Executive Summary
For the fourth quarter of 2018, were twenty eight (28) completed projects, twenty (20) on-going
projects, and twenty nine (29) approved for implementation covered under the six areas of
creditable activities. Update for the current years SDMP Implementation as of the fourth
quarter of 2019, DHNCs physical accomplishment is _________% completed while its
financial accomplishment is ______%.
The facilitation of project implementation being undertaken in the host and neighboring
communities is being progressed in partnership with the SDMP Focal Persons, whose
appointments were made by the recommendations of the Local Chief Executives, or the
Punong Barangay. This was mutually agreed upon in order to have a point person in the
community tasked to attend to the completion and fulfillment of obligations and submission
of documentary requirements necessary to support the release of funding allocations of the
projects identified for priority implementation under the ASDMP. Furthermore, capacity
building programs are now being conducted to educate and train the Focal Persons as to
prepare them to act as para- community development organizers whose task is primarily to
stir and mobilize the community towards their own pace of development.
All the remaining fourteen (14) projects from the forty-one projects under ASDMP 2017 were completed
as of fourth quarter of 2019 attaining a 100% accomplishment. See attached financial and physical matrix
for the details.

Out of the five PPAs for 2017, 4 PPAs completed for the second semester. The remaining PPA is for the
Construction of Public Comfort Room for Quezon, pending its implementation while waiting for the
submission of the Resolution endorsing the Municipal Mayor to enter into SDMP MOA.

Provided assistance in the preparation of Brgy. Fiesta such packing of gift
packs, sorting of prizes, stage decoration, prepared and design visitors laces
and sash for the beauty pageant, CDWS and ALS Literacy Facilitator serves
as ushers, listers and photographer during the three day Barangay Fiesta.

CDWs and ALS Literacy Facilitators also provided assistance in the
preparation, installation and decoration of Brgy. Runruno Christmas Village
Booth at Quezon Christmas Village.
SK Coordinating Council’s on Gender and Development Awareness
In this activity ALS learners were being informed and educated on what is
GAD, along with this activity participants were being asked with questions
after the short presentation. Prizes and tokens were also given as a rewards
to those ALS learners who actively participate and answers the question
thrown by the resource speaker.
Automotive Servicing NCI skills training at Tam-an, Busilac, Bayombong,
Nueva Vizcaya.
In partnership with BLGU, Tam-an and TESDA eight(8) ALS learners and
OSY’s were sent to Tam-an Busilac to undergo training for Automotive
Servicing NC1.
Conducted community profiling and encoding of data in Barangay Runruno in coordination with the local
government unit. This is to update the profile of community residents needed in the provision of social
services.
Neighbouring Barangays under SDMP were abe to access the Runruno E-Learning Center to have training
on Basic Computer Program. The 5 days training was participated by Brgy Aurora, Caliat and Baresbes
whose participants are workers from the Barangays itself. This is for them to be able to acquire skills in
using of computers to aid them in their functions.
Three (3) Alternative and Equivalency Literacy Facilitators attended and participated in the two day
Learning Action Cell on the Life Skills training for the ALS teachers at Bambang Central School on
May 27 to 28, 2019. This training was re-echoed to the six (6) basic Literacy Faciltators to improve
teaching and learning methods. Demonstration was also conducted to observe how the teachers
internalize the new skills.
Nine (9) Child Development Workers attended the training workshop on enhancement of activities
based on NELC-Learning resources packages 5 & 6 and refresher on Parent Effectiveness Service
at Binwag’s Hall, Aurora, Quezon.

From the above data, table 5.1, the summary table shows that out of the top ten leading causes of morbidity in the
community is URTI. Cases for URTI have increased from fourth quarter 2018 to 2 nd quarter 2019 but decreased in
third quarter 2019 and again it increased on the fourth quarter of 2019. These diseases/cases are not in any way
attributed to the project commercial operations.

7. Common Fund
For this reporting period, the regular conduct of monthly Focal Person meeting was held for the
presentation of the status and updates of SDMP implementation in their respective Barangays. This
monthly meetings also serves as an internal monitoring system of FCF- CRO on SDMP
accomplishments.
Project Management Training was conducted to Social Development staff and Focal Persons of the 20
host and neighboring communities. This is to increase skills in dealing with programs, project and
activities implementation of SDMP.
Further, 2019 SDMP First Semester Assessment with the Adjacent and Neighboring
Barangays from Quezon, Diffun and Kasibu.was conducted at Saber Inn Hotel,
Bayombong, Nueva Vizcaya. This was attended by the Barangay Council of the host
and neighboring communities, Technical Working Group, Municipal Local Gov’t Units
involved and the Mines and Geosciences Bureau.
Reviewed the status of ASDMP implementation by the Focal Person presentation for
the 2019 First Semester SDMP Assessment.

