LV SWITCHGEAR FOR CONSUMER SUBSTATIONS

1 SCOPE OF WORK
This Document provides for the design, manufacture, testing, supply and delivery, of
indoor type low voltage (416V) switchgear panels and equipment for consumer
substations, and shall include the following equipment:

- Two panels as specified to accommodate the required LV equipment

- Circuit breakers

- Contactors

- Current transformers

- Meters

- Capacitor banks

- Control relay and equipment

- Panel bus connections, secondary wiring and terminations

- All the necessary fittings, cable connections, accessories, spare parts and
special tools.

Note: For each indoor substation, two separate panels shall be delivering, one
for LV switchgear and other for capacitor bank.

2 GENERAL REQUIREMENTS
The equipment shall be of first class quality, suitable for indoor use and shall be
designed for continuous satisfactory operation, as continuity of supply is of prime
importance.

The design shall provide for all necessary precautions for the safety of operating and
maintenance personnel. All equipment shall operate satisfactorily under such
variations of load, voltage and short circuit or other conditions which may occur on
the system, provided that these variations are within the assigned ratings of the
equipment.

All the equipment shall be designed to obviate the risk of accidental short circuit, or
damage due to vermin. All ventilation openings must be suitably protected by wire
mesh or alternative means.

2.1 Ambient temperatures

The equipment are subjected to strong and frequent sand storms.


Adequate precautions must be taken to cater for this.

2.6 Condensation

Enclosed compartments shall have the interior surfaces treated with


approved materials to prevent condensation, and shall be adequately
ventilated.

The interior surfaces including contactor or relay coils shall be treated in an


approved manner to prevent mould growth. Such treatment shall in no way
interfere with the satisfactory operation of the equipment either electrically,
mechanically or thermally.

3 TECHNICAL SPECIFICATION
3.1 LV System Data.

3.2 Standards

Except where modified by this Specification, equipment and materials shall be in


accordance with the latest issue of IEC (International Electrotechnical Commission)
Standards. If relevant IEC Standards are not available in any case, then relevant
National Standards shall apply if available, and such National Standards shall be
proposed by the Contractor for approval. When IEC Standards or National
Standards are referred to, the edition shall be that current at the Date of Tender,
together with any amendments issued to that date.

3.3 Deviations

The Tenderer shall particularly mention in his tender under Schedule C, all
deviations of his offer from the Standards described in these documents.

Notwithstanding any descriptions, drawings or illustrations which may have been


submitted with the Tender, all details other than those shown in Schedule C,
‘Deviations from the Technical Specification’ and approved by the Ministry of
Electricity or its representative, shall be deemed to be in accordance with the
Specification and the standard specifications and codes referred to therein.

No departures from the Specification except those shown in the Schedule C,


‘Deviations from the Technical Specification’ and approved by the Ministry of
Electricity or its representative are to be made without the written approval of the
Ministry of Electricity or its representative.

4. SWITCHGEAR AND CAPACITOR BANK PANELS


4.1 General

The low voltage (LV) switchgear panels and capacitor bank panels are required to be
used in consumer substations connected to the LV side of an 11/0.416kV or
33/0.416kV transformer. The transformer 11/0.416kV rating will be 250kVA,
400kVA, 630kVA or 1000kVA, and the transformer 33/0.416kV rating will be 250kVA,
400kVA, 630kVA, 1000kVA, 1600kVA, 2000kVA. The transformer is not within the
scope of supply of this specification.

The panels shall comply with IEC 60439 and will accommodate low voltage power
distribution equipment including busbars, circuit breakers, capacitor banks, suitable
heavy duty contactors, relays, cables, metering equipment, control equipment etc.
This equipment will include electro-mechanical components.

The panels are to be of robust construction and shall be of the free standing indoor
type with floor fixing and ventilation louvers which shall be suitably protected by wire
mesh or alternative means.

The degree of protection shall be IP 54 for the panel and IP 34 for the ventilation
louvers.

The panels shall be fabricated of sheet steel of thickness not less than 2mm. The
fabricated panel shall be painted with two coats of zinc phosphate metal primer to a
dry thickness of at least 70 microns, and two further coats of enamel, epoxy or
polyurethane paint to a dry thickness of at least an additional 100 microns.
Alternative paint or protective coating specifications will be considered subject to the
approval of the Ministry of Electricity or its representative.

The final colour of the panel is to be green/grey, and the colour shade shall be
subject to the approval of the Ministry of Electricity or its representative.

