Project Charter: What Is It?

The project charter formally authorizes a new project. It is prepared by the project manager with input from functional and technical leads, and approved by the project sponsor. The charter provides a preliminary description of the project's objectives, scope, roles and responsibilities. It identifies stakeholders, budgets, schedules and serves as the reference document authorizing the project manager throughout the project. A kick-off meeting is then held to align all stakeholders on the project commencement, introduce participants, and cover topics like milestones, risks, assumptions, and communication plans.
