Prelude

Sher-e-Kashmir University of Agricultural Sciences & Technology (SKUAST) was


established with headquarter at Shalimar in August, 1982 through an Act of erstwhile
Jammu & Kashmir State Legislature with the erstwhile State of Jammu and Kashmir as
its jurisdiction. However, an amendment in Sher-e-Kashmir University of Agricultural
Sciences and Technology Act 1982 was promulgated through SRO-408 dated 20-09-
1999, wherein SKUAST was bifurcated in SKUAST-Jammu & SKUAST-Kashmir with
restriction of the territorial jurisdiction to Jammu and Kashmir provinces, respectively.
SKUAST-Kashmir is a multi-campus institution with headquarter at Shalimar, Srinagar.
Various academic programmes of the University are offered at its 06 campuses viz.
Shalimar, Shuhama, Wadura, Rangil, Benehama & Mirgund. Almost all the degree
programmes offered by the University at Graduate, Master’s and Doctoral levels are
accredited by Accreditation Board of Indian Council of Agricultural Research, New
Delhi.
The University has excellent infrastructure and facilities for carrying out its basic
mandates of teaching, research and extension education in Agriculture and allied
sciences. These basic mandates of the University are being achieved by location- and
mandate- specific 05 different Subject Matter Faculties, 02 Constituent Colleges, 26
Research Stations/Centres/Institutes, 13 Krishi Vigyan Kendras and 01 Extension
Training Centre located across mountain (Temperate & Cold-Arid) Agro-ecosystems in
different districts of Kashmir and Ladakh Divisions . The University supports student
learning, development and achievement by providing tools and opportunities for their
educational and professional growth. The University is emerging as a Centre of
Excellence in Academic and Research arenas for capacity building in Agriculture &
allied sectors. At present SKUAST-Kashmir is ranked among first 10
Agricultural/Veterinary/Horticultural Universities of the Country.

seeking admission to Ph.D degree programmes of the University. It is neither an
exhaustive nor a statutory document. The information contained herein is believed to be

statutory/administrative provisions applicable at a particular point of time on various
aspects viz., system of education, residence in the University, hostels, award of
scholarships, stipends, fellowships, medals, certificates of merit, conduct in the
University premises etc. Admission to the University academic programmes implies
acceptance of all provisions given in the University Act, Statutes, Regulations and
admission policy and changes that are made from time to time therein.

Though every effort and care is taken to adhere to the instructions and schedule
of dates etc, the University shall not be responsible for any inconvenience, losses or ill
consequences arising out of any deviation that might get necessitated under certain
unavoidable and compelling circumstances.

Jurisdiction
All disputes pertaining to admission in the University shall fall within the jurisdiction of
Hon’ble High Court of Jammu and Kashmir only.

Right to petition
No representation/petition against the selection shall be entertained after the lapse of one
month from the date of declaration of selection list.

GUIDELINES/INSTRUCTIONS FOR APPLICATION / SELECTION/
ADMISSION PROCEDURE TO Ph.D DEGREE PROGRAMME – 2021

 The Test Centre for Entrance Test shall be at Main Campus, Shalimar, Srinagar

2. ELIGIBILITY REQUIREMENTS

 Master’s Degree in the concerned/related subject with minimum OGPA of 6.50


on 10.00 scale or 65% marks from an Institute/University recognized by the
ICAR/UGC. The related subjects shall be considered only for few indicated
disciplines (given in section 08)
 Bachelors Degree in 10+2+4 & 5+ system.

3. ADMISSION PROCEDURE AND DETERMINATION OF MERIT

The candidates fulfilling the eligibility criteria will have to appear in the University
Entrance Test (UET) comprising of 120 multiple choice objective questions to be
attempted in 2 hours for 90 marks. The selection will be purely based on the marks
secured in the University Entrance Test followed by Research Aptitude Assessment
(RAA) for 10 marks and accordingly a merit list will be drawn. All the selections
made by the University to the programme shall be provisional till final determination
of eligibility of the candidates by the University authorities. In case there is a tie in
the merit (UET plus RAA) of candidates, the candidate having higher marks /OGPA

