Section 1. COMPOSITION:
SECTION 3.
The BRPCC shall conduct regular monthly meetings and may call special meeting
when necessary. The presence of at least 4 members including the chairman shall
constitute a quorum.
SECTION 4
The BRPCC shall identify activities, project and priority areas for rabies elimination
and shall conduct BRPCC performance evaluation annually or as deemed
necessary and assess if the objectives of the program were achieved, cororally, it
shall prepare the local annual reports.
SECTION 5
The barangay secretary shall take all record of the meeting to be submitted to
VRPCC for monitoring and recommendation.
SECTION 6
The BRPCC shall prepare, propose and recommend work and financial plan for the
program for inclusion in the barangay budget proposal under the general
appropriation act and shall allocate funds for the construction of temporary dog
confinement facility on pens in accordance with the standards set by the VRPCC in
their respective barangay internal revenue allotment.

There shall be a compulsory registration of all dogs in the barangay. All dogs found
within the municipality, including those that had been previously registered shall be
registered at their respective barangay office.
SECTION 9
a) The compulsory registration will be free of charge for the first three months of
every year.
b) A mandatory registration fee and license tag fee shall be collected starting
from the fourth month of every year. The registration fee shall be TWENTY
PESOS (P20.00) and the license fee tag will be TWENTY (P20.00). unless
the mandatory registration fee and license tag fee were collected by the
BPRCC, seventy percent (70%) of the said amount shall be remitted to the
municipality treasures’ office while the remaining thirty percent (30%) shall
remain in the barangay. This shall constitute the special fund of t VRPCC and
the BPRCC to be used in implementing this ordinance, respectively.
SECTION 10
The BPRCC through the barangay secretary shall issue a mandatory dog
registration and vaccination certificate to animal owner.

Only healthy dogs shall be vaccinated against rabies using vaccine registered
and licensed by the bureau of animal industry (BAI). Private veterinarians or
group is allowed to conduct rabies v accination, with the consent and authority of
the VPRCC.
SECTION 15
Dog vaccination tag as assigned by the NRPCC may be issued upon vaccination, in
which the color and shape shall vary from year to year to easily identify the
vaccinated
Vaccinated from the unvaccinated animals. Private veterinarians or group shall only
issue dog vaccination tag assigned by the NRPCC as stated in the section.
SECTION16
Rabies education and “responsible pet ownership” modules approve by the NRCPP
for inclusion to elementary and high school curriculum will be monitored by the
VPRCC if properly implemented.
SECTION 17
Public lectures “responsible pet ownership” and the rabies awareness will also be
concluded during public forum and extension services.
SECTION 18

The national annual rabies consciousness month shall be observed every month of
march and the world rabies day every September 28.
SECTION 20

The LGU shall conduct information educational campaign against resorting to the
services of quack doctors (manunusop or matatandok) to stop illegal practice of
administering false curse and giving of unfounded piece of advice on the victims.
Should the bite victim die by reasons of the treatment given by the said quack
doctors (manunupsop on magtatandok) the latter shall be held liable to the fullest
extent in accordance with existing laws.
DOG POUND

a) Dog owner shall have 24 hours to claim their animals from the barangay
collection pen. All unclaimed dogs after this period will be transferred to the
municipality pound and dog owners shall have three (3) days from
confinement to claim tehm. Beyond this time, the animal shall be disposed as
stated under article F, Section 254. (2)(a) od ordinance no. 489, S 2009 or the
code of general ordinance CY 2009.
b) If no owner is known, remains undisposed as provided in section 29 (a), the
stray dog, after being held for a period of additional five (5) business days are
still no owner has come forward or been identified, the animal shall be
disposed of in any manner authorized, subject to the pertinent provisions of
Republic Act No. 8485, otherwise known as the “Animal Welfare Act of 1998”.
SECTION 24
The dog owner shall be liable to pay the corresponding impounding fee in
accordance with existing laws, ordinance, rules and regulations.
SECTION 25
SLAUGHTERING OF DOGS
SECTION 26
Slaughtering and selling of dogs for meat shall be strictly prohibited. This may
spread rabies and other diseases especially if the said dogs are stray or of
unknown origin. Slaughtering and selling dogs meat includes but shall not be
limited to buying and/or selling of dogs, dogs meats and carcasses, dog farming,
collecting and/or slaughtering of dogs for commercial consumption.

a) When subject animal are afflicted with incurable diseases ad determined and
certified by a duly licensed veterinarian; with the aim to end the suffering of
the dog.
b) For the purpose of population control

d) If used on authorized research and experiment as provided for by the animal
welfare act of 1998.
PRE-EXPOSURE MANAGEMENT

As stated in the article C, Section 241of ordinance No. 489 S. 2009 or the code of
General Ordinance CY 2009. It is liability of the dog owner to provide the human
vaccine to the bitten person, the owner of the dog is responsible to pay he expenses
for all the treatment and dog examination for rabies detection.
Further the dog owner must show five (5) updated dog registration and anti-rabies
vaccination certificates to the attending municipal health physician every time the
dog owner will obtain a dose of free human vaccine for the dog bite victim.
SECTION 31
In case the animal that has bitten or scratched a human is not available for testing,
the victim shall be regarded as having been exposed to a rabid animal, thus in
urgent need to preventive vaccination measures.
SECTION 32
A vaccinated dog that bites a human shall still be observed for a period of 14 days
while the victim shall undergo preventive vaccination. The preventive vaccinations
maybe stop if the suspect dog lives after the observation period, at the discretion of
the attending physician.
SECTION 33
A dog that has bitten a human shall not be vaccinated, killed or euthanized within the
14 days observation period. In cases when it is deemed necessary to vaccine or kill
the animal, the attending veterinarian must get permission form the committee.

