DPWH conducts Maintenance Enhancement Training (MET) program for maintenance

personnel in Palawan

The Department of Public Works and Highways Region IV-B Maintenance Division
headed by Engr. Prescilla S. Cleofe and Asst. Division Chief Engineer Juliet C. Calvo
spearheaded the Maintenance Enhancement Training (MET) program participated by 24 DPWH
maintenance personnel from Palawan District Engineering Offices last September 3, 2018 to
September 5, 2018 at Citystate Asturias Hotel, Puerto Princesa City, Palawan. The training
aimed to encourage the participants to apply the entire standard on routine maintenance in actual
field and to execute roadwork safety and traffic management during performance of routine
maintenance on the site.
DPWH Palawan 3rd DEO District Engineer Rommel P. Aguirre delivered the welcome
message and greeted the participants and the speakers on the first day of the training. On the
same day, the speakers also discussed the importance of moral values as public servant and an
overview of gender and development and its importance on the workplace. They also tackled
maintenance crew’s duties, responsibilities, crew components and resources.
The resource speakers from Bureau of Maintenance were Engineer Ivy Grace M. Baculi,
Engineer Roviel S. de Guzman, and Engineer Joselita Isabela R. Ruiz ran the sessions based on
the course outline on the three-day seminar. Mrs. Ruth R. Quibael from DPWH Regional Office
IV-B facilitated the said event.
In order to familiarize D.O. 41, s. 2016, the speakers explained its provisions, scope and
limitation, sanctions, and rewards. The participants were also given a chance to share their actual
experiences on field on their respective DEOs.
To know the importance of proper roadworks and traffic safety, the participants were
divided into four groups to create their own Traffic Management Plan Layout for a particular
Maintenance Activity applying the identified road safety standards.
During the second day of the training, the participants were grouped according to their
DEOs and were given an easel sheet where they enumerated how they perform squaring and
patching on their day-to-day activity. The resource speaker also explained the procedures of
pothole squaring and patching method, difference of crack sealing and crack filling, and
procedure of concrete re-blocking.
On the third day of the seminar, the participants applied their learnings. They were
deployed on the vicinity of DPWH 3rd DEO where they performed patching, crack sealing and
pavement marking application. They were also given procedural worksheet to proper monitor the
work execution. The facilitators evaluated how the teams performed the activity through an
evaluation worksheet.
After the activity, the participants discussed what they did during the actual application.
The facilitators gave their insights, comments and suggestions to reinforce some key point for
improvement.
During the last day, the participants received a Certificate of Appearance on the last day
of their training. A Certificate of Training or Certificate of Attendance will also be given to them
for at least four months upon receipt of satisfactory post-training evaluation report from their
respective supervisors.
The event ended with a closing remark from Engineer Arthur A. Torillo, OIC-
Maintenance Section Palawan 3rd DEO, who told the participants that they should share to their
colleagues the knowledge they learned from the training. He also reminded them to think about
the consequences of their action to other people especially during their fieldworks and keep in
mind always the safety of everybody.
DPWH Palawan 3rd DEO continues to improve road safety
Safer roads are to be expected along Puerto Princesa and Aborlan after the Department of
Public Works and Highways (DPWH) Palawan 3 rd DEO, Maintenance Section repainted the
thermoplastic pavement markings that would improve safety for travelling public.
With a total contract amount of ₱2.43 million, the said project would help raise
awareness of upcoming danger to the drivers and give them warning on their speed which will
lessen the collisions and accidents especially during the bad weather where visibility is poor. The
bright, reflective feature of the markings against the headlight would also aid pedestrians and
cyclists.
The DPWH continually fulfills its mandate to develop efficient and high quality
technology that would ensure the safety of the public.
DPWH Palawan Third DEO ensures road safety during Typhoon Ompong
The Department of Public Works and Highways Palawan Third District Engineering
Office closely monitored the road situations in Puerto Princesa during Typhoon Ompong from
September 13, 2018 to September 15, 2018 through situational reports sent from various areas of
the city.
There were no casualties recorded despite the occasional heavy rainfalls and strong
winds. The roads and bridges were passable and the traffic was light to moderate.
The Department continues to improve disaster-preparedness to prevent any casualties that
can be caused by road accidents and roadblocks.