Any synthetic materials used shall be suitable for the atmospheric conditions
specified, and shall be resistant to fire and the corrosive action of chemicals.

The panel shall be front access only with a lockable hinged access door which opens
a full 180 degrees. Facilities shall be provided for an earth connection to earth all
metal parts of the panel, and a flexible earth braid shall be provided between the
panel and metal access doors. The inner side of the door shall have a storing pocket
for wiring diagram.

The panel shall be including specific area for kWH meter inside the panel in a
position where they can be easily and clearly read through an acrylic glass window.
The meter window shall be U.V. resistant, unbreakable, transparent, minimum 2 mm
thick, heat resistant, non-hygroscopic insulating, Polycarbonate (Lexan 143-R). It
shall be fixed to the front on the panel door and replaceable from inside.

Note: The energy meter not in the scope of the tender.

4.2 Wiring

All panel wiring shall be of approved 600V stranded copper, with heat, moisture and
flame resistant insulation, conforming to IEC 60227. The insulation shall have a
glossy finish and shall be incapable of supporting combustion.

All panel wiring shall be ferruled and coloured for easy identification. It shall also be
neatly run and securely fixed in such a manner that wherever practicable, wiring can
be easily checked against diagrams.

Wherever practicable, wiring shall be accommodated on the sides of the cubicles


and the wires for each circuit shall be separately grouped. Back-of-panel wiring shall
be so arranged that access to the connecting stems of relays and other apparatus,
and to contacts of control and other switches, is not impeded.

Connections to apparatus mounted between points subject to relative movement


shall be made using flexible wires arranged so that they are subject to torsion rather
than bending.

All connection wires for energy meter shall be connected to terminal block.

5. L.V. SWITCHGEAR EQUIPMENT


5.1 General

The low voltage switchgear is to comprise of an incoming circuit supplying the


busbars, with current and voltage indication and a number of outgoing circuits, as
detailed in the schedule of materials. Metering equipment, relays, control and
indication equipment and cable termination requirements are also detailed in the
schedule of materials.

The switchgear shall incorporate the following:

5.2 Circuit Breaker

The circuit breaker shall be a 3-pole moulded case circuit breaker (MCCB), and shall
comply with IEC 60947. The rating shall be as specified in the Schedules. The
circuit breaker shall be designed with thermal or micro logic over current. The
operating mechanism shall be of the trip free type.

The protection shall comprise adjustable thermal and magnetic release for overload
and short circuit tripping with time delay or standard settings, and the thermal
elements shall have compensation for ambient temperature. The overload protection
shall be adjustable over the range of 80% to 100% of the full load rating. The
adjustment of the magnetic release shall be from 5 to 10 times the full load rating,
and the breaking capacity shall be as specified in the schedules.

Mechanical ‘ON’ and ’OFF’ indication is to be provided to indicate the circuit breaker
position, and provision is to be made for padlocking the circuit breaker and the door
of the circuit breaker compartment. The circuit breaker operating handle shall be
engaged when the circuit breaker compartment door is closed.

The circuit breaker shall include busbars suitable for the size of incoming and
outgoing cables connection.

Note: For transformers size (250, 400, 630, and 1000) kVA, the circuit breaker
shall be a moulded case circuit breaker (MCCB). For transformers size
(1600, and 2000) kVA, the circuit breaker shall be a moulded case circuit
breaker (MCCB) or Air circuit breaker.

5.3 Selectivity

The 11kV or 33kV side of the transformer is protected by means of HRC current
limiting fuses. The Tenderer must ensure that the protection settings of the circuit
breakers will make it possible to obtain selective tripping between the LV circuit
breaker and the fuses on the 11kV or 33kV side of the transformer. Selective
tripping must be maintained throughout the specified temperature range.

The successful Tenderer will be provided with the type, rating and the time/current
characteristics of the fuses on the 11kV or 33kV side of the transformer by the
Ministry of Electricity or its representative, in order to ensure selectivity of tripping.

5.4 Current Transformers

The current transformers (CT’s) shall comply with IEC 60044-1 and shall be Class
0.5, with ratios as specified in the equipment schedule. The rated burden shall be in
accordance with the requirements of the associated metering, indication and control
equipment.

The CT’s shall be on the incoming side of the LV circuit breaker.

A partition shall be provided between the incoming and outgoing circuits to ensure
adequate safety. This partition shall also be sealable in order to prevent any access
to the metering CT’s from the consumer’s side, and to prevent any tampering with
the meter and incoming metering connections.

