Dear Colleagues,

On behalf of the Executive Committee it is my pleasure to welcome

you to the 2008 Society of Petroleum Engineers Russian Oil and Gas
Technical Conference and Exhibition. The theme for this year’s
conference is: “Technology for Today and Tomorrow”. While the
Russian Oil and Gas Industry hosts many conferences each year, the
success of the inaugural SPE Russian Oil and Gas 2006 Conference
and Exhibition demonstrated the benefit of this conference, dedicated
ROBERT DUDLEY to the dissemination of technical information.
PRESIDENT AND CHIEF
EXECUTIVE OFFICER, TNK-BP This year’s conference will be attended by an estimated 5,000 industry
EXECUTIVE COMMITTEE CHAIRMAN professionals from throughout Russia, as well as numerous other
countries, demonstrating the global nature of our industry. Russia is
the world’s second largest oil producer and the world’s largest holder
and producer of gas reserves. It will continue to play a leading role in
the global energy balance and world economics.

The high level of interest in this year’s conference is based on the

many technological challenges we continue to face in Russia as
we strive to improve overall reserve recovery in the many mature
producing regions across Russia, develop new Greenfield areas,
and continue exploration across this vast country. It is widely
believed Russia has the world’s largest accumulation of
hydrocarbons resources yet to be discovered. To continue
meeting these challenges will require the best of Russian,
as well as global, technologies and know how.

The Society of Petroleum Engineers has a long history of bringing

together the world’s best technical experts and providing an open
forum in which they can exchange new technologies and best
practices, giving engineers at all levels of their career opportunities
for continued learning.

Information presented at this conference will have a direct impact on

our industry’s ability to continue to meet the unique challenges we
face in Russia. Today and tomorrow we must apply these technologies
to ensure Russia maintains its current vital role in world energy
markets and realizes its full production and reserves potential.

Centre in Moscow, Russia, 28-30th October 2008.

SPE Russian Oil and Gas Technical Conference and Exhibition 2008

service industry representatives have a chance to meet with leading

These Plenary Sessions will be lead by the representatives of state

authorities, managers of the major oil and service companies, leading
scientists and figures representing major universities.

The exhibition will show case the latest developments and samples
of new high-tech equipment. I am confident you will be able to draw
on many new things for yourselves and your companies to find
application for these innovative solutions in your activity.

Eighteen technical sessions will be held to review 168 oral and poster
presentations. During the planning stages the Programme
Committee received 689 abstracts. The main criteria for selection
were innovation and applicability to existing technical challenges.
Another important criterion was the potential economic efficiency of
the use of proposed innovations for subsoil users. As a result, the
programme now includes papers from specialists from over 65
companies representing 26 countries of the world.

The Programme Committee and I personally invite you to participate

in this event. The Conference and Exhibition will give you an
outstanding opportunity to familiarize yourselves with modern
technologies, communicate with your colleagues and share the
results achieved.

I am convinced that participation in this conference will be of benefit for

UNDERGRADUATE/POSTGRADUATE STUDENT
PAPER CONTEST
The Student Paper Contest highlights SPE’s global links with
universities and student support groups around the world. There will
be two divisions – one undergraduate contest and one postgraduate
contest, taking place on Tuesday 28th and Wednesday 29th
respectively. Students from 17 universities across the region have
been invited to attend and submit abstracts. The abstract submission
deadline is 1st June 2008. The winner of each division will attend
SPE’s Annual Technical Conference and Exhibition to compete with
international students. Certificates will be presented during the
Closing Session on Thursday 30th October.

YOUNG PROFESSIONALS WORKSHOP

The Young Professionals Workshop will take place on
Thursday 30 October.
Chairperson: Giovanni Paccaloni, 2005 SPE President.

4 students from top universities in Moscow and 4 young professionals

will be asked to give a presentation of no more than 10 minutes and
in the language of their choice (simultaneous translation will be
available) that will cover one of the following important values:

■ Innovation ■ Social Responsibility

An award will be presented at the closing session to the top 2

presenters – 1 student and 1 young professional.

POSTER PRESENTATIONS
Over 80 poster presentations will be on display in the exhibition hall
