TABLE OF CONTENTS
IRR 2.2 To increase the involvement and participation of regional council and local
chapters in NFJPIA- Region 11 activities.
IRR 2.3 To allow students to test their knowledge against one another in a friendly,
fun and competitive atmosphere.
IRR 2.4 To promote leadership and sustainability and cooperative participation among
members through various activities and program.
IRR 4.2 Each Local Chapter may send a maximum of three (3) representatives for Brain
Game and Tagisan ng Talino.
IRR 5.0 GENERAL REQUIREMENTS
IRR 5.1 Each local chapter, through the President or External Vice-President must submit
the following requirement:
IRR 5.2 One endorsement letter per Local Chapter listing the names of all their
representatives in the Inter-Local Chapter competitions with certification that
those students are the official representatives of their respective local chapter,
signed by the Local Chapter’s External Vice President and Local Chapter
President, then noted by their Adviser and Chairperson/Dean. Only a soft copy of
the file shall be submitted.
IRR 5.3 Each Local Chapter Council, through the President or External Vice-President,
shall compile and send a Master list of all participants who will compete in the
competitions.
IRR 5.4 The above requirement shall be satisfied on or before February 28, 2019.
IRR 5.5 Change of contestants for any of the Academic Events shall be allowed provided
that it shall be communicated to the Regional Vice President for Academics at
least 5 DAYS before the convention proper and updated zip files containing the
new or changed participants of events shall be sent.
IRR 5.6 WALK-INS shall not be allowed to participate in the Academic Events during the
Academic Culmination 2019.
IRR 5.7 The participants for these events shall be certified that they are members of
NFJPIA through the help of the Vice President for Membership.
IRR 6.2 Contestants must be properly registered and must sign the attendance sheet before
proceeding to the competition proper. Certificates of participation shall also be
distributed upon registration.
IRR 6.3 Contestants must strictly wear the Regional Shirt/Local Chapter
Shirt/Corporate Attire. Noncompliance of the proper attire shall not be allowed
to join the competition.
IRR 6.4 Late contestants are still allowed to join the competition. However, he/she shall
no longer be allowed to answer the questions he/she have missed.
IRR 6.5 The Committee for Academics shall be composed of Regional Vice President for
Academics, Executive Committee Members, Technical staff and Audit Staffs
which shall serve as the monitoring personnel.
IRR 6.6 Any member of the Board of Judges and NFJPIA-Region XI Council shall be
vested with the power to give sanction to any contestant he/she has witnessed
violating any of the said provision in this IRR.
IRR 6.7 The Judge or the Board of Judges shall have the sole and exclusive authority to
clear or answer any protest/clarification made by the contestant or the respective
adviser. Any question raised shall limit to a 5-minute discussion only to protect
the proceedings of the time of the contest. Judge/s’ decision is final and
irrevocable.
IRR 6.8 Each local chapter is only allowed to have one adviser only. The adviser must
register and sign on the provided registration sheet by the Academics Committee
before the start of competition. Once the quizmaster starts reading the 1st question
in the easy round, the registration for advisers shall be closed. Therefore, the
Board of Judges will no longer entertain any concern, protest, or clarification
made by unregistered advisers.
IRR 6.9 The contestant and the registered adviser are the only persons who have vested
rights to raise concern, protest, and/or clarification.
IRR 6.10 Contestants should write their answers clearly and legibly on the provided answer
boards.
IRR 6.11 Abbreviations are highly discouraged to be used unless specifically allowed by
the quiz master in a particular question.
IRR 6.12 Contestants who shall insist in writing the answers ambiguously, abbreviated or
illegibly may still claim points for correct answers only upon the discretion of the
Board of Judges or the Regional Vice President for Academics.
IRR 6.13 Before proceeding to the next question, contestants shall be given an allotted time
of 10 seconds to raise a protest/clarification, to request for new marker or scratch
paper, to change their calculator if it encounters a technical problem, or other
concerns. After the allotted time has elapsed, the quizmaster shall read the
next question, thus, protest, clarification, or any concerns shall no longer be
entertained. Contestants should not erase their answers during the 10-second
time allotment to allow validation of their answers when protests/clarifications
have been raised for that particular question.
IRR 6.14 In case where a question was voided upon the recommendation of the Board of
Judges or by the Academics Committee, another question shall be asked coming
from the clincher questions to replace the voided question. The question shall be
read twice by the quiz master.
IRR 6.15 Any contestant caught cheating shall be disqualified in the competition.
IRR 6.16 In case of a tie at the end of the three rounds, tie breaker questions shall be asked
until the deadlock is broken. Tie breaker question/s shall have NO bearing on the
cumulative score of the contestants. Whoever gets the right answer and raises his
answer board first shall be declared the winner.
IRR 6.17 After reading the contest rules and mechanics, contestants are given the chance to
raise questions/clarifications regarding the said rules and mechanics.
IRR 6.18 In case of any concern, clarification, or protest which is not governed by the
Implementing Rules and Regulations (IRR) of the said provision, the Chairman of
the said competition shall have the absolute power to decide, upon consultation to
NFJPIA-Region XI Council and/or Regional Adviser, on matters which are
deemed necessary to preserve and protect the integrity of the event. His/her
decision is final and irrevocable.
IRR 7.2 Brain Game is comprised of three (3) rounds namely: Easy, Average, and
Difficult. Time allotment, number of items and corresponding points are as
follows:

