WHEREAS, ARTICLE 182 OF IMPLEMENT RULES AND REGULATION OF Republic act 7160,
states that there shall be an ORGANIZED LOCAL DEVELOPMENT COUNCIL in every Local Government
Units;
WHEREAS, SECTION 106 or RA 7160, states that every Local Government Unit shall have a
comprehensive Multi-Section Development Plan to be initiated by its Development Council and
Approves its Sanggunian;
SECTION 2; The Barangay Development Council shall assist the corresponding Sanggunian in the
setting direction of Economic and Social Development and Coordinating Development efforts within
the Barangay.
SECTION 3; The Barangay Development Council shall meet at least once every six months as often
necessary;

WHEREAS, President Decree No. 1566 Strengthening the Philippines Disaster Control
Capability and establishing the National Program of Community Disaster Prevention;
WHEREAS; DILG Memorandum circular No. 2010-79 of Calamity Response Protocols and
Associated Actions requiring local authorities in carrying out of emergency measure, as appropriate,
during and in the aftermath of natural disaster and calamities;
SECTION 2. The Barangay Disaster Risk Reduction and Management Council shall have the
following functions:
1. Establish BDRRMC Operation Center
2. Formulate Disaster Preparedness Plan
3. Formulate Evacuation Plan
4. Coordinate with the BDRRMC the operation activities of its tasked units
5. Implement within the barangay guidelines set by MDRRMC
6. Submit recommendation to the MDRRMC as necessary
7. Conduct regular meeting
SECTION 3. This order shall take effect immediately.

AN ORDER REORGANIZING THE BARANGAY PEACE AND ORDER COUNCIL (BPOC) OF BARANGAY
SAN PEDRO, MONCADA, TARLAC
WHEREAS, there is a need to reorganize the membership of the Barangay Peace and Order
Council (BPOC) annually to conform with changing sets of qualified personnel;
WHEREAS, in view of the above, there is a need to reorganize the body in order to officially
activate same completely to perform its mandated functions.
SECTION III. Responsibilities of the BPOC- The BPOC shall be responsible for the following:
a) To coordinate the monitor peace and order plans for the barangay,
b) To provide a forum for local dialogue and deliberation of issues affecting peace and order :
and
c) To perform such other duties and functions as maybe directed by the municipal Mayor, the
DILG Secretary and the President of the Republic of the Philippines on matters affecting local
peace and order.
SECTION III. Duties Functions of the BPOC- The BPOC shall have the following duties and functions.
a) Provide a forum dialogue and deliberation of major issues and problems affecting peace and
order including insurgency and security;
b) Recommended and measures which will improve or enhance peace and order and public
safety in their respective areas of responsibility, including anti – insurgency measures;
c) Initiate and/or oversee the convergence and orchestration of internal security operations
effort of civil authorities and military and police agencies;
d) Apply moral suasion to and/or recommended sanctions against local chief officials who are
giving materials and political support to rebels and enemies of the state;
e) Monitor the provision of livelihood and infrastructure development program and projects in
the remote rural areas whose population could be exploited for ideological, political and
insurgency works; and,
f) Perform all other function that may be mandated by higher governing authorizes pertinent
to peace and order, security and safety.
SECTION IV. The Barangay Peace and Order Council Secretariat- the Barangay Secretary shall be the
BPOC secretariat.

WHEREAS, the increasing value of garbage is posting a serious threat to the general welfare
and health of the people,
WHEREAS, the health and environmental is posting a serious threat to the welfare and health

WHEREAS, the health and environmental problem requires at most attraction and
cooperation from the Local Government Unit, Civil Society and the people in general,
WHEREAS, DILG MEMORANDUM CIRCULAR 2001-38 dated April 10, 2001 requires the
creation of a Barangay Ecological Slid Waste Management Committee which is responsible in carrying
out the mandate of implementation the Ecological Solid Waste Management Program.
SECTION II. The barangay Ecological Solid Waste management Committee shall have the
following functions;
a) Formulate a community solid waste management plan
b) Be responsible for the collection and segregation of solid waste
c) Allocate barangay funds for the Barangay Ecological Solid Waste management
d) Submit Monthly report BSWM on the progress.