at Master’s level shall be placed at higher rank. However, in case there is again a tie
in the Marks/OGPA at the Master’s level, the candidate with higher Marks /OGPA at
graduation level shall be placed higher in the rank. Any subsequent vacancy caused
by whatsoever reason in any category shall be filled from the wait listed candidates.
The University shall have the right to review and amend the provisional selection in
case of any bonafide error, lapse or mistake that is brought in its notice . Seeking
admission on the basis of false identity, misrepresentation or by submitting false
certificates/ documents or suppression of any material fact is unlawful and will result
in cancellation of admission. Mere appearance in the written test and figuring in the
selection list does not confer any right to admission of the candidate if he/she is
otherwise not found eligible on detection of an error/ mistake/ fraud/
misrepresentation/ impersonation etc.

4. ADMIT CARD
Auto generated photo Admit Cards depicting Roll No, name of Centre of
Examination, date and timing of the test shall be issued only for those candidates
who fulfill the admission requirements for the programme, to which they have
applied. The Admit Card can be downloaded from the University web site
www.skuastkashmir.ac.in . No admit card shall be sent by post. If any candidate is
not able to download his/her admit card , he/she may contact office of the Controller
of Examinations, SKUAST- Kashmir, Shalimar, Srinagr-190025 (0194-2463998) 02
days before the date of examination.

5. DECLARATION OF RESULT
The University shall make available the answer key of written test on its website
after examination. In case any candidate seeks clarification about any question in the
Key, he/she must report to Controller of Examinations with valid documents within
02 days of the display of Answer Key. No intimation, whatsoever about non-
selection will be sent individually and no correspondence in this regard shall be
entertained. The result will, however, be available in the office of the
Registrar/Controller of Examinations, SKUAST-Kashmir, Shalimar, Srinagar-
190025 and on University website, www.skuastkashmir.ac.in

6. GENERAL INSTRUCTIONS FOR UNIVERSITY ENTRANCE TEST


i. The candidates seeking admission in SKUAST-K through University
Entrance Test (UET) are advised to:
a) read the Information Brochure carefully and acquaint themselves with all the
requirements, rules and regulations,
b) satisfy themselves about the eligibility criteria prescribed for appearing in the
entrance examination, and
c) write complete address with Postal Pin Code, Telephone No., Cell No, e-mail
address in the application form.

ii. All eligible applicants under all categories have to appear in entrance test for
admission to Ph.D degree programme. Candidates with JRF/SRF are
however, exempted from appearing in University Entrance Test and will be
admitted against supernumerary seat up to the extent of 01 seat in each
discipline. However, they are advised to apply for the admission and shall be
required to appear before the Admission Committee for Research Aptitude
Assessment (RAA).
iii. Selection of the candidates in all the categories shall be subject to
production of all relevant certificates in original by the candidates and the
verification by the University. The selection made by SKUAST-Kashmir to a
course shall be provisional till final determination of eligibility of the
candidates.
iv. The University shall have the right to review and ammend the provisional
selection list at any time, notwithstanding the fact that the selected candidate
might have completed his/ her admission requirements and procedures .
v. Since University is neither an appellate authority nor an investigating agency,
the complaints against certificates, including those of reserved categories, will
not be entertained. Responsibility for submission of complete and authentic
documents by the prescribed date shall lie with the candidate. Non-
submission of documents by the due date or non-production of original
documents at the time of Research Aptitude Assessment shall make a
candidate ineligible for admission.
vi. The candidates applying for admission, if found eligible, will be required to
appear in the University Entrance Test at their own expenses. No candidate
will be allowed to sit in the University Entrance Test without a valid admit
card issued by the University.
vii. Entrance Examination will start at 11:00 AM sharp and will be of 02 hours
duration. The candidates must reach the Centre of Examination one hour
before the start of examination.
viii. Candidates arriving late by more than half an hour after start of examination
will not be permitted to appear in the test.
ix. It is expected that the candidates shall behave responsibly while appearing in
the entrance examination and shall not adopt any unfair/ fraudulent/
mischievous means/act of impersonation. In case a candidate is found
resorting to such acts, he/she shall be debarred permanently from appearing
in the current entrance examination and in future as well.
x. Calculator, log tables, pager, note book or written notes, pamphlets, slide
rules, protractors, rulers, highlighters dictionary etc. will not be allowed inside
the Examination Hall.
xi. Cell phones, smart watches, wireless head phone etc will not be allowed
inside the examination hall. The candidates will themselves be responsible for
safekeeping of their cell phone etc. outside examination hall.

