MESSAGE FROM THE PRINCIPAL

We are at the threshold of another new academic year 2019–20. The anticipation and
excitement felt by the fresh students finds an echo in me and my esteemed stakeholders of
Pragjyotish College. As we gear up for the year ahead, I would like to take this opportunity
to heartily welcome all the students to this premier institution. I am grateful to the founders
of this institution more particularly the Hon’ble Justice Holiram Deka, Pandit Tirthanath
Sarma and many others who left no stone unturned to set up the college. In its glorious
existence of more than six decades, the college has undergone remarkable changes and
flourished.
The emblem of our college contains our motto: “ते जस्विनावधीतमस्तु ” (May our study make
us illumined). It is undoubtedly true that since its foundation on 1st September 1954, the
college has strived to set new benchmarks of excellence in academia and public service.
Now, our vision is to make the institution a centre of excellence that can serve the society
and the nation in a better way by keeping pace with the changing needs of time. Today,
Pragjyotish College is one of the most distinguished undergraduate and post-graduate
institutions in the state. Education at Pragjyotish College is not about marks and grades only
– it is the holistic growth that we the stakeholders are aiming at. We are indeed proud of our
dedicated faculty and supportive non-teaching staff. Teaching, for us here at the college, is a
lifetime commitment, a passion, a vocation rather than a job. Our faculties are continually
engaged themselves to keep abreast of the latest developments in their own fields. Striving
for excellence is our way of life. Commitment, dedication, inspiration, management, etc. are
the factors which brought the college to the forefront of higher education in the state. So let
us hope that Pragjyotish College, our second home with all its facilities available, will

General Information for Admission:
1. (a) Higher Secondary Courses: Candidates, who have passed the HSLC Examination of the Board of
Secondary Education, Assam (SEBA), or any other equivalent examination, are eligible for admission to the
Higher Secondary Course, subject to the availability of seats.

(b) Three-Year Degree Courses (BA, BSc, BCom, BCA and BBA): Candidates, who have passed the
HSSLC. Examination of the Assam Higher Secondary Education Council (AHSEC) or any other equivalent
examination, are eligible for admission to the Three-Year Degree Course (TDC), subject to the availability
of seats.

(c) MA (Assamese) Course: Graduates with major in Assamese are eligible for admission to this course,
subject to the availability of seats.

(d) MTM Course: Graduates from any discipline are eligible for admission to this course, subject to the
availability of seats. However, the candidates will have to undergo an entrance test followed by Personal
Interview.

(e) MA (Economics) Course: Graduates with Major in Economics are eligible for admission to this course,
subject to the availability of seats.

2. Admission is given strictly in order of merit and is governed by the college admission rules.

3. Marks Conversion/ Criteria for merit list selection.

i) To standardise the marks obtained by candidates in different subjects of various boards in


India, the Pragjyotish College Admission Committee has decided to follow the procedure for
preparing the merit list.
(a) For BSc: Gen. English + any two subjects (other than MIL, Physical Education and
Vocational subjects) in which the candidate has obtained better marks in the HS or
equivalent examination.
(b) For BA/BCom: Gen. English+MIL/Alt.English+ Any subject (other than Physical
Education and Vocational subjects) in which the candidate has obtained better mark in
the HS or equivalent examination.
(c) For HS(Arts/Science/Commerce Gen. English+ MIL/Alt. English+ two subjects
(excluding vocational subjects) in which the candidate has obtained better marks in
the HSLC or equivalent examination. (N.B. A subject that contains 30% Theory+ 70% Practical
as treated as a Vocational one)

ii) Reserved category selection and admission will be done as per Govt. Rules, but it will not be
applicable in the selection process of Honours subjects.
iii) Students admitted to the Core/Honours course must contact the department concerned
on or before 7August 2019. If any students fail to do so, their seats will be cancelled, and
those vacant seats will be filled up by admitting the candidates from the waiting list.

4. The decision of the admission committee regarding admission will be final. The college reserves the
right to refuse admission to any one without assigning any reason thereof. Candidates selected must get
themselves admitted on the very day of interview by making necessary payments failing which they will
forfeit their claim.

5. All candidates seeking admission must appear for interview on the scheduled date in person or through
his/her representative. Candidates shall have to produce the following documents in original along with
Photostat copies at the time of interview.