5.5 Cable Terminations

The switchgear panels shall be suitable to accommodate the connection of the


required number and size of cables specified in the schedule of materials. Cable
glands, bimetallic connectors, bolts and all other necessary termination equipment
shall be supplied with the panel.

5.6 Power Factor Correction Equipment

5.6.1 General

This equipment is required to improve the power factor in factories or other


consumers’ premises where a large number of induction motors of different size are
in service.

The capacitor bank with all accessories (fuses, contactors, relays…etc.) shall be
placed in a separate panel and shall have a separate lockable door.

The capacitor units shall comply with the requirements of IEC 60831.

Each capacitor bank shall comprise of capacitor units of standard size and equal
rating, with suitable discharge devices.

Capacitor banks shall be designed to operate continuously at the specified terminal


voltage in an ambient temperature of up to 55°C.

Fuses shall be provided internally for the protection of individual capacitor elements
or groups of elements. The fuses shall not deteriorate when the unit capacitor is
subjected to the currents associated with the day-to-day operation of the capacitor
bank.

Capacitors with synthetic film dielectric are preferred.

Capacitor banks shall be supplied with shorting links and maintenance earthing
facilities.

The control gear shall consist of the following:

- A power factor control relay with a power factor setting range from 0.8 lagging
to unity (1.0), which controls the switching in and out of capacitors according
the set value of power factor.

Switching from step to step must be delayed in such a way that a capacitor
cannot be connected to the mains before it has been sufficiently discharged.

The burden of this relay must be such that it can be driven off the incoming
circuit CT’s.

- Heavy duty air break contactors of the AC-6b type and rated to suit the rating
of the capacitor bank including inrush / outrush current to and from other
capacitors.

- Protection shall be by means of cartridge HRC fuses rated to suit the rating of
the capacitor bank.

- A switch to control the power factor correction with ‘Manual - Off - Automatic’
selection. Facilities shall also be provided to manually control the power
factor correction contactors when selected to the ‘Manual’ position.

- A pilot light for each capacitor bank to indicate that it is in service.

5.6.2 Capacitor Bank Ratings

The capacitor bank rating shall be as follows for each consumer substation
transformer rating:

6 INSPECTION AND TESTING

6.1 General

The material shall be subject to inspection and tests by the Ministry of Electricity or
its representative at any time during manufacture in order to establish compliance
with the specified requirements. All testing and inspection shall be made at the
place of manufacture.

The dates of readiness for inspection and testing, access to site(s), delivery and
completion of the various sections of the Contract Works, shall be stated in the
Schedules.

6.2 Inspection

The manufacturers shall provide all inspection facilities for the said inspection and
testing. The inspector shall have the right of rejecting any portion of the material at
any time during manufacture if it does not meet with the requirements of this
specification in all particulars. The Inspector may oversee the packing and shipping
of all materials to be supplied.

Inspection of incoming goods and components, and subassembly testing, shall be


undertaken by the Contractor in accordance with the procedures set out in the
Contractor's own Quality Plan.

No inspection or lack of inspection or passing by the Ministry of Electricity or its


representative of work, equipment or materials, whether carried out or supplied by
the Contractor or sub-contractor, shall relieve the Contractor from his liability to
complete the Contract Works in accordance with the Contract or exonerate him from
any of his guarantees.

6.3 Testing

6.3.1 Approach to Testing

The Contractor shall carry out the tests stated in accordance with the conditions of
this Specification and, without extra charge, such additional tests as may be
reasonably required to confirm that the Contract Works under test comply with this
Specification whether in manufacturer's works, at the point of delivery or elsewhere.
Type tests may be omitted at the discretion of the Ministry of Electricity or its
representative if satisfactory evidence is given of such tests already made on
identical equipment.

The principle of testing shall be that, at stages throughout the work, formal tests shall
be performed and recorded against written test specifications, to provide a high level
of confidence to the Contractor and the Ministry of Electricity or its representative
that subsequent stages can proceed.

Tests shall be arranged to represent working conditions as closely as possible.

6.3.2 Test Equipment and Facilities

The Contractor shall provide all equipment and services required for testing,
including, but not limited to:

a) Laboratory test instruments

b) Special test equipment

c) Consumables

All test instruments shall be subject to routine inspection, testing and calibration by
the Contractor. All test instruments shall be subject to approval by the Ministry of
Electricity or its representative and, if required by the Ministry of Electricity or its
representative, shall be calibrated at the expense of the Contractor by an approved
standards laboratory prior to being used during the testing.

