TPA

Tanzania Ports Authority (TPA), regulates and licenses port and marine services and
facilities. It also manages vessel traffic in the port while ensuring safety and security. Our
website contains information, guidelines and procedures on matters relating to the port and its
operations.

TPA operates a system of ports serving the Tanzania hinterland and the landlocked countries
of Malawi, Zimbabwe,Zambia, Democratic Republic of Congo (DRC), Burundi, Rwanda and
Uganda.

HISTORICAL BACKGROUND

The Tanzania Ports Authority (TPA) was established by the Ports Act No. 17 of 2004 as
landlord port authority. It operates a system of ports serving the Tanzania hinterland and the
landlocked countries of Malawi, Zambia, Democratic Republic of Congo (DRC), Burundi,
Rwanda and Uganda.

TPA currently performs the role of both a Landlord and Operator with the main functions of
promoting the use, development and management of ports and their hinterlands, entering into
contracts for the purpose of delegating the powers of the Authority (through licensing and
concessioning ports services).

TPA administers a diverse system of Tanzania’s Mainland sea and inland water ways (Lake
Ports). The major sea ports are Dar es Salaam, Tanga and Mtwara while smaller sea ports are
Kilwa, Lindi, Mafia, Pangani and Bagamoyo. The lake ports under TPA mandate are: on
Lake Victoria include Mwanza North and South Ports, Nansio, Kemondo Bay, Bukoba and
Musoma: on Lake Tanganyika, are Kigoma and Kasanga: and on Lake Nyasa are Itungi Port,
Kiwira, Manda Liuli and Mbamba Bay.

Objectives

 To establish and coordinate system of Harbours.


 To provide facilities relating to Harbours and provide harbour services.
 With the approval of the Minister, to construct and operate new Harbours.
 To construct, operate and maintain beacons and other navigational aids.
 To carry on the business of stevedore, wharf age or lighter man.
 To act as a warehouseman to store goods, whether or not the goods have been or are
to be, handled as cargo or carried by the Authority.
 To consign goods on behalf of the other persons to any place either within or outside
the United Republic.
 With the approval of the Minister, to act as carriers of goods or passengers by land or
sea.
 To provide amenities or facilities that the Authority considers necessary or desirable
for persons making use of the facilities or services.

CORPORATE SOCIAL RESPONSIBILITY

Tanzania Ports Authority, like any other commercial entity operates within the environment
of the social economic web. It serves the society in their economic activities and gets its
revenues from the same. As such TPA has the obligation of sharing or returning through a
strategic accountable arrangement a token of this revenue to the society.

TPA’s Corporate Social Responsibility encompasses projects that are not for profit making.
These projects must have a strong developmental approach and utilize company resources to
benefit and uplift communities which are not primarily driven as marketing initiatives.

In order to support Government development initiatives, TPA shall focus its assistance to
four main areas of health, education, social welfare and disasters. TPA takes cognizance of
the need to be guided by a code of conduct which puts emphasis on Good Governance,
Integrity/Trust, Reliability, Customer Care and Team Work. In this regard, TPA strives to
become “A Stable Systematic Caring Organization” as stipulated in its value statement.
Every CSR undertaking therefore, must have a purpose.  It must be planned for its
implementation, and it must be measurable. The CSR undertaking must be designed to allow
TPA to create sustainable, mutually beneficial relationships with national and local
communities.

The Tanzania Ports Authority (TPA) therefore, shall only get involved with projects that
enhance the capabilities of the target communities and contribute to their social and economic
development.

TPA will undertake to make an impact on its communities and its employees alike that
reflects the mutual relationship with those groups.  This relationship is to assure the
community a return of the sacrifice they make to ensure beneficial business operations in
TPA.

SERVICES

 CARGO SERVICES

We are well equipped with an array of machinery and equipment to handle a wide range of
cargo. Our teams of highly trained professionals in various fields work around the clock to
ensure that cargo entering and exiting our ports is in pristine condition and on time.

Types of Cargo Handled

a) Dry Bulk Cargo


From grains to coal and from rice to maize, dry bulk cargoes cover a range of produce and
raw materials that have two features in common: they are unpacked and are homogeneous.
These two properties make it easier for dry bulk cargoes to be dropped or poured into the
hold of a bulk carrier. Dry bulk cargo such as Rice, wheat, maize, beans, fertilizer, sugar,
cement, sodium nitrate, clinkers, gypsum, copper slugs, coal, iron ore and zinc ores.

b) Break Bulk Cargo


These are goods that must be loaded individually, including containers. Examples of break
bulk cargo that are frequently handled at TPA are iron, steel, metals, motor vehicles & parts,
trailers & parts, agri-products, , machinery, copper, railway vehicles, tractor & tractor parts,
containers.

c) Bulk Liquid
Bulk Liquid such as petroleum products, kerosene, diesel, jet oil, and edible oil

HARBOR SERVICES

The safety of your ship as it enters any of our ports is one of our top priorities. We offer a
number of services to all vessels that enter our ports including pilotage and mooring, to
ensure that your vessel is safely docked and allowing you to safely conduct your business at
our ports..
Pilotage

Vessels Traffic System (VTS) Services, Piloting vessels in and out Port available for 24
hours for Container, ROR, and General cargo vessels, KOJ Vessels berthing and unberthing
only day light, SPM Vessels berthing only daylight and unberthing at any time

Tugging

There are Four (4) berthing tugs including A50 55 Bollard pull available.

 Assisting vessels maneuvering in and out with two tugs.

Mooring/Unmooring

Mooring/Unmooring vessel at Berth using mooring boats along the Berth, service boat and