Policy was formulated for the newly released SDMP fund to Quezon Enterprise Development
Association (QEDA)-sewers of Darubba. While Runruno Senior Citizens Association formulated a policy
for the diverted farm input supply project into micro-lending project.

address concerns of the members.
Meeting with RCMPC regarding on how the coop could help the association in the procurement of their

Monitoring and evaluation to the various individual and communal livelihood projects of the CBO’s. To
date, there were four (4) communal livelihood projects (CLP) that exists namely, the salted egg
production of SCWFAI, rice trading of Tuwali and Ayangan Tribe and hog fattening production of TCA.
Other CBO’s diverted their CLP into individual livelihood.
Attendance of 16 CBO’s Officers for 2 Day- Entrepreneurial and Business Management Training-
conducted by PCAO (Provincial Cooperative Affairs Office). 18 Officers participate on the Training.
Quezon Enterprise Development Association (QEDA)-sewers of Darubba was registered at DOLE on
May 10, 2019.
Attendance to Good Manufacturing Practices and Food Safety Training conducted by Provincial
Cooperative Affairs Office (PCAO), Bayombong , Nueva Vizcaya.
All of the above activities are aimed to strengthen the CBO’s capability to manage the livelihood projects
gearing towards sustainability.

Enhanced PPP aims to provide each family a sustainable livelihood that will cater their basic needs to live a dignified life. But, to date only
10% of the total members had availed the program because of the limited fund. It is recommended that each association shall be provided
additional fund to provide the remaining members to avail the Enhanced PPP.

Table 1 and Figure 1 revealed that there was an increase of one and fifty percent (1.52%) of
fund given to association for the 4 th quarter as compared on the 3 rd quarter. It increases from
Php 5,962,928.8 to Php 6,050,522.00The increase is attributed to the Capital Build-Up, fines
and penalty for absences during meetings and fines foe past due loans, membership fee of
new members and interest on loans.
Even if their fund are increasing, but the total amount cannot accommodate the number of
families that needs sustainable livelihood support (as shown in table 1 and figure 1).
Therefore, it is recommended that ASDMP shall continue to allocate budget for the
enterprise development and networking component to the concerned beneficiaries to
support their livelihood projects.
Municipal Engineering Office (MEO) of the Municipalities of Quezon, Kasibu and Diffun provides support on the
review and certification of the Program of Works for Infrastructure projects and Coordination with Hawete
Surveying Services for the preparation of plan and design.
Strengthened partnership with Provincial Agricultural Environment and Natural Resources Office (PAENRO) of
Lagawe, Ifugao regarding the proposed processing project at Sitio Busat and Atan for technical assistance.
Close coordination with DOLE regarding the registration of the newly organized group of sewers in Brgy.
Runruno and other CBOs of neighboring barangays and the implementation of the Special Program for
Employment of Students (SPES).
Strengthened partnership with MHO, MENRO, and MAGRO of MLGU-Quezon regarding the implementation of
Clean and Green Program in Brgy. Runruno.
Strengthened partnership with TESDA for the food processing training for Atan and Busat and weaving project of
Runruno Indigenous Peoples Organization. Also availed a thread to be used for the weaving project.
CBO’s were linked to Provincial Cooperative Affair Office for possible technical and financial assistance provided
by their office. Fortunately, a Training on Business Management and Entrepreneurship was conducted on May 8-
9, 2019 that was attended by the different CBO’s of Brgy. Runruno. Also, one livelihood staff attended the
Training on Good Manufacturing Practices conducted by PCAO on June 13-14, 2019.
Strengthened partnership with Department of Trade and Industry (DTI), Bayombong, Nueva Vizcaya, DTI
discussed about Fair Trade Laws and Consumerism to intensify awareness of business owners and association
members on the different Fair Trade Laws and remind them on their responsibilities towards consumers. This
aims also for the CBO members to know the importance of knowing and complying with the different trade and
industry laws to protect the consumers and the business establishments in general during the CBO’s Quarterly
Assessment last November 28, 2019.
Coordination with DA and PPDO for a copy of the submitted Business Plan on Loom Weaving of IP Costumes-
Runruno that was reviewed and to secure ecopy of VCA on Camote (value chain analysis as reference for the
camote processing project).
Coordination with PPDO regarding the preparation of the Site Development of the new Barangay Site.
Project on tailoring and dressmaking for Barangay Runruno and Darubba was linked to TESDA-NV thru Ms. Eva
Doniego.
DRRM Office of MLGU Quezon and Red Cross Nueva Vizcaya Chapter provides technical support on the
requested Barangay trainings and our partner in the implementation of Community Based Flood Early Warning
Devise and other community concerns related to DRR.
