Introduction:

Barangay is the smallest local government unit in the Philippines and


is the native Filipino term for a village or district. Municipalities and cities
are composed of barangays. As a basic political unit, it is the primary
planning and implementing unit of government policies, plans, programs,
projects, and activities in the community. A barangay is a government
structure that is led and governed by their respective barangay officials. The
Barangay Officials are considered as a Local Government Unit same as the
Provincial and the Municipal Government. They are composed of Punong
Barangay, seven Barangay Councils or Barangay Kagawad, and a
Sangguniang Kabataan Chairman which is considered a member of the
Council. Each barangay has a committee assigned to them and with the help
of those in charge, they are able to implement different programs for the
progression of their district. Different agendas for the improvement of the
barangay varies, and they can be based on the environment, health,
education, employment, etc. depending on the dilemmas currently
experienced by the community. These programs are enforced to provide
resolutions to the problems/issues in the barangay since one of their most
important tasks is to give their full service for the development not only
within their premises but to carry them out to the people living in their
respective sectors.

Our chosen barangay which is “Brgy. San Antonio” located at Binan,


Laguna has a land area of 139 hectares all in all. The district’s patron saint is
Saint Anthony of Padua and it’s feast is held every 13 th of June. Its
neighboring barangays are Barangay Casile (North), Barangay Platero
(South), Barangay Malaban (East) and Barangay San Vicente (West).
Demographically, Barangay San Antonio has a population amounting to 30-
40k as of 2010 up to the present and is considered as one of the most
populous among the 24 districts of the City of Binan.
Projects Implemented / Importance of each project:

 Tapat Mo, Linis Mo

- The program encourages business establishments, residential owners, and


barangay officials in the city to maintain cleanliness in their respective
areas. Having a clean environment will help prevent diseases from
spreading, pollution, floods, and other natural disasters from eradicating
the shelter of each of the citizens living in the barangay. Thus, a
surrounding spotless of dirt is essential in every community.

 Barangay Health Center

- It’s goal is to provide first aid, maternal and child health care, diagnosis of
social diseases, and other basic health services to all the members of the
community it is serving. This is important to monitor and provide the needs
of the barangay members’ health and ensure that they are in a proper and
fit condition.

 Quick Response Unit

-Initial time would be 2 minutes for nearby locations depending on the


distance of the respondent from the barangay for kagawads to take action
and help the citizens on their respective occurrences. Quick response is
fatal in the barangay to fix incidents fast and to attend to the emergency
problems of the people living in the district and provide immediate
assistance.
Barangay Problems:

 Poverty
-This is the most critical problem experienced not only in districts and
municipalities but a global issue as well that is still ongoing as of today.
Poverty is the main cause of many other community problems & takes
effect on the education, health, ecological balance, etc. of the community.
Since some citizens aren’t employed, they are also incapable of providing
the necessities of each of their family members including food and most
especially, education of their children. In Brgy. San Antonio alone, 4 out of
10 families lack basic needs. Indeed, poverty is a worldwide problem that
needs to be given resolution to in the fastest way that we can.

 Population
-As one of the most populous barangays, population is considered a huge
factor in the problems of a community. Since the population is overflowing,
facilities and resources are also getting limited and cannot sustain the
needs of all the people in the area, especially on the health, employment
and security sectors. Moreover, the environment is most affected since
there are some people who aren’t educated/aware of the proper disposal
of trash and thus, leave their garbage on desired places which causes an
enormous impact on the ecological balance of the barangay.

 Sanitation
-This is the hygienic means of promoting health as well as proper disposal
of wastes. Given the living conditions of numerous residents in Brgy. San
Antonio, public health in some areas is disregarded resulting to the
prevalent diseases transmitted by contact or originates from the unhygienic
environment.

 Health Issues
-This is one of the rising concerns and also a necessity to be taken into
action in every barangay. Health issues are often caused by poor sanitation,
not getting enough food to eat, environmental problems and many more.
Brgy. San Antonio is not an exception. The barangay residents aren’t very
much keen when it comes to sanitation leading to problems with regards to
their health. Dengue and Typhoid Fever are the diseases prominent in this
district.
Problems in Ecological Balance:

 No Proper Waste Segregation

 Improper Disposal of Trash

-Helping unemployed members of the community find a job suited to their


skills and expertise appropriate to their age and given their health
condition. This is for them to find a livelihood to sustain their family needs
and be an active and effective member of the community.

 Free Clinic Checkup

-Regular health exams and tests can help find problems before they start.
They also can help find problems early, when your chances for treatment
and cure are better. By getting the right health services, screenings, and
treatments, you are taking steps that help your chances for living a longer,
healthier life. Your age, health and family history, lifestyle choices and
other important factors impact what and how often you need healthcare.

 Parent’s Organization

- Is geared towards empowering parents, creating awareness among them


about child rights and helping them contribute towards the empowerment
of their own community. Trainings, seminars and workshops are provided
to parents in close coordination with barangay officials.

 Ecological Waste Management Program

- Set guidelines and targets for solid waste avoidance and volume reduction
through source reduction and waste minimization measures, including
composting, recycling, re-use, recovery, green charcoal process, and others,
before collection, treatment and disposal in appropriate and
environmentally sound solid waste management facilities in accordance
with ecologically sustainable development principles.

Conclusion:

Nowadays, people work together to keep their barangays proper and in


order. First on the list is the reconstruction of road. As one of the member of
barangays, we should do our part in keeping our place clean and safe. Problems
also arise in barangays like lack of budget, etc. Aside from financial plans, the
barangay budget serves as an instrument for barangay officials to effectively
manage the development of the barangay . A well-prepared barangay budget
serves as a basis for: Planning and Policy Adoption, Program and project
implementation, Financial control, and Management information. Not all the
regulations are being followed because they are ignored by the people. As one of
the citizens, we should follow the laws ordered by our barangays. At present,
trash are scattered everywhere. As a Filipino, let us help our barangays in our
little ways. There are a lot of things we can do to help our barangays grow even
in simple ways like the proper segregation of our trash. All of these are for our
own good so let us work as early as today and help our barangays.
