PUBLIC ADMINISTRATION

The central idea of Public Administration is to satisfy the public interest. And there are many reasons for me to study public
administration, yet the biggest one someday is the ability to make a difference in my own community. The decisions a
public administrator makes help transforms his or her own town (or perhaps, even country) into a better and more
pleasant place to live. The issues dealt with are sometimes challenging and complex, taking many years to solve. However,
if they are successful, a sense of personal pride can be maintained as a difference is truly being made. Public
Administration is very important about public organization and politics. They both have to know and relate with public
administration. It’s because public administration have a principle that it should give and make benefits for public or
citizens. Public organization should've give public services based on its minimum service standard since the public services
are given to any citizens because it has no value to get it. Without public organization, any resources that public
organizations have will be used for private and personal benefit, no accountability and responsibility for public. Besides its
budgets also were from taxes so public administration is a standard or basic for government to give the public services for
their citizens. It also relates with politics. Some people that similar to public administration are familiar with political-
administrative dichotomy. But besides of that theory, my opinion why politics also need public administration is that
first,because of politician accountability. Some of politician are being politician just because they want powers, but the
power should be use for public benefit and make the system more affordable to its ecology, not for personal interests.
Second, politics is about negotiation between politician and stakeholders, so it needs public administration so that
politician have to consider with public needs, also politician have to negotiate their affairs to make benefit for each other
(public, politician, and stakeholder). Politician needs public administration to make the bureaucracy more rigid and flexible
but still based on its law or rules.

The purpose for the study of public Administration is necessary that it has been even more dependable.Publoic
Administration is the machinery of the Government through which Government policies and programmes are
executed.Just like the government cannot perform certain duties by itself, Public Administration becomes necessary.

CONTROL : Administrators helps control both the human and material resources of the government towards a specified
task.
PLANNING: Adminstrators helps the government in forecast and this enables appropriations.
STAFFING: With the help of the personnel management recruitment of staff is done thereby preventing overlapping or
under lapping .

PHILIPPINE CIVIL SERVICE COMMISSION

A civil service should always be redefined to fit in the present context of the country and need still be looking backward to
assess what is lacking and needs to emphasize inimproving the civil service in order to develop and help it flourish in the
contemporary Philippine Society.Not only that, improvement in the type of people to be hired for the professionalization
of the bureaucracy by adhering to the merit-based principle and further enhancing leadership skills for better management
of the public should still be followed and exercised. Continued interaction regarding improvement is needed not only for
the betterment of the bureaucracy, but for the whole of Public Administration. The presence or absence of a quality set
of personnel policies and procedures is another important consideration when analyzing civil service. If these are in place
they may serve to address many of the issues also addressed by civil service, including procedures for hiring, discipline, and
dismissal. There are a number of both pros and cons which surround civil service. In general it appears as the primary
benefit of civil service, and hence its primary application, has been in cities with politically driven forms of government
such as the weak or strong-mayor forms. In these cases civil service has partly helped to ensure the non-politicized
appointment and advancement of the workforce.

Civil service gives a lot of opportunities to serve the country. Special protection has been given in the constitution to
protect the upright and honest officers but still, there is some drawback of Civil Services as well.

Pros:
1. It gives you the authority to serve the country, to make a decision and bring change in society.
2. High salary grade☺
3. Respect in society
4. You can influence the policy of the government
5. Selection in civil service is done on the basis of merit
6. Good civil servants get awarded

Cons :
1. You have to work under the political leader, some of them are not as competent as they should have been.
2. In the political system which is affected by caste, religion or region everyone does not get fairly treated.
3. The politicization of bureaucracy has affected the potential of civil servants.
4. Today civil service is affected by corruption.
5. In modern-day, there is a decline in a value system that has affected the Bureaucracy as well.
6. massive corruption and inefficient systems may put you in the same habits over the long time

So all in all it is apparent that civil service can greatly constrain key personnel decisions, and can possibly lead to
mediocrity. But it can also help professionalize the workforce in the presence of a politically dominated workplace. Each of
the positives and negatives should be weighed in light of current needs and future directions, then an informed decision
regarding alteration or elimination of civil service take place.

PUBLIC OFFICE IS A PUBLIC TRUST

By the term “Public Office” it means the government office. A government office is a place where the public has easy and
equal accessibility. The public look upon government offices for solving most of their teething problems on several
matters. The government offices work on public trust that their personal information is kept rightly by the public office
and they would come to their rescue in times of emergency. If the people have no trust in the government and for that
matter, in government offices, it would turn out to be anarchy. A trust is an organization which is run by some people
known as trustees for the benefit of certain other sections known as beneficiaries. Public trust is one which is run by
certain trustees for doing some public purpose. The term public purpose is not defined in any statutes. So the meaning of
public purpose in general parlance is that doing something for the benefit of the people at large. So all government offices
are literally public trust where the officials are the trustees and the people are the beneficiaries as it is run to do
something for the benefit of the people at large. At present, issues in corruption continue to affect the civil services in
many countries, around the world. Several reasons of these issues still exist because of the deeply rooted problems like
nepotism, cronyism, political patronage as well as lack of transparency and accountability. The unsystematic enforcement
of law and institutional mechanisms for holding civil servants and public officials accountable of their actions will always
lead to a negative impression to the citizens.

Civil servants often have the liberty on how they serve the public. Their ability in implementing the rules to provide public
services has always a significant impact to the common citizens. The code of conduct and ethical standard for public
officials and employees is set forth to promote high ethical standards in providing public services. One of the example is
the mandatory implementation to every government officials specifically those who are elected by the people to have a
transparent declaration of their statement of assets, liabilities and net worth. The strong enforcement of transparency and
accountability in all civil servants and public officials will reduce the practice of corruption and the misuse of public office.
Several countries established institutional mechanisms such as Ombudsman, Anti-Corruption Commission and Special
Administrative Court aimed to set a legal place and forum to hear and investigate any civil servants and public officials who
in any ways, practice corruption, maladministration or violation of rights. Any person who experiences wrongly fully,
unjustly or unreasonably treated can bring a case to these offices and can request for proper investigation. These offices
are empowered to continue in upholding fair and just due process of law in the course of investigating any administrative
case filed against a civil servant or public official.