 Original Admit Card of the HSLC Examination for age verification


 Original Mark Sheet of the last examination appeared
 Two copies of passport-size photograph of the candidate
 Caste Certificate (SC/ ST / OBC) where necessary
 Proficiency certificate regarding extra-curricular activities where necessary (Certificate below
district level representative will not be entertained).
 Registration Card.
 In case of student migrating from another University or Board, Migration Certificate has to be
produced.
 Pass Certificate from the Headmaster/Principal of the institution last attended by the
candidate.
 HS and TDC First Year students who fail to get promoted to the next higher class may apply
for admission along with fresh online application.
 Gap Certificate (if necessary) only from Head of the institution last attended or an affidavit
from the Hon’ble Court in Assam or any other State.
 Domicile certificates (for students who are residents of states other than Assam).

6. General Reservation Rules

Reservation of seats for the different courses will be done as per the break-up given below:

 SC – 7%
 ST(Hills) – 5%
 ST(Plains) – 10%
 OBC/MOBC – 27%
 Physically Challenged – 3%
 Extra-curricular activities – 2%
7. (A) Free Admission for meritorious students: The College authority encourages meritorious
students. Students who have scored 90% marks or above will be admitted without fees.

(B) Applicability for free studentship:

Category of students eligible under the Scheme:

i) Students whose parental income is less than Rs. 1.00 Lakh from all sources will be eligible to
avail this scheme.
ii) If either of the parents (mother or father) of the student is working in any State Govt./Central
Govt./Semi Govt./State or Central Govt. undertaking organization, such students shall not be
eligible under this scheme.

INTERNAL DISCIPLINE

A. ATTENDANCE RULES
Attendance in classes is strictly compulsory. A student should attend at least 75% of the lectures
delivered in each subject to become eligible for appearing in the Council/University Examination. A
student not fulfilling the above requirement will not be allowed to appear in the final examination.

B. COLLEGE UNIFORM
College Uniform is compulsory for all students for all purposes inside the College Campus.
HS and UG:
For Boys: Satin blue shirts and blackish blue trousers, with monogram, black shoes, white socks and
blue blazer/sweater (v-shaped white stripe) with monogram. Jeans trousers and shirts are not permitted.
The design and style of the uniform must be formal.
HS and UG:
For Girls: Satin blue kurta and blackish blue churidar with monogram, and navy blue dupatta and blue
sweater with monogram. Jeans and leggings are not permitted. The design and style of the uniform must
be formal.
PG:
For Boys: Formal shirt of blackish blue thin stripes on off white colour and blackish blue trousers, with
monogram, black shoes, white socks and blue blazer/sweater (v-shaped white stripe) with monogram.
Jeans trousers and shirts are not permitted. The design and style of the uniform must be formal.
PG:
For Girls: Formal kurta of blackish blue thin stripes on off white colour and blackish blue churidar with
monogram, and navy blue dupatta and blue sweater with monogram. Jeans and leggings are not
permitted. The design and style of the uniform must be formal.
T-shirts and jeans trousers (designed by any department) are not allowed in the classroom and on
the college premises.

C. MAINTENANCE OF DISCIPLINE
The students must observe complete silence on the College premises. They must not loiter aimlessly
within the College campus. Students must spend their spare time/off periods in such a way that will not
cause any interference with the work of others. Cell phones are strictly prohibited in the College campus.
Students found using cell phones are liable to face disciplinary action including the seizure of the cell
phones by the Discipline Maintenance Committee members. Students should, in their own interest, read
everyday all the notices displayed on the notice boards from time to time, and be fully aware of the
information displayed thereon. Students are also advised to browse through the institutional website
for various updates.

D. RAGGING: Ragging is a punishable offence under the Indian Penal Code (IPC). The Hon’ble
Supreme Court of India has ordered all universities and their affiliated colleges under the
University Grants Commission to state it clearly in their prospectus that if any incident of ragging
comes to the notice of the authority, the student involving in ragging shall be given liberty to
explain and if his/her explanation is not found satisfactory, the authority would expel him/her
from the institution. (UGC letter No. F.1-8/2006 (CPP- II) February, 2008)

E. STUDENTS’ IDENTITY CARD


Every student is issued an identity card at the time of admission. The card which is non-transferrable
contains information about the holder, such as Name, Session, Class, Roll No, Combination of subjects,
etc. It also contains a passport size photograph of the student duly endorsed by the Principal. It is
mandatory for every student to carry the identity card with him/her so that it can be produced whenever
necessary.

