    MEMORANDUM

    TO : Officer in Charge

    SUBJECT :1404th RMFC Major Operation Plan

    DATE : January 15, 2018

    1. REFERENCES:

    a. PNP MEMORANDUM CIRCULAR 05 / 2014


    b. Master Plan Sandigan (Anti-Criminality Campaign Plan)
    c. LOI 63 / 2010 (Police Integrated Patrol System)
    d. Police Operational Procedure Rev. 2013; and
    e. Oplan MALIGALIG of 14th RMFB

    2. PURPOSE:

    This PLAN sets forth the operational guidelines and procedure to undertaken
    by 1404th RMFC and its Force Maneuver Platoons, in coordination with other friendly
    forces, to secure the Area of Operation during a Major Operation.

    3. SITUATION:

    The residents of the immediate reaches of the 1404 th RMFC observed that
    there is an apparent spike of criminality being perpetrated by individuals, crime
    groups, lawless elements and criminals such as shooting incidents, extortion,
    robbery, rape and harassments among others. The rise in numbers of loose firearms
    and illegal drugs had further aggravated the problem.

    Various anti-crime measures were done by the local police station to address
    the criminality issue. However there is still a need to focus more police intelligence
    operation to halt the upsurge of criminal activities.
    In this regard the role of the 1404th Mobile Force Company in Internal Security
    will drastically increase. And the Municipality of Barira is the target area for this
    enhanced Major operation to be conducted.

    4. MISSION:

    1404th Regional Mobile Force Company, concurrent with its mission and
    function will conduct Major and other Law Enforcement Operations on the
    Municipality of Barira, Maguindanao. The unit shall establish lateral coordination with
    other PNP units, AFP counterparts and OLEAs during the conduct of operation. .

    5. EXECUTION:
    The 1404th RMFC in coordination with other PNP units, LEAs and AFP
    counterparts will conduct a Major Operation on the Municipality of Barira, to address
    insurgency and other unlawful acts perpetrated by evildoers.

    The unit will conduct a Major Operation and other Law Enforcement Operation
    at the Municipality of Barira, covering five (5) of its’ barangays.

    6. TASKS:

    a. Force Commander.
    1) Over-all supervisor in the implementation of this Plan; and
    2) Perform other task as directed.

    b. Administrative Section.
    1) Issue appropriate orders to all personnel involved in this PLAN; and
    2) Perform other tasks as directed.

    c. Operation Section.
    1) OPR of this PLAN;
    2) Monitor and supervise the implementation of this PLAN; and
    3) Perform other tasks as directed.

    d. Intelligence and Investigation Section.


    1) Provide timely information on criminality, terrorism, and public
    safety for the immediate use of concerned units;
    2) Intensify the organization and mobilization of BINs within the six (6)
    sectors in support of this PLAN;
    3) Provide updated list of wanted persons in support of this PLAN;
    4) Initiate the conduct of investigation of the tasked units for violations
    of the provisions of this PLAN;
    5) Conduct Counter Intelligence (CI) to countercheck the of operations
    of lower units; and
    6) Perform other tasks as directed.
    e. PCR Section.
    1) Intensify public awareness campaign on terrorism, criminality and
    public safety;
    2) Provide anti- awareness materials for distribution and posting
    during the conduct of checkpoint operations;
    3) Organize and mobilize force multipliers and community-based
    volunteers in support to this PLAN;
    4) Coordinate the participation, cooperation and support of LGUs’ and
    other Government Agencies in support to this PLAN; and
    5) Perform other tasks as directed.

    f. Supply Section.
    1) Liaise with Battalion Supply for the additional issuance of firearms
    and ammunition; and
    2) Perform other tasks as directed.

    g. Finance Section.
    1) Provide funds support for the implementation of this Plan; and
    2) Perform other tasks as directed.

    h. 1404th 1st Force Maneuver Platoon.


    1) Provide one (1) section, two (2) teams.
    2) Organize Quick Response Team ready to be deployed or moved
    when needed;
    3) Conduct prophylactic patrols in the immediate periphery of 1404 th
    Command Post in support to this plan;
    4) Intensify public awareness campaign on terrorism, criminality and
    public safety;
    5) Conduct inspection to ascertain the deployment;
    6) Perform other tasks as directed.

    i. 1404th 2nd Force Maneuver Platoon.


    1) Intensify the conduct of checkpoint operation composed of at least
    one (1) team;
    2) Perform other tasks as directed.

    j. 1404th 3rd Force Maneuver Platoon


    1) Intensify the conduct of police presence and foot patrol.
    2) Perform other tasks as directed.
    7. COORDINATING INSTRUCTIONS:
    1) Respect for gender and human rights and strict adherence to the
    PNP Operational Procedure (POP) shall always be emphasized in
    all operations;
    2) Vehicle Inspection should be limited to visual search;
    3) Filing of cases against apprehended / arrested individuals and
    other legal matters shall be the responsibility of the I & I Section;
    4) Submit AAR after the conduct of operation;
    5) Observe “Tamang Bihis”
    6) Lateral coordination is authorized and highly encouraged.

    8. PENALTY CLAUSE:

    Tasked units who shall be found to violate the provisions as required in


    this PLAN will be charged administratively.

    9. EFFECTIVITY:

    This PLAN takes effect immediately.
