Give examples (one each) of physical, social, economic, and public interest determinants to land use, and
their application in cities/ municipalities in your area.
I. Physical Determinants
APPLICATION:
- Geography plays a critical role in the development of the built environment. Urban
planners must rely on knowledge of geographic space when deciding how best to
manage growth. As the cities of the world grow and more rural land is developed,
ensuring smart growth and practical environmental management are necessary goals.
Through the Urban Poor Renewal and Development Program, the Aguilar
Administration has been providing decent housing and livelihood opportunities to more than
20,000 families since 1995. The program focuses on several aspects of human development to
address poverty alleviation from a holistic point of view, thereby giving residents a better life,
whilst preserving their dignity and self-esteem. Displaced and homeless residents have been
moved to resettlement sites and given land titles so they have a place they can call their own.
Continuous land and on-site development through construction and improvement of roads,
drainage systems and water supply coupled with on-site livelihood training complete the total
development objectives of the urban poor renewal program. In 2008, Las Piñas was awarded a
Galing Pook Award for its remarkable effort in improving the living conditions of informal
settlers in the city through its Land and Shelter for the Homeless Program.
APPLICATION:
- Informal Settlements and urban informality is a serious and common problem in Third
World countries. These settlements are not marginal actors in the real estate market.
They play an important role affecting greatly the housing supply and demand market.
III. Economic Determinants
The once quiet and rustic coastal town was transforming into a bustling urban center for
residential subdivisions and large industries, its proximity to Manila and transportation and
communication advantages drawing in real estate developers and other business investors.
This economic growth was further boosted with the construction of the Coastal Road in the
mid-80s which directly linked Metro Manila to Cavite. From the early ’90s to today, Las Piñas
has served as the gateway to the CALABARZON (Cavite, Laguna, Batangas, Rizal, and
Quezon), an industrial-growth corridor whose rapid expansion is led by the demands of a
sophisticated suburban populace and high-technology industries.
APPLICATION:
- First, real estate is an enabler of economic activity. By offering the space for
businesses to operate it effectively provides the business infrastructure without which
an advanced economy could not operate. Furthermore, high-quality, modern and
innovative buildings contribute to maintaining the UK’s reputation as an international
trade hub and attract skills and capital from the rest of the world, creating further
opportunities.
Las Piñas believes that providing care and support is an equal and important component
of education. This is the heart of the “Educare” program founded with assistance from the
Nene Aguilar Foundation designed to provide a better head start for underprivileged children of
the city. Nursery students are given free milk and nutritional food feeding. Free uniforms and
school supplies are given to elementary and high school children. More than 2,000 young
children in the city benefit from the “Educare” program every year. The program goes on to
ensure that Las Piñas residents are provided with employable skills through manpower training
undertaken by the Aguilar administration since 1995. Training courses include electronics,
dressmaking and tailoring, stuffed toy making, driving, radio-TV repair, computer education
and other entrepreneurial skills. More than 2,000 residents and out of school youths receive
training each year. Manpower training and livelihood centres and its satellites are located
across the different barangays in Las Piñas.
Since the implementation of the Green Card in the year 2000, there are currently over
50,000 residents who are qualified for the program, and are considered Green Card holders.
With such efforts to make health services available to city residents, the city of Las Piñas was
given the prestigious “Sentrong Sigla” award by the Department of Health, for having the finest
health facilities and programs throughout the country.
All city residents have free hospitalization benefits, and can also avail of free regular
medical check-up and consultation. Residents may even get free access to laboratory services
and certain types of medication. Recently, there were 28 modern health centres constructed in
all the towns, and Modern Free Maternity Centres were built as well. Residents now have more
options in terms of health care. The local government also worked on improving medical and
dental services by adding younger and more efficient doctors, as well as health volunteers, in
the different health centres all over the city.
APPLICATIONS:
- Education plays a major role in the growth and progress of a society. It is one of the key
components that can make or break a culture’s advancement. If citizens of a society are
educated, they can provide significant contributions in the fields of arts, literature, science,
technology, and others, and help establish a well-rounded and stimulating community.
- Better health is central to human happiness and well-being. It also makes an important
contribution to economic progress, as healthy populations live longer, are more productive,
and save more.