6.3.3 Conduct of the Tests

The Contractor shall conduct the tests in accordance with the approved test
procedures and shall enter the results in the result sheets.

For each test, the Ministry of Electricity or its representative will determine whether
the test has passed or failed. In general, the test will be considered to have failed if
either:

a) The result of the test is not in accordance with the expected result described
in the test procedure, or

b) The result of the test is in accordance with the expected result described in
the test procedure but some other unexpected or unexplained event occurred
which the Ministry of Electricity or its representative considers to be a fault.

Full use shall be made during the tests of operator manuals and other
documentation provided by the Contractor to prove the accuracy of a series of tests.
The Ministry of Electricity or its representative may refuse to allow the
commencement of the testing if this documentation is not available at the test site.

6.3.4 Failures

The Contractor shall correct all faults found during testing, and shall arrange for the
test to be repeated. The test shall only be repeated when the fault has been
remedied and the equipment demonstrated to function correctly.

Where remedial measures involve significant modifications that might, in the Ministry
of Electricity or its representative's opinion, affect the validity of earlier tests, then the
Contractor shall repeat the earlier tests and obtain satisfactory results before
repeating the test in which the fault was first identified.

The Ministry of Electricity or its representative shall have the right to order the repeat
or abandonment of any test in the event that results demonstrate that the equipment

is significantly non-compliant with the Contract requirements, without in any way


prejudicing his rights.

The Ministry of Electricity or its representative shall have the right to suspend any
test in the event that errors or failures have become unacceptable. The Ministry of
Electricity or its representative shall also have the right to suspend any test in the
event of a fault being detected by the Contractor but not reported to the Ministry of
Electricity or its representative within 24 hours. In this event, the suspension shall
remain in effect until reporting has been brought up to date to the satisfaction of the
Ministry of Electricity or its representative.

Any costs incurred by the Ministry of Electricity or its representative in connection


with inspection and re-testing as a result of a failure of the subject under test, or
damage during transport or delivery, shall be to the account of the Contractor.

6.3.5 Documentation

The Contractor or his sub-Contractors shall supply to the Ministry of Electricity or its
representative, as soon as practicable after works tests have been witnessed, the
original plus five copies of the relevant test certificates. These shall contain details
of each test performed as required by the Ministry of Electricity or its representative;
records, results and calculations of all electrical tests.

6.3.6 Tests at the Manufacturer’s Works

Tests at the manufacturer’s works shall comprise type tests and routine tests.

6.3.6.1 Type tests:

These tests are in general those detailed in the IEC Standards which pertain to the
equipment being tested. Type tests are to prove the general design of the
equipment and the manufacturer may submit certified copies of test certificates
issued by a Laboratory accredited by the Ministry of Electricity for type tests carried
out on identical equipment.

Notwithstanding any provision in an IEC Standard, the inspector shall have the right
to accept such certificates in lieu of the specified type test, or to reject them.

The type test prescribed shall be carried out at the Tenderer’s cost in all cases
where such certificates are not available, or are rejected.

The type tests shall be in accordance with the following Standards:

- IEC 60947 Low-voltage switchgear and controlgear.

- IEC 60439 Low voltage switchgear and controlgear assemblies.

- IEC 60044 Instrument transformers.

- IEC 62052-11 Electricity Metering Equipment.

- IEC 60051 Direct indicating analogue electrical measuring instruments


and their accessories.

- IEC 60831 Shunt Power Capacitors of the self-healing type for A.C.
systems having a rated voltage up to and including 1kV.

6.3.6.2 Routine Tests:

Routine tests shall be carried out on the following in accordance with the latest issue
of the relevant IEC Standards:

6.3.6.2.1 L.V. Switchgear Panel

The switchgear panel shall be subjected to all routine tests specified in IEC 60439.

6.3.6.2.2 L.V. Switchgear

Each circuit breaker and contactor switch shall be subjected to all routine tests
specified in the relevant sections of IEC 60947.

6.3.6.2.3 Current Transformers

Each current transformer shall be subjected to all routine tests specified in IEC
60044-1.

6.3.6.2.4 Capacitor Bank

The capacitors shall be subjected to all routine tests specified in IEC 60831.

6.3.6.2.5 Instruments and Meters

Instruments and meters shall be subjected to the routine tests specified in IEC 60051
as applicable.