F. INTERNAL EXAMINATION
Students must appear in unit tests/sessional examinations, held for each subject of each class in all
the streams during the academic calendar. Allowing a candidate for the Final Examination will be
determined by the overall performance of the student in the unit tests/sessional examinations, class
attendance, etc. Internal Assessment will be done taking into account the students’ attendance and
performance in the unit tests/sessional examinations.

THREE-YEAR UNDERGRADUATE COURSES

Starting from the 2019-20 academic session, the Gauhati University has decided to implement
CBCS in all the undergraduate programmes. The salient features of this system are detailed
below:

1. The Choice Based Credit System (CBCS)


The Choice Based Credit System is the logical next step in a credit based semester system
becoming more learner-centric. The UGC has recommended that it is desirable for all institutions
of Higher Education in the country to move to a CBCS and, together with it, implement a uniform
grading system.

2. Undergraduate CBCS (UGCBCS) Programmes


The undergraduate degree programme in the CBCS will have courses spread across six-
semesters. A typical semester will comprise a minimum of 15 weeks of academic work that will
translate into 90 actual teaching days. Two consecutive (one odd and one even) semesters will
make up an academic year. An UG course shall be of Six Semesters covering three Calendar
Years (Academic Sessions – June to May). The duration of the Odd Semesters (First, Third and
Fifth) shall be ‘June to November’, and that of Even Semesters (Second, Fourth and Sixth) shall
be ‘December to May’.
3. Structure of courses and credits of the UGCBCS programmes:
The term undergraduate degree programme denotes programmes like BA, BSc, B Com, BCA, BBA
and all other such programmes where the requirement for award of a degree is the successful
progression of the student through six semesters of academic work. Each course will have credits,
assigned on the basis of course related activities, which a student will earn through satisfactory
fulfillment of the academic requirement of the course. An undergraduate degree programme with
Honours in a discipline will have a course credit requirement of 148 credits while an undergraduate
degree programme without Honours will require a student to earn 132 course credits.

Note:
Wherever the University requires that an applicant for a particular MA/MSc/Technical/Professional
course should have studied a specific discipline at the undergraduate level, then obtaining 24 credits in the
concerned discipline at the undergraduate level may be deemed sufficient to satisfy such a requirement for
admission to the MA/MSc/Technical/Professional course
3.1 The medium of instruction and examination will be English and/or Assamese, except in
language courses.

4. Nature and Nomenclature of Courses


In line with the UGC’s guidelines, the courses are categorized as Core courses, Elective
courses or Ability Enhancement courses

4.1 Core Course: A Core course is a course that has to be compulsorily studied.
4.2 Elective Course: An Elective course is to be chosen by the student from a pool of such
courses on offer and will essentially be of three types: DSE, GE & SEC
4.3 Discipline Specific Elective Course (DSE): An Elective Course which is offered by the
main discipline.
4.4 Generic Elective Course (GE): A Generic Elective Course is offered by an unrelated
discipline and has the objective of broadening the academic experience of a student. A Core
Course offered in a discipline may be allowed as an Elective to a student from another
discipline. This course will be treated under the category of Generic Elective Courses. Generic
Elective Courses are not available to students in a BSc Regular (General) program while BA
& BCom Regular (General) programme will require taking up two such courses only in the
5th and 6th Semester.
4.5 Dissertation/Project: All students enrolled in an undergraduate degree programme
(Honours and non-Honours) will have the option of choosing to undertake Project/Dissertation
work for 6 credits in lieu of a 6 credit Discipline Specific Elective (DSE) course in the sixth
semester only.
4.6 Skill Enhancement Courses: Skill Enhancement Courses will be value based or skill
based and there will be a pool of courses on offer. A student enrolled in an undergraduate
degree programme with Honours will have to take up a minimum of two SEC courses of 4
credits each as part of the programme requirement in 3rd and 4th Semester respectively. For
students enrolled in non-Honours undergraduate degree programmes the credit requirement
from Skill Enhancement Courses will be 16 credits and will be offered from the 3rd Semester
to 6th Semester (one paper in each Semester).
4.7 Ability Enhancement Courses: Ability Enhancement Courses which are to be taken up
by students in an undergraduate degree programme will be of two types:
a) Communicative English/Communicative MIL b) EVN (Environmental Science)
These 4 credit courses are mandatory for every student enrolled in an undergraduate degree
programme. Students will have to select either Communicative English or Communicative
MIL (such as Assamese, Bengali, Hindi, Bodo) in the First Semester itself. Therefore, in the
Second Semester they will have to take EVN as their AECC. B Sc Students will have to take
Communicative English only.

