1974
➢ Introduction:
“An Act to provide for the prevention
and control of water pollution and the
maintaining or restoring of wholesomeness of
water, for the establishment, with a view to
carrying out the purposes of boards for the
prevention and control of water pollution, for
conferring on and assigning to such with board
powers and functions relating there to and for
matters connected there with”.
-Act 6 of 1974

➢ Features of act:
• It make provision for the prevention
and control on water pollution in
the country.
• It aims at establishing legal regime
For maintaining and restoring
Wholesomeness of water.

• It also provides for establishment of


Central and state pollution control
Board.(CPCB and SPCB).

• It also make provision for fund,


budget ,accounts and audit for
Central and state pollution board.

• It also confers them with powers


and functions to control pollution.

• It also provides for penalties for


Contravention of the provisions
Of water act.
➢ Implementation:
• For the implementation of the act
Govt formed 3 statutory bodies:

• Central pollution control board


• State pollution control board
• Pollution control committee

• It applies in the first instance to the


whole of the states of Assam, Gujarat,
Haryana, Himachal Pradesh, Jammu and
Kashmir, Karnataka, Kerala, Madhya
Pradesh, Rajasthan and West Bengal
and the Union Territories.
➢ Central pollution
Control board (CPCB)

• It is one of the main statutory


organization formed by govt at
Central level for prevention and
control of pollution.
➢ Objectives of CPCB:
• It Advises the central government in
matters related to water pollution.

• It helps and provide guidance to all


State pollution control board.

• It organizes training and awareness


programs for prevention and control
of Pollution at different places.

• It also lay down waste disposal


Technique and also stet standard for
water quality.

➢ State pollution
control board( SPCB)
• Every state has its own SPCB
which perform similar function like
of CPCB under its guidance.

➢ Objectives of SPCB:
• It advises state government
regarding pollution issue and
suggest effective methods for
trade disposal.

• It has the power to take samples


from any stream , pond or trade
effluents under the legal
procedures as mentioned in act.
• It provides consent to industry
after checking all technical details
. All industries need its permission
before working.

➢ Major programs:.

❖ National Water Quality


Monitoring program

• In this program CPCB in accordance


With SPCB monitor quality of water
Bodies at 2500 location across the
Country.
• CPCB in 2008 identified 150 polluted
river stretches which increased to 302
in 2015. The rivers stretches are
polluted mainly due to discharge of
untreated sewage and industry waste
• It installed online effluent monitoring
system to check the discharge of
industry effluent directly into water
bodies.

• Starting of National Lake


Conservation Plan (NLCP) and
National Wetland Conservation
Programme (NWCP) for conservation
and management of identified lakes
and wetlands in the country which
later on merged into an integrated
scheme of National Plan for
Conservation of Aquatic Eco-systems
(NPCA) for their conservation and
lake beautification and spreading
awareness .
❖ River action plan

• CPCB identified polluted water bodies


and formulate plans for restoration of
water bodies.

• Based on this , Ganga action plan


(GAP) was formed in 1986 to restore
Ganga by treatment of industry
waste from city located along river.
• Later this plan was extended to other
rivers and lakes. Most famous of
which is Yamuna action plan.(YAP)
which address pollution problem in
Yamuna

❖ Ganga action plan

It was started in 1984 ,for


immediate reduction in pollution in
river Ganga, it was a 100% centre
funded scheme. Central Ganga
authority (CGA) was constituted my
government to form policies and
programs for the plan , in present
authority is known as National River
Conservation Authority(NRCA) under
chairmanship of prime minister. CPCB
keep a regular check on the water
quality of Ganga river.

❖ Yamuna action plan

It was a bilateral project between


India and Japan started in 1993.Japan
provided financial aid of ¥17.7 billion.
This project address the problem of
pollution in Yamuna by increasing
sewage treatment facility. It is the
main project under National river
conservation plan. Its phase 1 lasted
from 1993-2003. Its second phase
started from 2003 in which old sewer
treatment plant renovated and their
capacity was expanded and water
quality was checked.

❖ Global environment
monitoring system (GEMS)

GEMS introduce in 1975 United


nation conference on human
environment. One of the main project
under it was checking water quality in
different countries for shaping future
water quality policy. In India this task
is done by CPCB by contributing data
from all over India with the help of
SPCB . This project help in better
understanding and protecting the
earth’s environment.

➢ Impact of water act


on environment :

Water( prevention and control of


pollution) act 1974, has helped in
improving water quality of ponds ,
reservoirs, rivers and other water bodies
It helped in regeneration of marine
ecosystems like revival of dolphins in
Ganga river. This act provides powers to
organisation like CPCB ,SPCB which
help in countering air , water and noise
pollution problems . Under it many plans
were Started to deal with different
problems.
So , in conclusion we can say
that this act has played a vital role in
improving water quality over the past 46
years and giving us vital organization for
dealing with pollution problems.
