I. REFERENCES:
a. Municipal EO No. 28 “An Order Reconstituting the Municipal Disaster Risk
Reduction and Management Council (MDRRMC)” series of 2018;
b. RA No. 10121 – Philippine Disaster Risk Reduction and Management Act of
2010 enacted on May 21, 2010;
c. Presidential Decree No 1566- Strengthening the Philippine Disaster Control
Capability and Establishing the National Program on Community Disaster
Preparedness;
d. LOI 30/2001 (PRO2 SAKLOLO-MILENYO); and
e. Calamities and Disaster Preparedness Plan (Series of 1988).

II. PURPOSE:

This IMPLAN Circular sets forth the strategic concepts, operational guidelines
and coordinating instructions to be undertaken by the Lal-lo Police Station during
disasters/calamities in the province. With this IMPLAN, the action that will be undertaken by
Lal-lo Police Station will be responsive with the support of government agencies and the
community in the municipality of Lal-lo.

III. SITUATION:

Geographically, the province of Cagayan lies within the Circum-Pacific belt of fire
and typhoons. Hence, is exposed to various hazards posed by strong and destructive
typhoons. Immediate danger associated with such calamity, are often experienced in the
province. Extreme violent winds, prolonged heavy rains and flash-floods could demolish
houses and other infrastructures, uproot trees and electric posts, cut power and water lines,
devastates crops, kills live and destroys properties.

Disasters, which could be natural and man-made, would cause enormous loss in
terms of human lives and properties; destruction of the environment and the setback of
economic development. It has been noted that the number and costs of disasters continue
to rise overtime.

With the technical assistance of Mines and Geosciences Bureau-Regional Office


No. II (MGB-R02), the Local Climate Change Action Plan (LCCAP) team conducted
Vulnerability Assessment and Mapping in the municipality of Lal-lo wherein, they identified
climate related hazards and its impact such as: flood prone barangays; and landslide prone
barangays.

Hence, out of 35 barangays of Lal-lo, 20 barangays have a very High
Susceptibility to flooding namely, Alaguia, Bagumbayan, Bangag, Bicud, Cabayabasan,
Catayauan, Catugan, Centro, Dagupan, Fabrica, Jurisdiction, Lalafugan, Magapit, Malanao,
Maxingal, San Antonio, San Jose, San Lorenzo, Sta.maria and Tucalana. And Twelve (12)
barangays have High flood susceptibility namely, Abagao, Binag, Cagoran, Cambong, Cullit,
Dalaya, Naguilian, Paranum, Rosario, San Juan, San Mariano, Sta. Teresa. And Three (3)
barangays have low to moderate susceptibility namely, Bical, Fusina, Logac.

Likewise, two (2) barangays have very High Susceptibility to landslide namely,
Bicud and Cabayabasan. Twenty four (24) barangays have a high susceptibility to landslide
& river bank erosion namely, Bagumbayan, Bangag, Binag, Cagoran, Catayauan, Catugan,
Centro, Dagupan, Dalaya, Fabrica, Jurisdiction, Lalafugan, Logac, Magapit, Malanao,
Maxingal, Naguilian, San Antonio, San jose, San Lorenzo, San mariano, Sta. maria, Sta.
Teresa and Tucalana. While Nine (9) have low to moderate susceptibility namely, Abagao,
Alaguia, Bical, Cambong, Cullit, Fusina, Paranum, Rosario and San juan.

IV. MISSION:

Lal-lo PS in coordination with the Municipal Disaster Risk Reduction


Management Council (MDRRMC) will conduct disaster preparedness activities, provide
security coverage in disaster areas; and assist in Search and Rescue, Evacuation, and
Relief Operations.

V. EXECUTION:

This IMPLAN embraces all conceivable contingencies; making use of all available
resources of the PNP Lal-lo can muster to execute the MDRRMC Calamities and Disaster
Preparedness Plan. The intent conceived in this IMPLAN is to make operational plans made
by the Lal-lo Police Stations functional and action-oriented and is capable of meeting simple
or multiple contingencies. It encourages the concept of self-reliance by promoting the spirit
of self-help and mutual assistance among the local officials and their constituents, which the
Lal-lo Police Stations will be in contact with and/or will be working with during disasters and
calamities. Preparedness is constant alertness and constant enhancement of capabilities.
Readiness is preparedness for the worst.
As Agency-member of the MDRRMC, Lal-lo Police Station is tasked to organize
Police Auxiliary Services and Disaster Response Teams in the cities, municipalities and
barangays and to provide security coverage in disaster areas.
A. OPERATIONAL CONCEPT:

1. The activities to be undertaken shall be as follows:


a. Preparation - Involves planning, readiness through information
dissemination and training, pre-positioning of response/reaction teams to meet all
foreseeable threats/emergencies. Planning and good operation shall be done on an inter-
agency, multi-sectoral basis to optimize the utilization of resources. Goals and objectives
have to be more realistic and attainable.

b. Organization - inventory of equipment, man power and resources


of different participating government agencies, non-government organization and private
entities which can be readily tap when the situation so requires. Considered the Council’s

frontier in its response are the following association/groups, but not limited to: medical,
contractors, fire volunteers, mountain climbers, engineers, communications, transport, etc.

c. Coordination - networking with the LGUs, other Government


agencies such as DPWH, DepED, DSWD, the non-government organizations and private
entities.

d. Accounting/Inventory - resources and equipment committed shall


be accounted for maximum utilization/disposition and the proper turn-over of same and
acknowledgement for the individual/organization role, after the disaster operations.