Pursuant to DILG Memorandum Circulars Nos. 98-227, 2001-90, 2003-131, 2004-07, 2012-
094, 2015-63, DLG-DBB Joint Memorandum Circular No. 2018-01 and DBB Board Regulation No. 3,
seriers of 2017 all pertaining to the creation, reorganization, strengthening and revitalization of local
anti-drug abuse councils in all levels of the government, the Barangay Anti-Drug Abuse Council
(BADAC) of Barangay Tubectubang, Moncada, Tarlac is hereby constituted as follows:
Section 1. Composition of the BADAC – Barangay Anti-Drug Abuse Council (BADAC) shall be
composed of the following:
Section 2. Powers and Functions of the BADAC- The Badac shall have the authority and responsibility
to perform the following
1. Plan, strategize, implement and evaluate programs on drug abuse prevention in the
barangay;
2. Organize the BADAC Auxiliary Team and orient them on their roles and functions in
formulating plan of action to address the drug problem;
3. Equip Barangay Tanod and BADAC Auxiliary Team on their roles and functions in the
campaign against street level illegal drug trade thru seminars or training;
4. Coordinate and collaborate with other institutions implementing programs and projects
on drug abuse prevention at the barangay level;
5. Conduct information, education and communication campaign activities on illegal drug
demand reduction;
6. Conduct regular and consultative meetings at least once a month and call for special
meetings organizations in the barangay;
7. Strengthen the family in the barangay by promoting family affairs and conduct values
formation on parental care and guidance in coordination with other people’s
organization and concerned agencies;
8. Determine and maintain in record of the names and other personal information’s of
actual residents of the barangay, likewise, gather and update all drug related incidents
and its effect on the peace and order situation in the barangay including listing of
suspected drug users/dependents and pushers;
9. Identify drug affecte4d house clusters, work places, streets, purok and sitios where there
are violations of RA 9165 and immediately report the same to PNP or PDEA;
10. Conduct inventory of drug personalities who were identified to be involved in illegal
drug activities and identify who were brought to both government and /or private
facility/center and community based rehabilitations center;
11. Refer suspected drug users and dependents who voluntarily surrendered to the barangay
duty officer to CADAC/MADAC for proper assessments;
12. Conduct periodic ,monitoring of those undertaking facility/ center and community based
rehabilitation program;
13. Empower and encourage the community in reporting drug related cases through an
award/commendation system;
14. Extend assistance to law enforcement agencies during the clearing operations at the
barangay level;
15. Enact local ordinances, policies and other legislative measures to support the barangay
drug clearing operations/program;
16. Set quarterly targets to reduce level of drug affection and ultimately, to achieve and
maintain drug cleared status;
17. Submit monthly report to the CADAC/MADAC copy furnished DLG city/municipality field
office on the progress of the barangay drug clearing programs;
18. Monitor the progress and disposition of drug related cased filled with courts;
19. Ensure safety of the community and extend such other necessary assistance to the
operating units during the conduct of anti-drug operations and;
20. Perform other related functions.
Section 3. Co position of the BADAC Auxiliary Team- The following shall be designated as members of
BADAC Auxiliary Team:
Section 4. Functions of BADAC Auxiliary Team- members of the BADAC Auxiliary Team shall perform
the following duties and responsibilities;
1. Identify and report to the BADAC suspected drug dependents, pushers, illegal drug
laboratories, and other illegal drug related activities in their areas;
2. Assist in the conduct of information, education and communication campaign activities;
3. Help facilitate in the preparation and distribution with schools, neighborhood organizations,
etc. and;
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their area of
operation especially among children and youth.
Section 5. Organization of Barangay House Cluster- the organization of Barangay House Cluster shall
be based on the number of streets in the barangay and the following shall be designated cluster
leaders:
Section 6. Functions of Barangay Cluster Leaders- Designated cluster leaders shall perform the
following duties and responsibilities;

WHEREAS, REPUBLIC Act No. 9208 declares the state shall give highest priority to the
enactment of measures and development of programs that will promote human dignity protect the
people from violence and exploitation, eliminate trafficking of person, and mitigate pressures for
involuntary migration and servitude of persons to ensure the recovery, rehabilitation, and
reintegration.
WHEREAS, Republic Act No. 9262, on the other hand, underscore the commitment of the
state on safe guarding the dignity of woman and children while guaranteeing full respect of their
human rights to protect them from violence and treats to their personal safety and security.

1. Meet at least once a month to plan and formulates a blueprint for the short, medium,
and long term plan for sectorial sports based in the National Policy and Program of “
Sports for All” including a well-synchronized year round calendar of sports activities and
competitions culminating in a nation “ Palarong Pambansa”;
2. Conduct local “ Sports Summit” in consultations with other public and private entities
concerned to identity and prioritize sports programs and activities in their respective
areas of concern and to monitor, review, and validate their program;
3. Oversee and ensure the implementation of the physical fitness and sports program and
activities in their respective areas of concerns, i.e. , DepEd and LGU’s for community
based sports, DND for military sports, DOLE for labor sports, Philippine Olympic
Committee (POC) and National Sports Associations (NSA) for elite sports for international
competitions, and Games and Amusement Board (GAB) for professional sports;
4. Disseminate proper information on the national policy program, including their local
programs to encourage the active participation of their constituents on physical fitness
and sports activities;
5. Assist in the identification, recruitment, and training of gifted and talented athletes from
represent the country in international sports competitions;
6. Submit a quarterly report to the chairman of the National PFSDC and furnish a copy the
same to the Philippine Sport Commission; and
7. Perform other functions deemed necessary to promote and implement the National
Policy and Program.
Section 3. Seperability Clause- Should any part or provision of this Order be held unconstitutional or
invalid, the other parts or provisions hereof shall not be affected and shall continue to be in full force
