    NOTICE OF BID DISQUALIFICATION

    Sir:

    Good day.

    We regret to inform you that your motion for reconsideration regarding the disqualification of your
    company in the bidding for Improvement of Potable Water System at Bobonaon, Mainit, Surigao del
    Norte is DENIED.

    It can be recalled that during the Opening of Bidding last March 18, 2021, it was found out during
    eligibility screening that the computation of your NFCC is incorrect. Based on this ground, we
    disqualify your bid based on the non-discretionary “pass/fail” criterion under Section 30.1 of the 2016
    IRR.

    On March 19, 2021, we received your motion for reconsideration in which you disclosed that your bid
    price is considerably lower than that of the other who submitted their bid. Even if this is the case, we
    cannot confirm this claim because we did not anymore open your financial documents. Having failed
    the non-discretionary “pass/fail” criteria of your technical documents (first envelope) is a ground for not
    opening your submitted financial documents (second envelope).

    We hope that you understand our reason for disqualifying your company. We would like also to urge
    you to double-check the papers which you will submit to any Bids and Awards Committee so that the
    same mistake will not happen again.

    We are hoping that you will signify your bid with us in our other future projects. Thank you.