2. Early Warning on possible flashfloods and landslides: (1. Water


reading; 2. Rate of water rise/level and 3. Volume of rain and travel time)

There shall be an organized Early Warning and Communications


Teams (EWCT) in every barangay in the municipality headed by the Municipal Disaster Risk
Reduction and Management Officer (MDRRMO) with the assistance of Barangay Officials
and personnel of Lal-lo Police Station, which shall be responsible in disseminating
information to all low lying barangays most especially to the people in the affected areas
through all means of communications such as Electronic devises, sirens, gongs church bells
and other means to be used to alert the people.

The EWCT shall ensure that people are properly informed of the impending
disaster or emergency in order to prevent further loss of lives and properties.

3. Early evacuation of disaster prone areas:


The conduct of timely and orderly evacuation will minimize loss of life,
confusion during movement and neglect of vital needs. The concerned Disaster Risk
Reduction Management Councils. (DRRMCs) shall be responsible in organizing
evacuation teams for the transfer of disaster victims or potential victims to safer grounds.
Members of the evacuation service are those physically and mentally capable to undertake
the task. The evacuation teams shall identify evacuation centers in every
municipality/barangays.

PNP personnel of Lal-lo Police Station shall conduct security operations to


secure the properties and other belongings left by the people who evacuated the place and
assist in the conduct of evacuation and recovery operations. Likewise, shall help in the
distribution of relief goods, provisions to affected families.

4. Rescue Efforts:

When the affected individuals/victims find themselves unable to get away


from the danger areas while the situation steadily threatens their lives, rescue efforts shall
be immediately executed.

Rescue and recovery operations shall be jointly conducted by PNP Lal-lo


and Rescue 35 having a technical training in Search and Rescue Operations and other
related trainings with appropriate SAR Equipment.

5. Activation of Municipal LISTO Team

The MDRRMC shall be assisted by the following staff elements of LISTO


Team and shall be divided into three (3) clusters as provided in the Municipal EO No. 28:

6. Activation of Municipal Disaster Risk Reduction and Management
Council

The MDRRMC shall convene its council meeting every three (3) months
or necessary and shall be activated when impending typhoon will landfall within Cagayan
Valley. The composition of MDRRMC as reconstituted under Municipal EO No. 28 shall be
as follows:

a. OPR in providing area security in the identified evacuation centers and
route security to relief distribution team; and

a. Design training programs/seminars for all PNP personnel to enhance
their ability in the performance of their disaster/calamity related duties;
and
b. Update the Inventory of SAR Trained personnel;
c. Perform other tasks as requested/directed.

4. C, Operation PNCO
a. OPR in the implementation of this IMPLAN;
b. Supervise and monitor the progress of the activities of tasked
personnel in the implementation of this IMPLAN;
c. Coordinate with the operation center of MDDRMC for the monitoring
of “Typhoon”;
d. Conduct drills on disaster preparedness;

e. Conduct of dry runs and drills of firefighting plan with community
volunteers particularly in the field of search and rescue; and
f. Perform other tasks as directed.

5. C, Supply PNCO
a. Update the inventory of SAR Equipment;
b. Perform other tasks as requested/directed.

6. C, PCR PNCO
a. Provide timely information to the people thru TRIMP (TV, Radio,
Internet, Messages & Print); and
b. Perform other task as directed.

7. WPS
a. Assist in the packing and distribution of relief goods to the affected
families in the identified evacuation centers; and
b. Perform other task as directed

8. Patrollers
a. Provide traffic management along national highway to assist
commuters going to and from the municipality of Lal-lo;
b. Provide route security to the feeding and relief distribution team;
c. Provide assistance to the clearing operation team;
d. Assist the MDRRMO Personnel in the implementation of early
warning announcement and preemptive/force evacuation in the
identified hazard areas; and
e. Perform other task as directed.

9. Administrative Personnel
a. Provide area security in the identified evacuation centers; and
b. Perform other task as directed.

VI. COORDINATING INSTRUCTION:


a. Pursue more meaningful interfacing with other government agencies through
the MDRRMC, BDRRMC and other barangays coordinating bodies and prepare and update
the Municipal Disaster Preparedness Plan of Lal-lo.
b. Operationalize the strategic concept and operational concept as contained in
this IMPLAN.
c. Provide security coverage in disaster areas, as well as to government and
private officials engage in disaster relief operations and other dignitaries assisting/assessing
distress areas. Additionally, undertake traffic control and direction in clearing the streets
from vehicular congestion and other obstructions.
d. Lateral coordination to create awareness, constant communications and
action among tasked offices/units, other local government agencies, NGOs and other
concerned civilian organizations in carrying out the mission is highly encouraged/authorized.
One player’s problem/concern should be regarded as team problem.
e. Assistance to be rendered by PDRRMC member-agencies NGOs/volunteers
in the aftermath of disasters and calamities have to be well recognized. Their tangible effort
during the disaster operations eases the load of policeman’s work, which may become
complicated in their absence.

f. Police Stations in the calamity stricken areas shall not become depositories
of relief goods in order that speculations contrary to moral/decency/honesty can be avoided.
g. All personnel shall wear SAR Uniform during disaster/typhoon.
h. This IMPLAN is conceived in order to provide a single reference, prevent
confusion, minimize paper works, or preclude repetitive issuance of directives, guidelines or
policies applicable to similar situations.
