, Built-in Radius server, Subscriber redirection on login, Supports PPPOE, RADIUS, SOAP protocol
based authentication, Web based authentication redirection for unauthenticated users

(vi) Security
a. Access Points are required to operate a stateful firewall with fully customizable access control list per user policy.
Access Points need to offer IPSEC DMZ tunnels for guest or other Wi-Fi access. DIAT also requires the provision
for securing access to DIAT’s internal network from Wi-Fi connectivity done outside DIAT technical area.
b. System should provide the ability for students to access internet, via the Wi-Fi system’s “walled garden” page.
WPA2 protocol authentication is preferred. Additionally, the user name and password given to each student must
be registered only for a MAC address corresponding to his laptop. DIAT should able to provide restricted access
to internet using Wi-Fi by users (e.g. blocking access to some of the websites, per user download restrictions
etc.). Features like SSID broadcast enable/disable, Firewall services for MAC/IP/Protocol/Port-based filtering,
support for 64-bit and 128-bit WEP encryption, WPA, WPA2, 802.11i, 802.x, AES, TKIP etc. is preferred.

(vii) Support and Maintenance


a. Vendor should provide two months onsite maintenance and training to the DIAT technical persons so that they
can carry out the routine maintenance tasks of the system independently afterwards.
b. Vendor should provide five Years comprehensive onsite warranty and support for all installed (hardware and
software both) components as part of Wi-Fi infrastructure along with 24x7 phone/email support.
c. If any component fails then it must be replaced within 2 days in case when repair of that device may take more
than 2 days. The Wi-Fi Vendor/Vendor Partner must guarantee the onsite replacement/repair for all the offered
equipments and software during the warranty period.

d. If required by DIAT, the Vendor/ Vendor Partner should be able to demonstrate the proposed services during
technical evaluation.
e. The Wi-Fi Vendor/ Vendor Partner must provide all documents in English Language. The Vendor/ Vendor Partner
must provide a soft copy in DVD/CD ROM (Soft copy shall be without password Protection) and hard Copies one
original and one spare copy of the complete document. In case of discrepancy between hard copy and soft Copy,
hard copy shall prevail.
f. Next business day Delivery of the system after getting work order.

(viii) Access Points (indoor/outdoor)


a. 2.4 GHz and 5 Ghz, 802.11a/b/g/n compatible, Access Point with at least one 10/100/1000 Ethernet port, both POE
and external power adapter input support , Plug and Play deployment, Flexible, Scalable Smart MIMO supported,

(ix) P2P Wireless Access System


a. Should based on IEEE 802.11a/b/g/n standards, and support multiple spectrum bands 2.4 GHz and 5 Ghz.,
Advanced MIMO Technology, High Speed Embedded Processor and Switching Engine, High Data Rate with MIMO
Matrix, Outdoor Unit (ODU) with integrated PoE support, Integrated and External Antenna Provision, Compliant with
IEEE 802.11a, 802.11b, 802.11g and 802.11n standards, Complete Management with SNMP, CLI (Telnet) and Web
Server, Non-Line of Sight (NLOS) and Line of Sight (LOS) deployments with high penetration level

(x) Existing Infrastructure Limitation


a. If some of the parts of existing wired infrastructure do not allow expandability, then necessary components/extra
16/24/48 of GbE ports switches (along with extra racks if required else it can be wall mountable) should be added by
vendor. Patch panel patching, Rack Fixing & Dressing is included.
b. Switches-should have support for Gigabit Ethernet 10/100/1000 desktop connectivity, 1 GbE SFP uplinks, USB, IP
Address management, fully manageable, enhance troubleshooting, PoE, Rack-mountable.
a. All UTP cat-6/electric power/any other cabling, wiring, digging, trenching, fixing with respect to wired backbone,
power facilities, proper casing, capping of important equipments should be done by vendor. Laying of UTP cable
through existing concealed duct or PVC pipe/conduit or suitable Casing is included. Patch Cords, Power cord, RJ-
45 Connectors and all other required accessories for complete Wi-Fi installation should be provided by the
vendor.
b. Access to the existing infrastructure will be granted at any time when needed to carry out the required task on the
condition that no damage should be incurred to existing infrastructure. If such case, vendor will be responsible for
replacing/repairing the damaged component.
c. To connect Wing A, Wing B and Wing C of Points Hostel, vendor can use Fiber Optic cabling (SMF, 6 cores).
Casing, capping and laying the cables properly should be done by vendor.
d. All required configuration should be done by vendor.
e. Vendor will be responsible for whole installation, commissioning and configuration of Wi-Fi.

(xi) Quality of Service

a. The Wi-Fi system should provide a minimum of 99% availability over the entire area of coverage. MIMO technology
will be preferred. Good signal strength for given locations. Signal strength level of -75dBm or better is required. SNR
should be 25dB and above in the required coverage area. At least 20 concurrent users must be supported by each
AP. All products must be highly reliable and branded. (Made in China products will not be accepted.)
b. Security of existing wired system should not be disturbed.

(xii) Scalability and Redundancy. The Wi-Fi network implemented should be scalable for future additional area coverage and
for increased number of users easily. PoE enabled devices will be preferred. Controller Redundancy—if primary
WIRELESS LAN Controller fails, the Access Points should join to secondary controller automatically i.e. failover to an
alternate controller. (either Failover or load sharing mode) and Access Point Redundancy—if an AP fails, the
Controller should automatically increase power of the neighboring APs to compensate and provide coverage. Also if
both WIRELESS LAN controllers fail, any AP can be configured to standalone mode automatically/with manual
configuration.

(xiii) Manageability. The Wi-Fi network design should allow easy and modular management of it. Sufficient number of APs
providing same coverage with good Receiver sensitivity/signal strength will be preferred. Adaptive/ dynamic radio
management capability.

(xiv) Quantity. As Total Number of indoor APs required depends on each model, but it should be sufficient to cover whole
area mentioned (at least 90). Total number of switches must be at least 10. Number of wireless Controllers required is
2 (each supporting at least 500 access points management). Minimum Number of P2P access points required is 4.
Access point manager should have 500 user licenses.

(xv) Rapid and cost effective Deployment


a. P2P wireless connectivity having data rate not less than 54MBps, range not less than 5KMs and working in un-
licensed frequency band will be preferred.
b. Vendor will setup any pole/tower required in case of no line of sight present. Permission for the same will be
granted.

(ii) Software and Hardware requirements


a. Software/Hardware/drivers/patches required supporting and maintaining Wi-Fi activities must be included /
provided by default. All updates to the software must be provided during warranty period. Post Warranty AMC
must be supported for all equipments.

(iii) Protection and safety


a. There should be adequate provision for protecting the access to the access points/switches e.g. using locking
facility. All devices should conform to safety standards. Immune to AC surge/ESD/EMC/Overvoltage/EMI etc.
b. All devices should able to work in existing DIAT environment conditions.

In short, the Scope of Work for the vendor includes everything which is required to develop campus wide secure, scalable,
manageable Wi-Fi network. *Please see appendix ‘B’ for more detailed required technical specifications of the
components.

Routine onsite maintenance of whole Wi-Fi system at every 3 months
during warranty period. Post warranty AMC should be supported for all
products (Hardware and software both) supplied.
All components must be compatible with existing wired LAN and should not
disturb the existing security of wired network.
Coordination and intimation of tasks to DIAT WIFI Committee on timely
basis during implementation phase.
Monitoring performance of the whole system and tuning/configuring the
network for improvement during 2 months onsite maintenance phase and
support for the same afterwards during warranty period when needed.
