II. PROGRAM RATIONALE

Lalong Elementary School is located at Brgy. Lalong, Calatrava, Negros Occidental with the total
area of approximately 2 hectares and 150 kilometers from Bacolod City, the capital of Negros Occidental. It
has a total population of 205 pupils including Kindergarten classes with 7 classroom teachers.
The school is in the remote area of the town of Calatrava. Most of the people work in the sugarcane
field to earn a living while others engages in the buy and sell of fruit and vegetable products especially
during market days. The meager income of the family cannot provide the sufficient amount of food that
their children need every day.
Because of the insufficiency of financial resources, it is a challenge for the parents to feed their
children with nutritious foods regularly on daily basis. The program of assessing the pupil’s weight and
height (body mass index) and the review of their food history and lifestyle concluded that out of 210 pupils,
there have been 69 pupils who were nutritionally deficient: underweight/wasted and severely wasted growth
and the total of 69 pupils to be feed including kindergarten normal weight.
The aim of Department of Education to inculcate passion for learning and the vision for a competent
Filipino youth maybe hindered by the poor health and nutritional status of our learners. The School-Based
Feeding Program for the School Year 2019-2020 address this significant issue to assist the learners to attain
good health, high resistance from diseases and optimum function of their brain processes. With proper
nutrition included in the holistic approach for quality learning process, the pupils are capable of performing
satisfactorily in the academics and non-academics.
III. PROGRAM OBJECTIVES

The primary concern of Lalong Elementary School is to rehabilitate at least 75% of severely wasted/wasted
beneficiaries to normal nutritional status at the end of 120 feeding days for Kindergarten and 120 feeeding
days for Elementary pupils.

Specifically, the program aims to:

1. Ensure 90-100% classroom attendance at the target beneficiaries.


2. Improve the children’s health and nutrition values and behavior.
IV. TARGET BENEFICIARIES:

The target beneficiaries are 56 pupils with wasted/severely wasted nutritional status from Kinder to Grade 6
of Lalong Elementary School for the school year 2019-2020.

The School-Based Feeding Program for the School Year 2019-2020 is provided with 120 days for wasted
and severely wasted pupils to rehabilitate the nutritional status of the 69 pupils of Lalong Elementary
School. Each pupil is allocated with Php 16.00 per day for the food commodities and another Php 2.00 per
day for the maintenance and other operating expenses. As displayed on the table above, the grand total for
the budget allocation for this feeding program is Php 149,040.00

VI. PROGRAM DESCRIPTION / MANAGEMENT:

The SBFP aims to provide hot meals to children following the developed and standardized recipes using
Malunggay leaves and 20-day cycle menu utilizing locally produced or grown foods (vegetables). The
feeding program is also a venue for the development of health and nutrition values and desirable behavior
among the children.

This program is to be implemented at school level in accordance with decentralized effort introduced
through R.A 9155 and a principle of School Based Management.
DELEGATION OF RESPONSIBILITIES

1. SCHOOL HEAD
 Supervising head in the conduct of the feeding project
 Prepare and approving Head for the Cash Advance documents and Liquidation Reports
(WFP/AIP/APP/PPMP, etc)
 Collaborate with the SBFO Core Group which includes the BAC Chairman, Nutrition
Coordinator, Feeding Focal Person, School Property Custodian and the Inspectorate.

2. BAC (Bidding and Canvass) CHAIRMAN


 Prepare Inspection and Acceptance Report on weekly basis for food commodities.
 School Treasurer will do the safekeeping of all receipts and assist the school head in
preparation for the liquidation report.
 Conducts procurement process.

3. NUTRITION/ FEEDING COORDINATOR


 Prepare purchase request for the need of the entire project duration.
 Facilitate the feeding operation to include inventory of utensils together with the School
property Custodian.
 Upload Delivery receipt every Wednesday and endorse to School Treasurer for safekeeping.
 Prepare Terminal Report every period as required by the project.

4. SBFP INSPECTORATE
 Receive and release delivery of purchases made on weekly basis, and endorse the Delivery
Receipt to school Nutrition Coordinator for uploading every Wednesday.
 Conduct Inventory of utensils on periodic basis.

5. INSPECTORATE
 Inspect all the procured commodities.

VII. MONITORING AND EVALUATION:

The program shall be monitored periodically to assess efficiency and effectiveness. The School Head shall
oversee and directly monitor the daily implementation of the feeding program, chooses food items to be
procured, disburse and liquidation funds. The SBFP Core Group are organized and task to finalize the cycle
menu, identity parent volunteers, prepares the schedule of the parents and train parents in proper food
handling and food safety.
