Submission of Detailed Project Report (DPR)

The Detailed Report of the Project shall cover scope of works given in the Terms of
Reference (TOR) including following:
(1) Sets of drawings

(a) An Index Plan of the Project Highway


(b) Plans, L-sections, and typical cross-sections showing the existing features within the
ROW (e.g. carriageway, structures, drains, crash barriers, service roads, utilities, adjoining
land use, intersecting roads/access roads, road side developments etc.) with the proposed
improvements marked thereon (e.g. raising of embankment, widening of embankment,
location of median, placement of new carriageway, geometric improvements, widening or
reconstruction of structures, new subways/underpasses/grade separators, service roads,
arrangements for merging/diverging, traffic circulation, relocation of utilities, etc.)
(2) Investigation Reports

(a) Report on traffic survey and demand assessment. Consultant shall also provide the
various modalities for collections of users fee, no. of toll booths, necessary software to
ensure leakage/hindrance proof toll collection system.
(b) Inventory survey report
(c) Road and bridge condition survey report
(d) Soil, geotechnical and drainage report
(e) Project Procedure manual – Methodology for execution of work
(f) Quality Assurance Manual
(g)Safety Manual
(h)Operation & Maintenance Manual
(3) Detailed designs

Detailed designs of the Project Highway including service roads, consistent with the existing
facility and the additional requirements including:
(a) Traffic and toll forecasting for 10 (ten), 15 (fifteen), 20 (twenty) and 26 (twenty six) years.
(b) Detailed pavement design for new carriageway and strengthening of existing
Carriageway along with typical cross-sections.
(c) Options for retention of existing bridges and other structures or their replacement by new
structures together with detailed design. For new bridges, the length from abutment to
abutment shall not be less than the length of the existing bridge and foundations need not be
above the existing foundations unless soil conditions justify otherwise.
(d) Detailed drainage assessment.
(e) Detailed layout of inter-sections, grade separators and inter-changes with ramps.
42.9 Financial Modeling & Analysis
A detailed financial assessment of the Project indicating the likely IRR for a 10 (ten) year, 15
(fifteen) year, 20 (twenty) year and 26 (twenty six) year concession period respectively
42.10 Approval of DPR by Independent Engineer/OWNER
It will be the primary responsibility of DPR Consultant to submit the DPR in time and provide all
clarifications as & when required by the Employer/Client/IE/Owner to ensure that approval of DPR
from IE /Owner is obtained without any loss of time for implementation of the proposed Highway
project.
