3.0 PURPOSE:

This procedure provides the requirements needed for stringing activity specifically on live line
crossing, where it also includes the requirement for safety and quality control. The principal
purpose of this procedure is to lay-out all necessary requirements to achieve safety and standard
quality of 380KV OHTL Project.

2.0 SCOPE:
The following are the line crossings:
 Existing 69kV OHTL from DIE 1C SS to Dahran central SS – between Loc# 23 to 24

5.2 Pre-Stringing Activity for crossing:

 Coordination and concurrence to the proponent organization.

 Check approved certificate of operator.

 Check complete details of puller and Tensioner capacity.

 Check steel pole before lifting.

 Check Proper ground compaction and enough space for steel pole.

 Check all proper tools and PPE.

 Check wind speed.

 Make pre-lift meeting before start lifting activity.

 Request for work permit.

 Only qualified skilled climbers are allowed to go up on the tower.

 Minimum of twenty-five (20) manpower required to execute the job.

5.3 Stringing Methodology:

5.3.1 Preparation Methods

Proposed ACAR & OPGW Conductors pulling between Loc # 23 and 24 will be done by utilizing four cranes
and wooden spreader (two in each side of the existing 69kV OHTL). The brief method of operation is
summarized, as below:

Once positioning of cranes on both sides of the existing 69kV OHTL is done (two at each side) with
wooden spreader beam (i.e. both crane will hold the wooden spreader beam at the required level and
position), the special fiber rope shall be passed over the wooden spreader beam. 16mm Pilot Wire shall

be pulled with the aid of special fiber rope. Now through 16mm Pilot Wire, the Conductor shall be pulled
under Controlled Tension method. The pulled conductor shall be removed from Aerial Rollers while doing
Rough Sagging. Similar operations will be carried out for all Phases in both Circuit I & II.

5.3.2 Insulator Installation Procedure

 Installation of insulators. Only clean insulators shall be installed at the tower. If cleaning is required, it
should be done with a non-abrasive cloth. Insulators shall also be checked for chips, cracks and fixing
before installing it on the tower cross-arms.
 In lifting of the insulator, care shall be taken to avoid contact with the tower body and cross-arms.
Insulators shall be lifted from the top while also holding the lower portion above ground to avoid impacts.
 In mounting of the suspension insulator strings, its locking device openings shall face towards the body of
the tower while on the tension insulator, it should be facing towards the bottom in order to facilitate a
live line work.

5.3.3 Stringing Activity Procedure

 After the installation of the insulators, stringing sheaves shall be installed next. Prior to installation,
stringing sheaves shall be inspected and maintained for proper wheel rotation and also to ensure that it
can withstand running loads without damage.

 Stringing section shall be determined and preliminary inspection shall be done on that particular section
to ensure all safety measures for roads, tracks and energized lines are in place.

 The location of cable puller and tensioner must also be determined. They should be place in such a way to
make a slope of not less than one (1) vertical to three (3) horizontal to the conductor stringing block to
prevent excessive load on the conductor and the tower.

 Tensioner and puller shall be equipped with fail proof type braking system to ensure that the conductor
tension is maintain when pulling is stopped. Running ground shall be installed on the tensioner side
during the whole stringing operation and if deemed necessary, also on the puller side. Anchors shall be
installed on the tensioner and puller equipment to permanently hold them in place.

 The conductor shall be connected to a pulling wire by either woven wire grip type or wedge type stringing
clamp and accordingly through a swivel link and running board.

 Constant pulling speed should be maintained for smooth pulling operation and to ensure that the cable
will not come in to direct contact with ground, tower, fences, or any obstacles during stringing operations.

 Good site communication shall be maintained during the entire stringing operation between personnel
and the tensioner, puller and intermediate critical span locations. Critical span locations along the
stringing section shall be established and line observer is placed equipped with communication system to
monitor any eventuality and keeps him in constant contact with the stringing operators.

 Stringing operation shall not be carried out during adverse weather condition such as severe sand storm,
rain and heavy wind conditions.

5.3.4 Sagging and Clipping Procedure

 After stringing, the conductors shall be sagged based on the actual sag and tension chart. Actual sag
measurements shall be recorded accordingly.
 A conductor shall not be sagged to a level of previously sagged conductor; it should be sagged based on
temperature only. Two (2) calibrated thermometers shall be used and be hanged in place giving sufficient
time to allow temperature to stabilize prior to actual sagging. The average of the two (2) thermometer
readings shall be considered as a conductor temperature for particular sagging section.
 The sag shall be controlled with calculated transit or sag scope position on one tower and using calculated
sagging board mark on the other tower sag span.

 Sag tolerance shall be as follows:

 Immediately after the conductors have been clamped-in, the mean sag of the conductor of any
phase shall not deeper from the approved erection sag by more than ± 200mm.
 The difference between the sags phase conductors shall not exceed ± 50mm.

 Conductor tension between each sagged section shall be equalized after clipping-in, in this shall be
determined by the verticality of suspension insulator strings.

 Clipping-in marks shall be made on the conductors in the vertical plane through the centerline of the
structure, except where clipping offsets may be required.

 Safety precautions shall be made when clipping-in is being done. Individual hot stick-clamp type
grounding shall always be installed at every phase location to protect clipping crews from potential
voltage build-up especially near energized power line crossings.

 Dead ending shall be made as soon as possible after sagging completion, and armor rod installation.

6.0 SAFETY PRECAUTIONS AS PER SEC 5-STAR SAFETY & HEALTH MANAGEMENT SYSTEM:

 Acquire proper SEC work permit.

 Safe work procedure for the specific activity

 Follow all precautions indicated within the issued work permit.

 Notify proper and concerned authorities regarding the activity to be done, i.e. PMT, POD

 Check all manpower and equipment for competence, efficiency and effectiveness.

 Implement the proper use of PPE's.

 Conduct tool box meeting before commencing with the activity.

 Secure safety of the railway line to be crossed with the proper installation of its protection.

 Do daily physical and mental conditioning for work focus and awareness of all hazards at job site .
