People’s vision to become safe, peaceful and conflict free barangay in the
municipality of Matnog, Sorsogon can be achieved through collaborative efforts of the
local and national governments, Civil Society Organizations and other stakeholders.
In support to the main thrust of the present administration in its campaign against
illegal drugs, corruption and criminality, Barangay Manurabi prepared and approved its
three (3) year Barangay Peace and Order and Public Safety Plan (BPOPS) which
embodied different programs/projects/services/activities that would eventually address
the present peace and order and public safety challenges in the barangay.

Message of the
Sangguniang Barangay Committee Chair on Peace and Order
Under the present administration of President Rodrigo Roa Duterte and its
campaign against illegal drugs, criminality and corruption, it is believed to be causing
instability in terms of peace and order in its initial stage. But as the war continues, these
evil activities will eventually be conquered.
Nevertheless, his war against drug in particular gains praise not only from
Filipino people but it is even more admired by some leaders around the world. They
believe that it is the only way of recurring back the tranquility in our society.
As Member of the Barangay Council and Chairman of the Barangay Peace and
Order Committee, it is my opinion that this main thrust of the present administration
would be a futile if in the barangay level no support will be obtained. Thus, as Public
Official who is also dreaming of peaceful, safe and conflict free Philippines, I am giving
my support to this endeavor and shall ensure that strategic directions of the barangay
through POPS Plan will be achieved.
Relative to this, I am calling the support of the constituents so let us help one
another sustain the peace and order situation in the barangay.

RESOLUTION ADOPTING AND APPROVING THE THREE (3) YEAR BARANGAY PEACE
AND ORDER AND PUBLIC SAFETY PLAN (BPOPS) 2017-2019 OF BARANGAY OF
EMBARCADERO.
WHEREAS, Local Government Code of 1991 mandates the barangay under the General Welfare Clause
to formulate various plans initiated by the local development council and approved by the local
Sanggunian;
WHEREAS, Barangay Development Council prepares a three (3) year multi-sectoral barangay peace and
order and public safety plan identifying the program/projects/services/activities that will respond to the
present peace and order and public safety challenges;
WHEREAS, Barangay Council after examination and consideration of the prepared plan deems it
necessary and essential for the curtailment and abrogation of illegal drugs, corruption and criminality in
the barangay;
WHEREFORE, upon motion of Kagawad Renan P.Arisgaduly seconded by Kagawad nena a.gine, be it;
RESOLVED, as it is hereby done to adoptand approve the three (3) year Barangay Peace and Order and
Public Safety Plan of the Barangay.
RESOLVED FURTHER, that copy of this resolution be furnished to different agencies concerned for
their perusal and information.

WHEREAS, drug related incidents have been constantly present in our country and
resulted in multiple crime incidents. Despite the effort of the Philippine National Police (PNP)
and other law enforcement agencies of the government, their lingering presence threatens the
peace and order in communities nationwide. The barangays, as the first line of defense, should
lead the fight against illegal drugs through the campaign: “Mamamayan, Sugpuin ang
Illegal na Droga (MASID)”;

SECTION 2: Powers and Functions. The BADAC shall perform the following powers
and functions in the barangay jurisdiction:
a. Conduct regular meetings at least once a month and call for special meetings
whenever necessary;
b. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
c. Organize the BADAC Auxiliary Team to compose an ideal number of twenty-five
(25) members per 2,000 population of the Barangay representing streets, puroks,
subdivisions or sitios;
d. Orient the BADAC Auxiliary Team of their roles and functions and in
formulating plan of action to address the problem;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions
in the campaign against street-level illegal drug trade through seminars or
trainings;
f. Coordinate and collaborate with other institution implementing programs and
projects on drug abuse prevention at the barangay level;
g. Continuously gather and update data on all drug related incidents and effect on
the peace and order situation in the barangay including listing of suspected drug
users and pushers;
h. Submit a monthly report to the City/ Municipality Anti-Drug Abuse Council
(C/MADAC) copy furnished the DILG-Municipal Field Office.
i. Refer suspected drug user to the (C-MADAC) and other institution for
corresponding counseling and / or rehabilitation;
j. Conduct an Information, Education Campaign (IEC) on illegal drug demand
reduction;
k. Monitor, disposition and progress of drug-related cases filed; and
l. Perform other related functions.

c. Pre-Operations:
i. Identification of drug affected house cluster, work places, streets, puroks and
sitios where manufacture, delivery, sale or use of illegal drugs are being
conducted and to report the same immediately to the PNP or the Philippine Drug
Enforcement Agency (PDEA);
ii. Conduct administrative searches of suspected drug dens/ laboratories;
iii. Conduct briefing, meetings prior to the launching of operation to ensure positive
results and safety of the operating teams and the community.

acts as witness in court hearings in the prosecution of drug cases;

Parent-Teacher Community Association (PTCA); Youth Groups; Boy and Girl
Scout; Religious Organization; Senior Citizens; Homeowner Associations;
Neighborhood Associations; Puroks and Tricycle Operators and Drivers
Association (TODA) and other organizations existing in the community to get
their commitment to assist in curbing the drug menace in the community;
iii. Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/ or use of prohibited drugs;
iv. Strengthen the linkages of the Barangay Officials with the community, higher
LGU’s local police and PDEA on anti-illegal drug campaign;
v. Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
vi. Empower the community in reporting drug related cases through an award/
commendation system; and
vii. Identify and implement sustainable livelihood projects as a reintegration programs
to former drug pushers and drug addicts.
All provision issuances which are inconsistent herewith are hereby repealed or modified
accordingly.

WHEREAS, Article II, Section 23 of the 1987 Philippine Constitution states that the State shall encourage
non-governmental, community-based or sectoral organizations that promote the welfare of the nation;
WHEREAS, RA 9165, also known as the ‘Comprehensive Dangerous Drugs Act of 2002’ protects that
state and its individuals from the possible harms brought about by the abuse of illegal drug substances and supports
the unrelenting campaign against trafficking and use of illegal drugs through and effective enforcement of anti-drug
policies, programs and projects;
WHEREAS, Section 3 (l) of RA 7160, states that ‘the participation of the private sector in local
governance, particularly in the delivery of basic services shall be encouraged to ensure the viability of local
autonomy as an alternative strategy for sustainable development and Section 35 which likewise state that Local
government units may enter into joint ventures and such other cooperative arrangements with people’s organization
and non-governmental organizations to engage in the delivery of certain basic services, capability buildings;
WHEREAS, DILG Memorandum Circular 2015-63 or the ‘Revitalization of the Barangay Anti-Drug
Abuse Councils (BADAC) and their role in the drug clearing operations’ which reinforces the mandate of the
barangays to adopt measures towards the prevention and eradication of drug abuse, etc.;
WHEREAS, in response to the foregoing provisions DILG MC No. 2016-116 was issued to implement the
MASA MASID Program to address the long standing battle against criminality, corruption and illegal drugs, it will
embark on the participation of the common people to spark the spirit of volunteerism in the community;
NOW THEREFORE, I, RICHARD P.ARISGA, Punong Barangay of Barangay Manurabi by virtue of the
powers vested in me by law do hereby order the following:
Section 1.Organization & Composition. The Masa Masid Team is hereby organized which will be