IRR 7.3 The game will cover the board exam subjects namely:
Game 1: Financial Accounting and Reporting, and Auditing Theory and
Problems
Game 2: Management Services and Control, and Philippine Taxation
Game 3: Regulatory Framework for Business Transactions, and Advance
Financial Accounting and Reporting
Game 4: Fundamentals of Accounting
IRR 7.4 The Board of Judges or the National Vice President for Academics may extend
time depending on the complexity of the question.
IRR 7.5 Contestants are provided with a copy of the question for every item. The
contestants are not allowed to flip the copy of the question until the quizmaster
gives the signal to do so. After the quizmaster announces the question number, the
contestant may start reading and answering the question provided. Any contestant
who violates the said provision shall be given a warning for the 1st offense. On
the 2nd offense, the contestant shall be given sanction of accumulating only 50%
of his/her total score garnered in all rounds. Violation of this provision for the 3rd
time shall mean disqualification of the contestant from the competition.
IRR 7.6 The contestants should answer each question within the allotted time. When the
bell rings signaling the lapse of time allotted, all contestants should stop
answering and must immediately raise the board which corresponds to their
answer. Contestants who violate this provision will not be given any point even if
he/she got the correct answer.
IRR 7.7 The top three (3) contestants accumulating the highest shall be declared as the 1st
place, 2nd place, 3rd place, respectively.

IRR 8.1 CONTEST RULES & MECHANICS
IRR 8.2 Tagisan ng Talino is comprised of three (3) kinds of questions namely: Easy,
Average, and Difficult. Time allotment, number of items and corresponding
points are as follows:

IRR 8.3 The Board of Judges or the Regional Vice President for Academics may extend

IRR 8.4 Tagisan ng Talino will cover general facts and ideas.
IRR 8.5 Contestants can only view each question in a power point presentation.
IRR 8.6 Numbers from 1-50 will be flashed in the power point presentation, where 30
numbers would have a corresponding question, 10 would have a bonus points and
10 would have a minus points. The quizmaster will choose the first number and
then, whoever gets the right answer and raises his answer board first shall be the
one to choose the next number.
IRR 8.7 When the contestant has chosen the number with bonus points, the point/s will be
added directly to his final points. When the participant has chosen the number
with minus points, same rule would apply except that it will be a deduction.
IRR 8.8 The contestant can only choose a number for 2 consecutive times, for the third
time, the choosing of number will be made by the quizmaster again.
IRR 8.9 The contestants should answer each question within the allotted time. When the

answering and must immediately raise the board which corresponds to their
answer. Contestants who violate this provision will not be given any point even if
he/she got the correct answer.
IRR 8.10 The top three (3) contestants accumulating the highest shall be declared as the 1st

IRR 10.1 The above-mentioned Regional Academic Culmination Implementing Rules and
Regulations are for NFJPIA-Region XI and related persons’ information
exchange only. The council maintains the relevance and reliability of this
document through the strict implementation of its rules and regulations.
IRR 10.2 Any questions raised by the contestants that are not included in the IRR shall be
subjected to the jurisdiction of the Regional Vice President for Academics and
NFJPIA-Region XI Executive Officers. The decision of the Regional Vice
President for Academics and the Regional JPIA Executive Officers will be final
and irrevocable.
IRR 11.2 The Regional Adviser or his duly designated representative shall act as legal
adviser to the Regional Vice President for Academics and the Regional Executive
Officers and shall render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.
IRR 12.0 AMENDMENTS OR REVISIONS
IRR 12.1 The Regional Executive Officers shall be vested with the exclusive power to
revise and amend the Implementing Rules and Regulations.
IRR 12.2 Any amendments to or revisions to this Implementing Rules and Regulations may
be proposed by any member of any regional council upon a written request of
such member, stating the reasons thereto.
IRR 12.3 Any request for amendments and revisions as well as proposed amendments must
initially be reviewed by the Regional Vice President for Academics then to be
forwarded to the Regional Executive Officers for discussion, editing and final
approval and to be noted by the Regional Adviser.
IRR 12.4 The Regional Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Regional Vice President for
Academics, which are deemed unnecessary. The final decision on any inclusions
and exclusions to this Implementing Rules and Regulations must be determined
by a majority vote of all, Regional Vice President for Academics is included.
IRR 12.5 Amendments to particular provisions in this Implementing Rules and Regulations
shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.
