2 Eleventh Malaysia Plan (11th MP)

On May 21, 2015, The 11th Malaysia Plan was tabled at House of representatives  by
Prime Minister of Malaysia which is Datuk Seri Najib Tun Razak .The eleventh Malaysia plan is
based on theme ‘Anchoring Growth On People’ and the government has defined a six strategic
thrust to help Malaysia stay ahead of the challenges and opportunities of the fast changing global
and political landscape and these thrust was aim to comprehensively address the end to end
needs of the peoples and the nation .Innovation and productivity are basic pillars for the plan
which is based on six strategic thrusts:

1.Enhancing inclusiveness towards an equitable society.

2.Improving wellbeing for all.

3.Accelerating human capital development for an advanced nation.

4.Pursuing green growth for sustainability and resilience.

5.Strengthening infrastructure to support economic expansion

6.Re-engineering economic growth for greater prosperity.

The Eleventh Plan is a key next step on our path to becoming a more advanced,
inclusive, and sustainable nation. Despite facing headwinds from a worldwide economic
recession over the last five years, Malaysia's economy has performed exceptionally well, with
GDP growth among the fastest in the region .The Eleventh Malaysia Plan, which runs from 2016
to 2020, it is the final five year plan on the road to achieving Vision 2020. Malaysia's Vision
2020, which was launched in 1991,it is aims to be a fully developed country in all aspects by
2020, including economy, politics, social, spiritual, psychological, and cultural development.

The development of the 11th Malaysia Plan is guided or based on Malaysia's National
Development Strategy (MyNDS), which emphasizes the development of a people and a capital
which is based on economy through the implementation of high impact initiatives .The capital
economy is regarding Gross Domestic Product(GDP) growth ,business ,investment project and
also financial markets but for the people economy is concerned with that matters most to the
people which is includes jobs ,business ,cost of living ,family , well being and social inclusion.

The Eleventh Plan, bolstered by the achievements of the previous half decade, confirms
the government's commitment to a vision of progress centred on the wealth and well being of the
Malaysian . The Eleventh Plan is based on a progressive and united Bangsa Malaysia, which is
dedicated to making Malaysia a better place for all Malaysians and shares a common
commitment towards building a better Malaysia for all Malaysians.

For that reasons , the Eleventh Plan is a strategic or tactical plan that paves the way for
Malaysia to deliver the future that the Malaysian desires and deserves .It is represents the
government commitment to fulfilling the aspiration of the people .With the six strategic thrust
and six changers its will transform ideas into reality and address in the concert goals set out in
Vision 2020 as catapult Malaysia towards the end state of being an advanced economy and
inclusive nation. The Eleventh Plan will make a difference since it has precise tactics and
programs tied to specified outcomes in order to boost productivity and turn innovation into
wealth. Productivity and innovation will provide the foundation for long-term economic growth,
new economic opportunities, and the Malaysian continuous well-being and prosperity.
2.2.2 Aim and Objective

Peoples are at the centrepiece of the Eleventh Plan's development objectives. The
people's economy will be prioritized , confirming the government's resolve to further develop the
people by enriching their lives, providing dignity, and enhancing their potential to share in the
wealth created .All segments of society must benefit from the country economic prosperity in
order to create an advanced economy and inclusive nation by 2020.The goal is nothing less than
for all Malaysians will get more better quality of life .

Objective of eleventh Malaysia plan is to strengthening inclusive into the right people
which is where it strives for a future that is built on sound macroeconomic policy, inclusiveness
so that no Malaysian is left behind. It is also to increasing prosperity which is focus to lifting the
economic opportunities and participate of B40 household.

The eleventh Malaysia Plan was different from the Plan five years before .The eleventh
Malaysia Plan has been prepared over a period of 18 months with involvement of all
stakeholders from various walks of life society .The eleventh Malaysia Plan is the final plan to
achieve vision 2020 and provides a foundation for the development of the time front of the
country.

Prioritize actions ,the eleventh Malaysia Plan is focused implementation with strategy
,initiatives and outcomes clear .This plan will significantly change the way we word and speed
up the National development .Nothing which is ineffective will repealed ,anything that high
impact will enhanced and accelerated its implementation.

People centered ,the eleventh Malaysia Plan will improve of the access to education ,
health and housing for all walks of life communities in every corner of the country and bridging
the income gap for creating a more equitable society .It is also not just a plan five year
development ,even provide foundation of post 2020 development .This perspective based on the
voice of Malaysians ,especially the youth which is our leader in the future .

Next is build a city that able to compete on global ranking . They will continue
development in four main city which is Kuala Lumpur ,Johor Bahru ,Kuching and Kota Kinabalu
to stimulate economic growth and increase livability .Residents will benefit from the housing
development that quality and affordable ,open space and green , system public transport that
adequate and efficient as well as opportunities economy of existence based clusters knowledge.
It is to strengthening infrastructure to support economic growth and this plan focuses on
infrastructure development that will have a high impact in achieving a developed nation status.

Malaysia will develop sustainably ,conventional construction model “grow first ,clean up
later “ is an unsustainable model of development .Growth green will ensure minimal impact on
the environment and conservation of natural resources .They will make significant changes to
policy making ,institutional regulation ,responsibility sharing and community assessment of
environment .People will change their lifestyle to be more energy efficient .Households and
industries will encouraged to reduce consumption energy at peak times through demand practices
energy management such as energy labeling .People will have many public transportation
options which is better ,in line with transition to energy efficient vehicles .Percentage of energy
can new in the mix will be increased .

Four of these six thrust are some of the critical to the development of an advanced
economy ,What they aim is to unlock productivity for accelerated sectoral growth ,unleash
innovation to generate new sources of revenue ,harness TVET for the transition to a higher
skilled workforce and development cities as a source of competitiveness .It is to ensure all of the
Malaysians are able to participate in and get benefit from this growth ,the government will raise
the income and wellbeing of the b40 households . Finally, the government will pursue green
growth in order to transform the sustainability paradigm away from a restricted focus on natural
assets and toward consumption and production processes in all sectors and families.
