·the -Des Moines School Board had been unable. to accomplish.
-It is to be noted that this acceptance of the Black
panther breakfast program in the Des Moines area is not unusual
inasmuch as the Des Moines community has not looked upon the . :
existence of the Des Moines Black Panther party as a threat to
either the black commun or the Des Moines community in general.
The panthers have comment, as well as
favorahle comments by notwithstanding
the other activities in Des lloines.
In view of the foregoing, it would be most difficult
to undertake any kind of counterintelligence activity relative
to the Black Panther Party breakfast program, and no recommendation
in this regard is being submitted.

Rcfer~nced letter pointed out tbat tbe BFP Breakfast
for Children Proeram was ..'ell received in Des Moines and was
praised by various civic organizations and the press. It 1&
apparent that the counterintelligence program of the Omaha
Office has not been effective and needs a fresh approach.
The BPP has extorted food for this program from
local businessmen allover the country and most probably 1n
Des Moines also. The children receiving the food also
received "political training." In some cases they sang "Free
Buey." In other cases they use BPP coloring books which show
. , youngsters shooting policemen and contain such statements as
I "the pig is afraUl of black children because they are brave
I war"riors. "
·'The Omaha Office should review its files for
information of the nature set forth above in an effort to
formulate an effective counterintelligence against the
breakfast prograc.
The Bureau is presently preparing a communication
with illustrative enclosures for the assistance of all offices
which have a breakfast program.

1) Operations Under Consideration
None. As previously reported, the only
Black Nationalist group in this Division was the youth
Progressive Committee in Montgomery, Ala., which is DO
longer in existence. There are representatives of the
Southern Christian Leadership Conference within the
Mobile Division, but no operations have been considered
against them as of this time.
2) Operations Being Effected {'
None.
- 3} Tangible Results
Interviews with the members of the youth
Progressive Committee in Montgomery conducted during
regular investigative activity served as a disruptive
factor and contributed materially to the break-up of this
group. It is also felt that these interviews prevented
members of this group from opening the Apollo Bar as a
business venture as originally planned.

not believed anything could be accomplished by directing such

Inquiries made after receipt of Buairtel revealed
that there was no further material of this nature available.
Further inquiry was made at Intelligence Office of
San Francisco Police Department this date. They report that
when arrests were last made at the San Francisco Headquarters
of the Black Panther Party (BPP) no photographs were taken on
the site. The photographs available to that office have
«!ready been forwarded to the Bureau.
In the event photographs of racial violence,
arsenals and such subject matter become available they will
oe promptly submitted to the Bureau.

Association was utilized on 6/26/69, to inquire concerning
possible use of BPP of the facilities of Merritt Junior College
in Oakland,California, for United Front Against Fascism
starting 7/18/69. The result of this project is not yet known

for Children Program." Portland submitted a general suggestion
that the Bureau consider the anonymous mailing of copies of these
articles to various Negro ministers and churches in cities where
the BPP is active. We are advising them that this is being
done in specific cities and instructing them to review Portland

RECOMMENDATION
st. Louis purposes to prepare 100 copies on commercial
. paper and mail them anonymously from Hazelwood, Mo. to various
"right-wing" organizations and individuals in the area.
The enclosed samples were prepared on Xerox machine
although the 100 copies will be prepared on multilith machine.
It is anticipated that the mailing will accomplish
the following desirable results:
1. It v:1ll alert the "right-wing" groups to the
relatively unknown agitators in the area.

the key Communists and Militants in the area and help them to
focus on "the enemy".
4. Should this pamphlet come to the attention of the
New Left .. (as it well may) it is felt that deciding how to deal with

time-consuming efforts that will detract from the energy and time
usually spent in plotting, recruiting and fund-raising. .