It is the duty of the dog owner and the victim to report all dog biting incidents to the
municipal agriculture officer and municipal health officer or to any licensed
veterinarian of physician for proper guidance within 24 hours after the incident. The
physician will treat the bite victim, while the municipal agriculture officer (municipal
veterinarian if available) shall handle the biting animal. Should the dog die during the
observation period of 14 days, the dog owner shall immediately submit the dog for
rabies examination.
SECTION 36
The municipal agriculture officer or municipal veterinarian (if available) and health
office shall conduct a thorough investigation on all incident of dog and human rabies
cases and submit reports to NRPCC and copy furnish for department of agriculture
and department of health, respectively.
SECTION 37
To assess the extent of rabies incidence in the locality, veterinarians, owners and
operators of medical health facilities etc. shall likewise be required to submit reports
to the municipal health office and municipal agriculture office or municipal veterinary
office (if available)
SECTION 38
All residents in the barangay are also encouraged to repost all suspected of
confirmed rabies cases in both human and animals to the BRPCC and the VRPCC.
SECTION 39
The dog owner shall be liable t bring the victim to a doctor. In all dog biting cases,
the dog owner shall be liable to pay 100% of all expenses incurred during the period
of medication in cases of negligence or unprovoked bite cases. Failure of the dog
owner to assist the dog bite victim shall be penalized in accordance with the penal
provisions herein imposed.
However in provoked cases and unlawful entry, wherein the dog has been securely
confined and leashed by the pet owner, the owner shall not be liable to pay.
SECTION 40
The BRPCC shall strictly implement mandatory confinement or leashing of the dog.
Stray dogs are prohibited and violators will be punished.
SECTION 41
The Municipal Agriculture shall conduct neutering of male and female dogs.
SECTION 42
A “Search for the Best Barangay in Rabies Control Program” shall be undertaken
every year by the VPRCC. The guidelines for the contest shall be provided by the
committee and by the budget for the award and remuneration shall be included in the
annual budget of the Municipal Agriculture (Municipal Veterinary Services if
available) and will be awarded annually during Municipal Fiesta Celebration.
SECTION 43
The VPRCC and BPRCC shall promote the advocacy that each household can
maintain more than three (3) heads of dogs provided that the owner shall have them
leash or confined them inside the pen in order to provide better care by the owner to
their pets and as a way to control dog population in the community. Registered dog
breeders are allowed to maintain more than three heads.
a) Pet owners who shall fail or refuse to have their dog registered and
immunized against rabies shall be punished by a fine of Two Thousand Pesos
(P 2,000.00), Section 11(1) of R.A 9482.
b) Pet owners who refused to have their dog vaccinated agains rabies shall be
liable to pay for the vaccination for both the dog and the individual bitten by
their dog.
c) A dog owner who shall refuse to put his/her dog under observation after said
dog had bitten an individual shall be meted a fine of Five Thousand Pesos
(P5,000.00).
d) Pet owners who shall refuse to have their dog put under observation and/or
do not shoulder the medical expenses of the person bitten by their dog shall
be meted a fine of Five Thousand Pesos (P 5,000.00).
e) Pet owner who shall refuse to put a leash on their dog when they are brought
outside the house shall be meted a fine of Five Hundred Pesos (P500.00) for
each incident.
f) An impounded dog shall be released to its owner upon payment of a fine of
not less than Five Hundred Pesos (P500.00) but not more than One
Thousand Pesos (P1, 000.00) of R.A. 9482.
g) Any person found guilty of trading dogs for meat shall be meted a fine of Five
Thousand Pesos (P5,000.00) and subject to imprisonment for one (1) year
h) Any person found guilty of using electrocution as a method of euthanasia shall
be fine not less than Five Thousand Pesos (P5, 000.00) and subject to
imprisonment for one (1) year.
i) If the violation is committed by an alien citizen, he or she shall immediately be
deported after service of sentence without further proceedings.
j) Any person found guilty of two or more violation under this ordinance shall
pay of not more than Five Thousand Pesos (P5, 000.00) or an imprisonment
of not more than one (1) year upon discretion of the court.
k) Any person violating any provision of this ordinance , or aiding in or abetting a
violation, or counterfeiting or forging any certificate or tag, or making any
misrepresentation in regard to any matter prescribed by this ordinance, or
resisting, obstructing or impeding the implementing agency or his or her
designated agents in enforcing this ordinance shall be penalized accordingly.
l) Any person who disregards penalties stated in this ordinance, pet owners who
will not settle their penalties, will not be able to secure a clearance from the
Barangay requested for any purpose unless declared by the Municipal
Agriculture as cleared from any violations.

Fifty per cent (50%) of the total amount that may be collected from all penalties shall
be remitted to the Municipal Treasurer to constitute special fund of VRPCC and the
remaining fifty per cent (50%) shall accrue to the special fund of BRPCC.
