KEY END-RESULTS
1. Coordination with relevant sections in the AIHRC and UNICEF for the development of a
consultative and strategic joint partnership agreement promoting effective monitoring,
investigation, advocacy and redress for child rights violations in Afghanistan.
2. Identify and support the AIHRC in integrating a child rights focus across all its relevant
sections, and advising the AIHRC on mechanisms to allow adequate information
sharing and coordinated response to this end.
3. Undertake a detailed study of the AIHRC complaints handling and referral process as
related to child rights violations for recommended action on improving outcomes.
4. Support to the development of necessary tools required to collect, collate, and analyse
useful data on child rights violations, to inform appropriate advocacy and
programmatic response.
5. Identification of capacity needs within the AIHRC in monitoring and responding to child
rights violations, and oversight of training sessions for relevant AIHRC staff on
information management tools, and renewed programme agreement with UNICEF.
6. Identify joint opportunities for the AIHRC and UNICEF to advocate on child rights in
Afghanistan and assist in the development of appropriate procedures to facilitate this.
7. Liaises with the AIHRC to secure nomination of strategic areas of focus for national
campaigns on children’s rights, and with relevant UNICEF sections to outline an
implementation support plan for the campaign.
8. Establish and coordinate regular meetings and procedures for exchange of information
between the AIHRC and UNICEF zonal offices to identify trends in children’s rights and
highlight potential root causes for action by UNICEF section teams.
9. Develop information sharing and advocacy protocols on areas of AIHRC focus as
related to child rights with all relevant UNICEF programme sections.

3. Knowledge Management
Promotes the quality of rights-based Child Protection programmes through participation in the
formulation of programme goals, strategies and approaches. Brings coherence, synergy and added
value to sectoral or inter-sectoral management processes using a results-based management
approach to planning and design, implementation, monitoring and evaluation.
Ensures programme, sectoral or inter-sectoral, efficiency and delivery through a rigorous and
transparent approach to evaluation. Participation in major evaluation exercises and programme
reviews.
Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring
proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors
and submits financial status reports to management in compliance with the regulations and guidelines.
Ensures exchange of information, experience, identifies new strategies and courses of action to
accelerate/improve delivery of services and achieve Child Protection programme requirements and
objectives. Conducts field visits to monitor programmes and collect information. Conducts periodic

programme reviews with Government counterparts and other partners.
Provides technical support and guidance on appropriate technical, financial and institutional capacity
building measures to achieve Child Protection programme goals.

JOB GRADE FACTORS
Level 3 - As a line manager for assigned projects, lead effective and efficient planning, design, implementation and
administration of specific project activities within a major programme that focus on achievement of UNICEF's
programmatic priorities. Ensure that project delivery meets targeted goals and objectives
- As a technical expert, contribute timely and effective technical advice, guidance and input to the preparation of
situation analysis, formulation of programme strategy, planning, implementation and evaluation and human resources.
- Conduct field visits to monitor programmes as well as conduct periodic programme reviews.
- Make viable recommendations on programme implementation, alternative approaches, and optimal utilization of
resources that contribute effectively to the advancement of the rights of children and women.
- Contribute to the development and introduction of new approaches.
- Certify allocation and disbursement of funds; determine supply and cash needs to ensure programme delivery meets
targeted goals and objectives.
QUALIFICATION and COMPETENCIES ([ ] indicates the level of proficiency required for the job.)
1. Education
Advanced university degree, preferably in the social sciences, law or other relevant field.
2. Work Experience
Five years of professional work experience at national and international levels in child
protection, including international work experience for IP or field work experience for NO.
Background/familiarity with supporting capacity of national human rights institutions to monitor,
investigate and ensure redress to human rights violations, particularly with respect to child
rights.
3. Language Proficiency
Fluency in English and a second UN language (IP)
Fluency in English and local working language of the duty station (NO).