7 DRAWINGS, INSTRUCTION MANUALS AND DOCUMENTATION

7.1 Documentation with Tender

Three copies in English of the following documentation shall be submitted with the
tender for each type of substation.

a) Technical literature giving a full description and details of the switchgear and
other equipment offered.

b) Outline and dimension drawings showing the front, side, and top elevation of
the switch panel and equipment.

c) Catalogues, technical literature and reference lists of the circuit breakers,


contactors, switches, capacitors, and all other proposed equipment.

d) Type test certificates for the equipment from an independent testing authority,
or independently witnessed.

e) Quality Management System Manual and ISO Certificates of the equipment


manufacturer(s).

The attached schedules of the origin of the equipment, guaranteed technical


specifications, deviations from the specification, and spare parts, are to be filled in by
the Tenderer.

Tenders which do not comply with the above requirements and incomplete tenders
are liable to be rejected.

7.2 Contract Documentation

The documents are to be submitted by the successful Tenderer in the English


language.

Three copies of the order and the following documents shall be provided within two
months of the date of the order for discussion, leading to approval.

 Time schedule of all activities including shipping dates.

 Floor fixing requirement details.

 Installation drawings.

 Outline drawings and sectional elevations.

 General arrangement and schematic diagram of all equipment.

 Control circuit schematic drawings.

 A schedule of recommended spare parts sufficient for 5 years of normal


operation.

NOTE: It must be noted that all drawings are subject to approval by the Ministry of
Electricity or its representative before manufacturing commences.

8 PACKING

The Contractor shall pack or protect the goods in the most appropriate manner.

The Contractor shall be responsible for any loss or damage arising from careless
packing or protection up to the place of final destination. After completion of the
inspection and tests at the factory, each item shall be packed for export shipment, as
applicable.

All parts provided for transport and shipping purposes only, and which are to be
removed at the time of erection, shall be conspicuously tagged.

The method of packing shall be such as to protect all of the items against corrosion
or dampness, and shall afford adequate protection against breakage or other
damage or loss due to breakage of cases or crates, from the time the item leaves the
factory until finally delivered. During this time the apparatus will travel by rail, by sea
voyage, and by rail or truck to the delivery destination. The apparatus will also
undoubtedly stand on wharves and in the open during and in between periods of
transportation and will thereby be exposed to heavy rains, hot sun, humid climate
and sudden changes of temperature.

Owing to the numerous handling operations, the containers must be very strong.
Also, extra ordinary care must be given to the packing of the equipment to prevent
damage in general. Particular attention must be given to the packing of items which
include insulation materials, to prevent damage due to moisture from external
sources or from excessive condensation within the packing cases, crates or
containers.

9 SPARE PARTS

In addition to the spare parts listed under clause 10.7, the Contractor shall list details
of recommended spare parts together with their individual prices. This list shall
include essential replacement parts to cover the event of a break-down which would
affect the availability or safety of the plant.

The contract shall include the supply of spare parts with a value of 10% of the total
contract cost. The Ministry of Electricity may choose items as required

All spare parts, equipment and tools shall be subject to the same specification, tests
and conditions as similar material supplied under the definite work section of the
Contract. They shall be strictly interchangeable and suitable for use in place of the
corresponding parts supplied with the plant, and must be suitably marked and
numbered for identification and prepared for storage by greasing or painting to
prevent deterioration.

All spare apparatus or materials containing electrical insulation shall be packed and
delivered in cases suitable for storing such parts or material over a period of years
without deterioration. The cases shall have lists detailing the contents affixed to both
the underside and topside of the lids. The cases will remain the property of the
Ministry of Electricity.

10 SCHEDULE OF MATERIALS

The switchgear panels shall comprise of the following items:

10.1 Panels for 250kVA Transformers

L.V. equipment for 250kVA transformer rating is as follows:

- One circuit breaker rated at 400A in an ambient temperature of 55 °C.

- Three 400/5 CT’s class 0.5, for metering, indication and control.

mm2 copper PVC cables.

- Cable termination facilities for the outgoing switchgear including glands,


connectors and all accessories required for the termination of a three-phase
and neutral set of copper, of sizes up to 4(1x185)mm2.

10.2 Panels for 400kVA Transformers

L.V. equipment for 400kVA transformer rating is as follows:

- One circuit breaker rated at 600A in an ambient temperature of 55 °C.

- Three 600/5 CT’s class 0.5, for metering, indication and control.

- Three ammeters with instantaneous and 15 minute maximum demand


indication 0-600A.

- One voltmeter on incoming side of circuit breaker with selector switch.

- One test terminal block with fuses which shall all have sealing facilities.
