Neil Russell D. Endoy BSA-1 outlines a 3-step plan to resolve tensions between two countries and a local community caught in the conflict. First, he will gain their trust before arranging talks. Second, he will enforce his authority as a UN peacekeeper to have the countries agree on sovereignty through legal means if needed. Third, a peace treaty would be created to legally bind the countries to maintain peace going forward and prevent further manipulation of the local community.

Endoy BSA-1
Firstly, I must prepare myself for hostility from both sides in the locality. Therefore, I will
act cautiously to be caught in their attention without portraying aggression. I shall arrange a
meeting between the 2 countries and the involved community after I have gained their trust. I will
first tend to the matters between the local community, which were just caught in the crossfire of
the two countries. It should be made clear to the leaders of this community that what had happened
is mutiny and it could be mended through diligent leadership which could only be achieved through
a united community. Second, I will enforce my authority as the UN peacekeeper to both countries
to have an agreement that will be based on the information on who has sovereignty over the area.
If both sides persist and disputes with each other, I would suggest it should be taken on trial on
ICJ or to any appropriate court to settle things peacefully rather than manipulating the community
into pitting against each other which will do no one good. To maintain the peace, after the said
trial, there should be a legal document to bind an agreement from both countries that they must
maintain peace between each other through the form of a “Peace Treaty”. By doing so, both
countries are bounded by the law to maintain peace towards each other.
