The Ship Energy Efficiency Management Plan (SEEMP) Part I is intended to assist the industry in managing the
environmental performance of ships
Guidance for the Development of a SEEMP recognizes that operational efficiencies will make an invaluable contribution to
reducing global carbon emissions.
Its main purpose is to establish a mechanism to improve the energy efficiency of a ship's operation.
The SEEMP is to be customized to characteristics and needs of individual companies and ships.
The IMO fuel oil consumption data collection system (IMO DCS) will come into force on 1 March 2018. The IMO recently
finalised guidance to assist with the implementation of the regulation.
Here is a summary of the MARPOL Annex VI amendments adopted in 2016 (see Resolution MEPC.278(70)), along with
existing and new guidelines to address these:
Ships of 5,000 GT and above engaged in international shipping will be required, from 2020 onwards, to submit to
their Flag Administration or a Recognised Organisation (RO) nominated by the Flag (usually the ship’s
Classification Society) annual reports on fuel oil consumption data for the previous calendar year (e.g. 2019 data),
using a methodology to be described and included in the Ship Energy Efficiency Management Plan (SEEMP Part II
needed on or before 31 Dec 2018).

2016 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP).
Upon the verification of the submitted data, the Flag Administration or RO will issue to the ship a Statement of
Compliance related to fuel oil consumption.
Resolution MEPC.292(71) on
Flag Administrations will submit aggregate data to the IMO, which will maintain an anonymised IMO Ship Fuel Oil
Consumption Database and an annual report will be published.
Ships flying the flag of a non-Party State to MARPOL Annex VI will still be required to demonstrate compliance with these
requirements.
Owners and operators should start considering the means for collecting the fuel oil consumption data that is most
appropriate for each ship and update the SEEMPs of their ships to reflect this process. Following this, they should submit
each SEEMP Part II to for approval to the delegated RO, as soon as possible.
Why
Regulating authorities worldwide have become more concerned about the global carbon emissions.
Although shipping has a very robust track‐record as the most energy efficient mode of transport, owing to its
bulk transportation nature, there is an increased scrutiny on the shipping industry to reduce its GHG emissions.
It has been widely recognized that if efficiency of ship operations were improved, then carbon emissions could
be reduced significantly.
The purpose of introducing SEEMP is to assist Ship Owners to use it as an energy management tool in managing
energy efficiency of their ships.
What
A Ship Energy Efficiency Management Plan (SEEMP), is a ship‐specific document containing energy efficiency
improvement measures identified by the Ship Owner, to be kept onboard each ship.
A Ship Energy Efficiency Management Plan (SEEMP), being introduced as an operational measure, is a tool for
monitoring ship and fleet energy efficiency performance over time and improving it with a PDCA (Plan‐Do‐Check‐Act)
cycle.
It encourages the ship‐owner, to incorporate new technologies and adopt best management practices to ensure an
energy efficient ship operation.
How
The SEEMP approach seeks to improve a ship’s energy efficiency through four steps:
Planning,
Implementation,
Monitoring,
Self‐evaluation and Improvement.
When
SEEMP is to be available onboard during the first renewal or intermediate survey on or after 1st January 2013
And is mandatory for all ships of 400 GT and above
