The contingency measures in this document aligns with NDRRMC Harmonized National
Contingency Plan (HNCP) for Natural Disaster “TYPHOON”. This will enable the School to
have better coordination horizontally, i.e. School with other DRRMC agencies from
BDRRM,MDRRM up to NDDRM and vertically, i.e. School to DepEd District Office, Division
Office, Regional office up to DepEd Central/National Office .
A. Activation
The contingency plan shall be activated based on the PAG-ASA forecast on the situation
of the “TYPHOON” and based on the findings of Pre-Disaster Risk Assessment by the
SDRRMC, leading to the activation of the EOC. The School Head/ SDRRMC Coordinator then
convene all the clusters to assess the situation. Afterwards, School Head/ SDRRMC Coordinator
shall officially activate ICS and coordinate directly/indirectly with the IC authority coming from
the different DRRMC agencies from barangay up to the NDRRMC. The IC shall then proceed to
organize the IMT and implement tactical
activities based on the strategic decisions of the clusters.
B. Deactivation
The contingency plan shall be deactivated once the situation has improved and when
heightened alert is no longer required. The recommendation for deactivation shall emanate from
the IC. Once deactivated, operation will still remain until such time that the EOC will be back to
“white alert” status. At this point, the operation is already terminated.
c. Non-activation
In case the result of the Pre-Disaster Risk Assessment indicates that the typhoon is not
risky, the contingency plan will not be activated. In this case, the plan will be maintained as a
perpetual plan for future use in the event of upcoming typhoons.
INTEROPERABILITY
The Chairperson of the SDRRMC of Liwan West Elementary School shall supervise the
coordination activities and strategic decisions of the clusters. These decisions shall then be
communicated to the IC through the EOC. The IC, on the other hand, shall report the tactical
activities to the EOC going to the clusters.
