FORMAL CHARGE
The Bureau where you belong – National Capital M, through the Office of the
Chief Auditor, after conducting impartial preliminary investigation, has found that a
prima facie case exists against John Doe for Conduct Prejudicial to the Best Interest of
the Service and Sexual Harassment as penalized under Section 50 B [10] and Section
51 A-III [j] Rule 10 of 2017 Rules on Administrative Cases in the Civil Service.
“That on or about January 1, 2017, John Doe, did wilfully, unlawfully, and
feloniously capture images of the private areas of John Doe I. That such
capturing of images was made without the consent of respondent’s victim
using his black cell phone with “Lion Pop Eye” application open and
continuously capturing images while hidden at the back of a mirror hanged
inside the master’s bedroom. That the said act of capturing images by the
respondent constitutes Conduct Prejudicial to the Best Interest of the
Service, Misconduct, and Sexual Harassment.”
“Such acts are indeed administrative matters that are penalized under the
Civil Service Law being a public employee.”
