Critical control management
Critical control management (CCM)

Critical control management is

an integral part of risk
management with a focus on
the critical few risks and
associated critical few controls

Focus:
• catastrophic risks
• fatal risks

Does not replace classic, overall

risk management process.

What is CCM?

A practical method of improving managerial control over

rare but potentially catastrophic events by focusing on
the critical controls.

Focus on material unwanted events (MUEs) e.g.:

• underground fires
• tailings dam failures
• coal dust explosions
• overexposure to diesel particulate matter

All have the potential to cause multiple casualties, but

they can also affect the ongoing viability of a business,
i.e. a material risk to the business

What is a control?

Acts – a description of what a person should do

Objects – a device that works when needed

without a persons act(s), or

Technological Systems – combination of act(s)

and object(s)

Controls and risk

Risk is determined by the controls and their

effectiveness

CCM process overview

10 www.icmm.com Follow us
The CCM approach is based on….

• having clarity on those controls that really matter:

critical controls
• defining the performance required of the critical
controls – what the critical control has to do to prevent
the event occurring
• deciding what needs to be checked or verified to
ensure the critical control is working as intended
• assigning accountability for implementing the critical
control – who has to make it work?
• reporting on the performance of the critical controls
• Leadership buy in is essential.
