Greetings of peace!

I am pleased to present the 2016 State of Barangay Report which contains the performance
of Barangay Zamora - Melliza along the four (4) performance areas namely: Administration;
Social Services; Economic Development and Environmental Management.

This report shall serve as the basis in the formulation of programs, projects and activities
that are responsive to the needs of our constituents. It will serve as reference in crafting
the Barangay Agenda as embodied in the Barangay Development Plan.

This report also aims to strengthen the partnership of the Barangay with the higher Local
Government Units (LGUs), National Government Agencies (NGAs), Non-Governmental
Organizations (NGOs) and stakeholders as it presents a vivid picture of the development
condition of the Barangay. Above all, it aims to increase awareness of the residents on the
state of the Barangay, so that they become more involved and participative in Barangay
affairs.

Lastly, on behalf of the officialdom of our Barangay, may I congratulate and thank the
Department of Interior and Local Government (DILG) in coming up with the Barangay
Performance Management System (BGPMS) which will pave the way for the establishment
of the state of governance of the Barangay.

Brief History of the Barangay

HISTORICAL DEVELOPMENT

Barangay Zamora – Melliza took its name from one of the martyr
priests GOMBURZA, also the name of the national road where the barangay
strategically located the Calle Zamora and the Melliza Street. The name
Melliza Street is to give recognition to the Ilonggo Revolutionary leader,
Raymundo Melliza. He became Governor of Iloilo from 1904 to 1906. Still a
part of the barangay, De la Rama Street behind Plaza Libertad was known
Calle Progreso during the Spanish Period due to its position as the financial
center of the city. Later, it was renamed De la Rama Street to honor Don
Esteban De la Rama who owned the largest shipping line based in Iloilo
during the 1920’s and the 1930’s. It is in Barangay Zamora – Melliza where
the historical Plaza Libertad (formerly Plaza Alfonso XII), the site where
the first Philippine Flag was raised after Spain’s surrender to General Martin
Delgado in December 25, 1898 and the San Jose Parish Church established
in 1873 by Augustinian Fr. Mauricio Blanco and the home of Iloilo’s World
renowned Dinagyang Festival where located.
Former Councilor Federico Abadiano sealed officially the status of
Barangay Zamora - Melliza as a Barangay part of the Municipality of Iloilo
through a municipal resolution dated around 1969 to 1972. Presently, the
barangay is headed by his son Hon. Punong Brgy. Peter B. Abadiano.

The state of Barangay Governance Report shows that the Barangay’s overall total average
performance rating is 0.89. The area of Economic Development should be the top priority for
development considering that the total adjectival rating of the top priorities is 56% to focus on the
services areas of Entrepreneurship, Business and Industry promotions.

In general, the level of effort which had brought about desirable performance or condition
in the areas of Governance and Socio Services has to be sustained.

Problematic areas have to be given full consideration. Otherwise, the pace of development and
change will be showed down by the problems. Starting on the ensuing year, the following

The Calendar Year 2016 Budget amounted to ₱ 2, 653,144.38 . The


expenditure program was distributed as follows.

The Administrative & Legislative Services had an allotment of ₱


1,790,982.22. Among the sectors, it received the biggest share of 70% of the total
budget.

On the other hand, the total picture of the fund utilization shows that the
barangay incurred 85% expenses of its budget. Overall, it indicates a 15% savings.

Significantly, the barangay spent its financial resources hugely on Personal


Services, Capability Building and Trainings and Social Public Services or 70%
of the total budget.

describes the state of Barangay Governance performance in the five performance areas:

The Barangay garnered an overall performance average score of 0.89 or a performance
level of 4. Despite overcoming the rigorous processes in the implementation of the
different policies and programs in the Barangay, there are still several issues/
deficiencies which need necessary improvement:

On Administration, where we have nine (9) service areas, it earned an average


performance level of 4. This is attributed to the implemented projects, improvements of
Multi-purpose hall; prioritize projects for the Senior Citizen and Youth of our
Barangay and availability of all services provided by the Barangay
Administration. An average rating of 0.99 was attained which indicates that there are
some factors that affects the rating particularly on Facilities and Consumer
Service which is the current council is doing pretty well to resolve on this issue.
Some of the contributory factors that attributed to the rating were the availability of all
services provided by the Barangay Administration, Financial Accountability and
Customer Service.
On Social Services, we obtained an average rating of 1.00 or Performance Level
4 which indicates that our Barangay is in practice of giving health and nutrition
needed by conducting different medical mission and proper information about any
health issues to address the medical health of our constituents. This is credited to
Proper maintenance and operation of Barangay Health Center, annual purchase
of Medicines, Regular Pre-natal, free vaccination for new born and other related
matters.