xii. Any candidate who creates disturbance of any kind during the test or
otherwise misbehaves in or around the Examination Centre or changes his/her
seat with any candidate will be expelled from the Hall and disqualified from
the test.
xiii. Any candidate having in his/her possession or accessible to him/her
papers/books or notes which may possibly be for providing assistance, or
copying from any paper/book or note or allowing any other candidate to copy
from his/her answer sheet or found writing on any other paper, or using or
attempting to use any other unfair means shall be disqualified for the Test.
xiv. The decision of the Centre Superintendent/Coordinator/Controller of
Examinations to expel a candidate from the examination centre shall be final.
xv. If a candidate puts any identification mark on the answer sheet, the same shall
be cancelled. The decision of the Centre Superintendent/ Coordinator/
Controller of Examinations in this regard will be final.
xvi. If impersonation in the Entrance Test is detected, the candidature will be
cancelled and a case will be registered against the candidate.
xvii. Candidates must bring alongwith Admit card issued by the University for
appearing in the test and also two black colour ball point pens

7. FEE STRUCTURE (SPRING-2021)

i. Normal fee including refundable for open Merit/ in-


service category without Hostel charges. (For 1st
Rs. 20,150/-
semester)

ii. Self Finance category without Hostel charges (For each


Semester) in addition to normal fee (given at (i) above).
Rs. 30,000/-

iii. NRI-NRIs/Other states-Union Territories (Other than


J&K & Ladakh)/ Foreign National
a) Normal Fee including refundable Rs. 30,600/Year
(For 1st Year)
b) Self Finance Fee (For each Year) Rs. 1,00,000/Year

iv. Hostel Charges including refundables Rs. 11,250/Semester


(Double Seater without Mess) Rs. 16,500/Year

9. INSTRUCTIONS FOR NRI/NRI SPONSORED CANDIDATES
The NRI/NRIS candidates shall have to submit proof of NRI status (original) and an
Affidavit as per the prescribed format to certify the Sponsorship at the time of RAA /
Counselling .
a) Any of the following documents shall be considered as a proof of NRI-NRIs status:
i) NRI candidates
 Attested copies of Resident Card/ Green Card/ Employment Card issued by Competent
Authority of the country of residence of the employer.
 Attested copy of Immigration/employment visa entry on the passport along with details
of passport.
 Certificate of residence attested by the Indian Embassy/High Commission in that
country where NRI is residing.
 Attested photocopy of the latest income tax assessment either in India or the country of
employment filled in the status of Non Resident Indian

ii) NRI Sponsored candidates:


 Attested copies of Resident Card/ Green Card/ Employment Card issued by the
employer of sponsorer.
 Attested copy of Immigration/employment visa entry on the passport along with details
of passport of sponsorer.
 Certificate of residence attested by the Indian Embassy/High Commission in that
country where sponsorer is residing.
 Attested photocopy of the latest income tax assessment either in India or the country of
employment filled in the status of sponsor Non Resident Indian
iii) The NRI sponsored candidates shall have to produce Certificate of sponsorship in
original from sponsorer NRI on the prescribed format only duly attested by
solicitor/legal authority in the country of NRI’s residence at the time of
RAA/counselling, failing which the candidate will forfeit the claim for admission.
Photocopy or scanned copy of the certificate will not be considered
b) In addition to a) above, the NRI/NRI sponsored candidates shall have to also submit the
following documents in original at the time of RAA/counselling:
i. Date of birth certificate (Matriculation certificate)
ii. Marks certificate of qualifying examination
No under process certificate shall be entertained at the time of RAA /counseling.
c) The NRI candidates shall submit copy of their qualifying examination and marks sheet
duly verified and certified by Indian Embassy/High Commission in the country of their
residence, stating that such examination is equivalent to University prescribed
qualifying examination of Indian Boards/Universities.
d) The format of affidavit to certify sponsorship by NRI-NRIs be sworn/attested by the
Solicitor in the country of NRI’s-NRIs residence on or before the expiry of last date of
submission of online application form.