5. For the purpose of computation of work-load the following mechanism is to be adopted:


1 Credit = 1 Theory period of one hour duration
1 Credit = 1 Tutorial period of one hour duration
1 Credit = 1 Practical period of two hours duration

6. Requirements For An Undergraduate Degree

The following table indicates the requirements for successful completion of undergraduate degree in
Gauhati University from First to Sixth Semester–

7. Credits and Attendance

7.1 To be awarded credit in Core Courses, Elective Courses, Discipline Specific Elective (DSE)
Course, Generic Elective (GE) Course and Ability Enhancement Courses (AEC) [comprising
Ability Enhancement Compulsory Courses (AECC) & Skill Enhancement Courses (SEC)],
students must have at least 75% class attendance. The attendance of all courses including the Skill
Enhancement Courses shall be counted and accounted for in full while determining if the student
has met the minimum attendance norms of Gauhati University.

7.2 In case a student fails to have at least 75% class attendance, he/she will not be allowed to sit for
the end semester examination and hence have to repeat the concerned semester after the successful
completion of the subsequent semesters.
(For example, if a student fails to secure the necessary credit in the first semester, he/she can register in the
second and subsequent semesters. And only after the successful completion of the sixth semester, he/she can
repeat the first semester to earn the deficit credits.)

 Students offering a vocational subject will have to pay an additional fee of Rs. 500.
 For subjects having Field Study/Excursion in the course, students will have to deposit to the College
an amount fixed by the departments concerned at the appropriate time.
 Students of Honours Courses in Anthropology, Statistics and Geography will have to pay an
additional fee of Rs.700

HOSTEL AND OTHER FACILITIES:

GIRLS’ HOSTEL:

The College has a girls’ hostel named Amalprabha Das Girls’ Hostel in the campus for girl students of
the College. Hostel seats are allotted after admission on the merit and first come first serve basis. Girl
students who are willing to take admission to the hostel have to apply to the Principal in a plain paper
along with photocopy of their mark-sheet and Permanent Residential Certificate (PRC). Conduct in the
hostel is governed by the Pragjyotish College Hostel Advisory Committee. Students of both
Undergraduate and Postgraduate classes are allowed to stay in the hostel.

Seat Rent Rs.800(per month)

The boarders of Amalprabha Das Girls’ Hostel will be provided with a self-defence
training course free of cost on the College premises.

BOYS’ HOSTEL:

A hostel will be arranged for boys in the academic session 2019–20. Limited seats are available on
demand on the merit and first come first serve basis.

SCHOLARSHIP AND STIPEND FACILITIES:

Meritorious students who obtain more than 85% marks in the final examination i.e. HSLC or HS
(Final) Examination shall enjoy merit scholarship/stipend within 15 days from the date of their
admission. Application not received by due date will not be entertained.

STUDENTS WELFARE FUND:

The college maintains a student welfare fund to provide financial help to the poor and deserving

 Candidates have to fill up Admission Forms Online through the College Website
www.pragjyotishcollege.ac.in by paying Rs. 300/- by Credit Card/ Debit Card/ Net Banking/ Payment
Gateways on or before the stipulated dates mentioned above. No forms will be issued from the College
Office. Candidates have to upload scanned copies of relevant documents, photograph, signatures and Income
Certificate for Fee Waiver (if required) as instructed in the college website.
 Online forms will be available from 25th May, 2019. Candidates may contact College admission Help-Desk
if necessary.
 Admission will be strictly on merit basis as per Govt. reservations.
 On the day of admission selected candidates have to produce Original Documents along with a set of
photostat copies and Income Certificate (for Fee waiver)
All the classes of 1st Semester will begin on 24 June, 2019.