On Economic Development, the Barangay got an average rating of 0.56, out of


4 indicators our Barangay achieve 3 out of 4 which points out on the sustained effort
of the Barangay in Entrepreneurship, Business and Industry Promotion. Only
contributing factor that affect this average is because of the absence of Agriculture
and Fisheries Development in our Barangay which is Not Applicable because
Livelihood of the barangay residents is mainly focus in labor force.

Also rated is how the Barangay faired in Environmental Management under the
Service Areas of Natural Resources Management and Waste Management and Pollution
Control where it garnered an average rating of 1.00 or Level 4. This is attributed to the
Organized Barangay Ecological Solid Waste Management Committee (BESWMC,
Improvement of Garbage Collection, Maintenance of Sewerage / Drainage,
Availability of Materials Recovery Fund of MRF, and Distributions of Garbage
Can) and Proper waste disposal and segregation.

With the full cooperation of all sectors concerned paved the way towards the
success of the year under review, CY 2016.

Report Findings
I. Administration

All local government units including the Barangay need to undergo self-
assessment to measure their performance in terms of delivery of services. This includes
the Administrative System and Procedure the Sangguniang uses in running the affairs
of the Barangay. It contains indicators that measure the Barangay’s performance which
include the assessment on the functionality of Barangay equipment or facilities. There
are three (3) sub areas which include Local Legislation, Transparency and Citizen’s
Participation.

 BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation of effective


implementation of laws which leads to a better management and development of the
LGU.
One of the basic functions/roles of the Sangguniang Barangay is the
enactment of ordinances and adaptation of resolutions. This process is called legislation.
In order to formulate responsive ordinances/resolutions, there is a need to have proper
structure and process. A monitoring process is needed in order to check the
implementation of ordinances.

 TRANSPARENCY

Public trust should always be given premium/importance by the Barangay


officials. It is necessary that their constituents are informed and made aware of the
operation of the Barangay affairs. We have established public help desk and
information services that enables access to public the information and awareness they
could acquire in terms of the plans, programs, ordinances, enactments and other related
services offered by the local administration.

The indicator contained in the data capture form of the BGPMS reveals
presence or absence of the following:

 CITIZEN’S PARTICIPATION

The involvement and participation of the different stakeholders is very


important especially in voicing out their concerns and aspirations for the Barangay.
Their inputs are also vital during planning and formulation of laws. That will provide us
the sound policy – formation of our plans and programs.

Citizen’s participation is one of the important aspects of governance; this is a


manifestation that supreme power is lodged to the citizenry.

The administered BGPMS Data Capture Forms reveals the following


information:

Barangay administration is one of the crucial and essential functions of the
barangay. This includes 6 indicators: Development Planning; Human Resource and
Development; Customer Services; Financial Accountability; Revenue Generation and
Resource Allocation and Utilization.

 DEVELOPMENT PLANNING

Barangay officials and various sectored representative’s work together to chart


the future development of the barangay and address relevant problems and concerns
affecting the community. It is in this activity where programs, projects and activities are
identified and prioritized to ensure judicious utilizations of the barangay funds.

The administered BGPMS Data Capture Forms reveals the following information:

 REVENUE GENERATION

Laws / ordinances enacted / passed by the Sangguniang Barangay for the


collection of taxes, fees and charges or generate revenues. RA 7160 allows the barangay
to create, provide other sources of funds for development projects that will benefit the
barangay residents, subject to limitations as provided for by the law.

Results of the BGPMS Data Capture Form revealed the following:

Compliance to mandatory budgetary allocations of barangay ensures that the


vital service functions are funded and the priority development concerns of the
Barangay are implemented.

Further, actual expenditure figures confirm whether the budgetary


appropriation have been disbursed for the intended service functions.

assets of the barangay should likewise be properly accounted for.

II. Social Services

The Barangay, although the smallest political unit, plays a very important
role in the delivery of basic services to its constituents as provided for in the Local
Government Code. There are three basic services under this performance area that
determines if the Barangay’s program, project and activities are in harmony with the

Conclusion

As our Barangay Officials are doing their part to promote better


governance, we adopted a mechanism to keep track of the barangay’s
productivity and performance through the Barangay Governance
Performance Management System. It is a self-assessment tool to measure the
capabilities and limitations of the barangay in the delivery of essential public
service to the people. Result of this report shall serve as the guiding
reference in addressing people’s concern along the five (5) Performance
Areas: Governance, Administration, Social Services, Economic
Development and Environmental Management with the corresponding
seventeen (17) service areas.

We assure you that we have geared or plans, programs, and


accomplishments for the year that has passed on the way to the achievement
of a more advantageous state in the future, and that the community will keep
on to get better, and that all leaders shall become more devoted to public
service true to their sworn duties and responsibilities and attentive of what is
favorable to the public.

Completely aware of that visualization, and in the perspective of our


mission, we committed our resources, financial or if not, to put together our
