Status:
• Indexation of the statutory tuition fees is in accordance with the Statistics Netherlands (’CBS’) Index.
Statutory tuition fee amounts are in accordance with publication in the Government Gazette
(‘Staatscourant’) on 14 June 2019.
• Institutional tuition fees are indexed based on Higher Education wage room developments as reimbursed in
government funding.
Indexation is based on the clarification by the Netherlands Association of Universities of Applied Sciences
(‘Vereniging Hogescholen’) on the wage room developments detailed in the spring memorandum of the
Ministry of Education, Culture and Science (‘OCW’).
• The Central Representation Council has been informed of the final amounts of the institutional tuition fees
on adjustment of the index.
• Adopted by the Board of Governors on 28 May 2019.
• Positive advice from the Student Party of the Central Representation Council on policy in respect of
institutional tuition fees on 10 July 2019.
1. Context
The Stronger Control Act (Dutch: Wet Versterking Besturing) became effective on 1 September 2010. This
relates to the altered legal criteria on the basis of which a student is eligible for the legally-specified tuition
fees upon registration for a financed course of studies in higher professional education.
Students who do not meet these criteria owe institutional tuition fees.
Because the Act also determined that educational institutions will no longer receive funding for these
students, the Act grants the institution governors some freedom to determine the level of institutional
tuition fees. The participation council has prior recommendation authority in respect of decisions on the
policy in respect of institutional tuition fees.
In the regulations for tuition fees it was determined that Fontys would charge high rate institutional fees to
students who on the basis of statutory criteria are no longer eligible to study at the basic statutory tuition
fees rate.
The condition referred to sub b. does not apply to students following course of studies in the field of
education or health care, for the first time.
The condition referred to sub b. does not apply to students following an associate degree-, bachelor- or
master course in the field of education or health care, for the first time.
This means that students who have obtained a degree in a field other than health care and education,
may follow a course of studies in one of the fields of health care or education subject to statutory tuition
fees only once. The table below indicates which fees will apply for this specific group:

In addition to criteria for statutory tuition fees as referred to above, additional (statutory) regulations apply
to the following specific groups:
• Students who have started a second study programme while following a first study programme are
permitted to complete this study programme, if uninterrupted, subject to payment of the statutory
tuition fees. This regulation was adopted in the Act and became effective per 1 September 2014.
• Students who have completed an initial study programme subject to statutory tuition fees and
subsequently, during the same academic year, start a second study programme can study for the
remainder of the academic year in question subject to statutory tuition fees. In the next academic
year, they will pay institutional tuition fees.

The increase in respect of the previous academic year (2019-2020) is based on price indexing at 2.9 %,
based on the consumer price index of Statistics Netherlands (CBS).
[2] For part-time courses, a bandwidth has been laid down in law. For 2020-2021, this bandwidth is based
on the same indexation and is set between € 1.276,- and € 2.143,-. For the reduced statutory tuition fees,
this bandwidth is set between € 638,- and € 1071,-.
[3] With the exception of the part-time study programme Master Choreography, which is offered by Fontys
school of Fine and Performing Arts (Hogeschool voor de Kunsten) in cooperation with Codarts University
of the Arts (Codarts Rotterdam). For this part-time study programme, the maximum legal bandwidth
amount applies (€2.143,-).
[4] For students who enrol for a bachelor- or associate degree programme for the first time from academic
year 2018-2019 onward and are eligible for statutory tuition fees, the reduced statutory tuition fees will
apply the first year. Students (who are eligible for the reduced statutory tuition fees) who enrol for a study
programme in the field of education, are eligible for two years of reduced statutory tuition fees.
Students who have started in or before academic year 2017-2018 are eligible for this transitional
arrangement for a maximum of five consecutive academic years. This maximum is calculated from the
academic year in which the student started the concerning study programme.
I.e.: For students who started their study programme in academic year 2017-2018, the transitional
arrangement expires September 2022; therefore, from academic year 2022-2023 onwards, the increased
rate will be charged.
For students who started their study programme in academic year 2016-2017, the transitional
arrangement expires September 2021; therefore, from academic year 2021-2022 onwards, the increased
rate will be charged.
Etc.
For students who are eligible for the transitional arrangement and who start (switch to) a different study
programme, the transitional arrangement ends with immediate effect.
