Function
Use this command to modify the configuration of the cell DL scheduling algorithm.
Note
This is a high-risk MML command. Pay attention to the following precautions before running this
command:
Online modifications on the FreeUserDlRbUsedRatio parameter will result in automatic reset
of the cell.
Online modifications on the MbsfnSfCfg parameter will result in automatic reset of the cell.
Online modifications on the LbtSwitch parameter will result in automatic reset of the cell.

pay users will reach the preset values. Changes in this

Impact on Radio Network Performance: Consider a cell that
serves a small number of UEs and has downlink ICIC
enabled. If this parameter is set to ALL_EDGE_USER,
CEUs are allocated more RBs and therefore are likely to
experience higher data rates. If this parameter is set to
PART_EDGE_USER, a CEU is scheduled at either the
edge band or center band and therefore CEUs' data rates
may not increase.

RbgAllocStrategy RBG Meaning: For services whose QoS class identifier (QCI) is
Resource not 1: When this parameter is set to ROUND_DOWN: (1) If
Allocation the number of required resource block groups (RBGs) is

number of required RBGs is less than 1, the actual number
of RBs are allocated to UEs at the current TTI; (2) If the
number of required RBGs is greater than N but less than
N+1 (N is greater than or equal to 1), RBs of N+1 RBGs are
allocated to UEs in the current TTI. Compared with setting
this parameter to ROUND_UP, setting this parameter to
ADAPTIVE does not waste RBs when the number of
required RBGs is less than 1. For services whose QCI is 1
(such as VoIP services): When this parameter is set to
ROUND_DOWN: (1) If the number of required RBGs is less
than 1, the actual number of RBs are allocated to UEs at
the current TTI; (2) If the number of required RBGs is
greater than N but less than N+1 (N is greater than or equal
to 1), RBs of N+1 RBGs are allocated to UEs in the current
TTI. If this parameter is set to ROUND_UP or ADAPTIVE,
RBs are allocated to UEs in the same way that they are
allocated when this parameter is set to ROUND_UP or
ADAPTIVE for services whose QCI is not 1, respectively.
For ping services: If the number of required RBGs is
greater than N but less than N+1 (N is greater than or equal
to 0), RBs of N+1 RBGs are allocated to UEs in the current

Impact on Radio Network Performance: If this parameter is
set to ROUND_DOWN, all allocated RBs are fully utilized,
spectral efficiency is high, but cell throughput is relatively
low. If this parameter is set to ROUND_UP, a few allocated
RBs are not utilized, spectral efficiency is low, but cell
throughput is relatively high. Compared with setting this
parameter to ROUND_UP, setting this parameter to
ADAPTIVE does not waste RBs when the number of
required RBGs is less than 1.

Impact on Radio Network Performance: If this parameter is
set to a smaller value and the value of the InitDlIblerTarget
parameter in the CellCqiAdjAlgo MO is changed from 10 to
15 or higher, the average throughput of the entire network
is less likely to decrease, but also less likely to increase
greatly. If this parameter is set to a larger value and the
value of the InitDlIblerTarget parameter in the
CellCqiAdjAlgo MO is changed from 10 to 15 or higher, the
throughput of all UEs using the MCSs that can bring gains
in the throughput increases. This parameter must be set to
a proper value to maximize the positive gains in the
average throughput of the entire network. If this parameter
is set to a too large value, negative gains in the throughput
occur at the cell center, and negative gains are more likely
to occur in the average throughput of the entire network.

HoStaticMcsTimer Handover Meaning: Indicates the duration within which the eNodeB
UE Static performs downlink scheduling based on a low modulation
MCS and coding scheme (MCS) order in handovers. The
Scheduling eNodeB starts this timer after determining a UE has
Timer entered the handover area or has been handed over to the
target cell. The eNodeB performs downlink scheduling
based on a low MCS order during the running of this timer.
After the timer expires, the eNodeB performs downlink
scheduling based on a new MCS order after CQI
adjustment.

value is too large, user throughput during handovers
decreases. If the parameter value is too small, the service
interruption duration during handovers may be prolonged.

Doppler frequency offset that is applied to frequency selective
Measurem scheduling on the secondary component carrier (SCC) in
ent carrier aggregation (CA). If this parameter is set to
FROMSCC, the Doppler frequency offset is measured on
the SCC. If this parameter is set to FROMPCC, the Doppler
frequency offset is measured on the primary component
carrier (PCC) no matter whether the SCC is configured with
an uplink carrier, and then Doppler frequency offset on the
SCC is determined based on the Doppler frequency offset

Impact on Radio Network Performance: The Doppler
measurement requires an uplink carrier. If this parameter is
set to FROMSCC but an SCC is not configured with an
uplink carrier, frequency selective scheduling is not
supported on the SCC, and therefore throughput on the
SCC does not increase. If this parameter is set to
FROMPCC, frequency selective scheduling is supported on
the SCC, generating frequency selective scheduling gains
and increasing throughput.

RBPriMcsSelectStrategy RB Priority Meaning: Indicates how to apply the policy of increasing the
MCS number of resource blocks (RBs) to lower the modulation
Select and coding scheme (MCS) index. If this parameter is set to
Strategy SINGLEUSER_STRATEGY, the policy is applied to a
single RRC_CONNECTED UE whose capability is limited
(Maximum number of DL-SCH transport block bits received
within a TTI of the UE is less than the maximum TBS with
the total number of PRBs). The policy is applied to a single

Impact on Radio Network Performance: If this parameter is
set to MULTIUSER_STRATEGY, throughput of capability-
limited UEs in and near the cell center increases, downlink
throughput also increases when the cell is lightly loaded,
the small-packet service delay decreases, but interference
on neighboring cells increases. If this parameter is set to
MULTIUSR_LOWMCSLIMIT_STRATEGY, the number of
RBs to be increased for the scheduling of small-packet
services is limited, interference on neighboring cells
decreases, downlink throughput increases in scenarios with
medium or light loads. In this case, you are advised to set
the RBPriMcsSelectRatioThd parameter to a larger value to
further decrease the small-packet service delay and
increase downlink throughput. If this parameter is set to
SINGLEUSER_STRATEGY, the small-packet service delay
decreases and throughput increases in scenarios where a

staggered according to the configuration due to high PRB
