    CORONEL GENERAL STAFF CORPS PHILIPPINE ARMY, PMA OFFICERS AND
    ENLISTED PERSONNEL, CIVILIAN EMPLOYEES, LADIES AND GENTLEMEN, A
    PLEASANT MORNING.

    THE IMPORTANCE OF FINANCES OR MANAGING RESOURCES HAS BECOME


    VERY STRATEGIC TODAY. FINANCIAL MANAGEMENT IS INDEED A VITAL ACTIVITY
    IN ANY ORGANIZATION. IT IS THE PROCESS OF PLANNING, ORGANIZING,
    CONTROLLING AND MONITORING FINANCIAL RESOURCES WITH A VIEW TO
    ACHIEVE ORGANIZATIONAL GOALS AND OBJECTIVES. WE ARE GATHERED TODAY
    WITH THE SAME PURPOSE IN MIND.

    I BELIEVE FINANCIAL MANAGEMENT IS FUNDAMENTAL TO THE ARMED


    FORCES OF THE PHILIPPINES. WITHOUT IT, OUR PLANS AND PROGRAMS, NO
    MATTER HOW GOOD THEY ARE, COULD NOT BE CARRIED OUT AND SUSTAINED.
    THE FINANCIAL MANAGEMENT ADVOCACY THAT WE ARE CONDUCTING TODAY IS
    IMPERATIVE TO THE ENTIRE ARMED FORCES OF THE PHILIPPINES AND THE
    PHILIPPINE MILITARY ACADEMY IN PARTICULAR. WITH THE VARIETY OF GLOBAL
    AND LOCAL CHALLENGES, THE AFP UNITS MUST DEVELOP A CLEAR
    UNDERSTANDING OF THE FUNCTIONS OR NITTY-GRITTY OF FINANCIAL
    MANAGEMENT AND BE ABLE TO INTEGRATE STRATEGIC, OPERATIONAL, AND
    TACTICAL SUPPORT IN ALL LEVELS OF OUR ORGANIZATION.

    THE PROGRAMMED ACTIVITIES SUCH AS LECTURES ON DEFENSE RESOURCE


    MANAGEMENT SYSTEM, CASH-BASED BUDGETING, LECTURE ON PROGRAM
    EXPENDITURE CLASSIFICATION, UPDATES ON FISCAL CONTROL, AND UPDATES
    AND PROCUREMENT POLICIES, AMONG OTHERS, ARE ALL VITAL IN OUR EFFORTS
    TO INSTITUTIONALIZE A SYSTEM THAT UPHOLDS FISCAL DISCIPLINE, ALLOCATIVE
    EFFICIENCY, OPERATIONAL EFFECTIVENESS, AS WELL AS TRANSPARENCY. THIS
    ADVOCACY IS OF VITAL IMPORTANCE TO GUARANTEE THAT WE GAIN THE MUCH
    NEEDED FOCUS, PROFICIENCY AND ACCOUNTABILITY AS FAR AS MANAGING OUR
    FINANCES OR RESOURCES IS CONCERNED.
    WITH ALL OF THESE, I AM CONFIDENT THAT WE WILL HAVE A FRUITFULL
    TWO (2)-DAY ENCOUNTER; AND FOR MAKING THIS EVENT POSSIBLE, I WOULD
    LIKE TO THANK THE JOINT MOBILE TEAM HEADED BY COL FRANCIS ANTHONY M
    CORONEL FROM THE OFFICE OF THE FINANCIAL MANAGEMENT, AFP. WE ARE
