I. Objective
Towards the end of the lesson the students will be able to:
1. Explain the meaning and nature of staffing
B. Motivation
Class, who among you have a sari-sari store?
Who manages/runs it?
Then, who among you buy goods in the supermarket? What did you observe? How many staff
attends to manage/run the activities of the supermarket?
In a small business like a sari-sari store, the owner may not need others to help him/her in
running the store, as he/she may himself be able to look after all the activities. But as the
business grows in size he/she may find it difficult to manage all the activities alone and may
have to find out suitable persons and employ them.
*It is quite possible that you may start in running your own business and face such a situation
and employ people to assist you in running the business. *Alternatively, you yourself may be a
job seeker, in both situations, you may find it useful if you know how employees are recruited,
selected, and trained for various positions in an organization. You will learn in detail about the
staffing.
C. Presentation
In this lesson for today you will learn only the meaning and nature of staffing.
Staffing refers to the selection and training of individuals for specific job functions and charging them
with associated responsibilities.
The managerial function of staffing is defined as filling and keeping filled positions in an organizationsl
structure – Weirch, CAnnice, Koontz
Staffing is considered to be the most important managerial function along with organizing, leading,
controlling and planning. Because the operation of these four functions depends on the manpower
through the staffing function. Staffing is pervasive act as it carries out by managers in all types of
concerns.
Staffing is a continuous activity for as long as the organization is existing because the movement of
employees due to promotion and transfer takes place continuously. Staffing is putting the right people
at the right job.
NATURE OF STAFFING
Staffing is an integral part of human resource management. And its wider sense, it also includes the
activities of determining the remuneration of workers, appraising their performance, and deciding on
their promotion, transfers, etc.
(It facilitates procurement and placement of right people on the right jobs.)
1. People centred –Staffing is people centred and is relevant in all types of organization. It concerned
with all the categories of personnel from top to bottom of the organization.
Classification of personnel
a) Blue collar workers
b) Managerial and non – managerial personnel
c) Professionals
2. Responsibility of Every Manager (Every manager is continuously engaged in performing the staffing
function.)
He actively associated with recruitment, selection, training and appraisal of his subordinates. These
activities are performed by the chief executive, departmental managers, and foremen in relation to their
subordinates
Thus, staffing is a general function of management and is performed by the managers at all levels.
But it does not mean that the managers at different levels are relieved of the responsibility concerned
with staffing.
The personnel Department is established to provide assistance to the managers in performing the
staffing function. Thus every manager has to share the responsibility.
3. Human Skills (Staffing Function is concerned with training and development of human resources.)
Every manager should use human relation skill in providing guidance and training to the subordinates.
Human Relation Skills are also required in performance appraisal, transfer and promotion of
subordinates.
(If the staffing function is performed properly, the human relations in the organization will be cordial.)
4. Continuous Function
Staffing is to be performed continuously.
F. Analysis
Managers consider human resources as their organization’s most important resource. Human
resources are very important for the efficient and effective operation of a company. Human
resource are also called human capital, intellectual assets or company talents. It imply that
human resources are the drivers of the organization’s performance.
