On the 8th of JULY 2021 we carried out inspection tour to Egbin power plant Boiler 3 to ascertain the level of works
to be carried out, from this inspection, as listed below about 142 valves of various sizes are welded type and the
rest 67 Valves are with RF flanges, in our discoveries majority of the valves are Lagged with POP insulation
materials as they are installed in superheated areas.
Majority cannot be accessed easily without the use of scaffold due to the area they were installed.
Majority of the valves are to be serviced and overhauled insitu, only few can be removed from installed areas.
These valves are of various types, kinds and sizes with their various installed capacities namely:

3.2 PROCEDURE
TIMPROXY shall use the right tools and equipment in carryout the job for effectiveness; accuracy and put
the right skill in place in order to ensure that the instrument worked upon maintain high integrity and are
sensitive to variable and signals.
Ensure no pressure traps on any instrument lines or vessel.
Isolate all instruments properly by closing all necessary isolating valve and opening if necessary, all drain
valves with the client directing.
Isolate all power and signal input to all field instrument.
Dismantle instruments from position, with a masking tape tag instrument position and the said
instrument properly.
Instrument handling and transportation of valves to workshop shall be carried out with high degree of
precaution and carefulness.
In the work shop valves shall be arranged possibly in types/ makes properly.
Before opening up any valve re-carryout physical checks in order to ascertain level of damage.
Carryout functional checks on every valve, note their response time, associated error etc.
Effect necessary repairs following up set standard as requested by the instruction manual.
Calibrate instruments.
Provide calibration certificate and data sheet for records

This procedure shall be carried out before and after valve servicing or repairs, to ascertain the condition of the
valve before repairs is carried out, the valve is set up for pressure testing, when repairs is concluded the valve will
also be pressure tested and certified
Piping systems shall be pressure tested prior to their being placed in service. It is also required for pipeline to be
pressure tested before re-installing the repaired valves.
Valve shell testing shall be done at a pressure up to 1.5 times the rated working pressure of the valves.
Valve seat testing shall be done at pressures up to 1.1 times the rated working pressure of the valves.
The pressure test medium will be eliminated from the system after pressure testing has been completed as Water
that is allowed to remain trapped inside valves can freeze.
This can damage the valves and associated pipe due to corrosion.

3. MOV’s Remove all installed motors from the valve yoke

4.0 OBLIGATIONS
Client Shall:
Provide all necessary support that will enable TIMPROXY mobilize to field as the need may be required by
TIMPROXY.
Guide TIMPROXY on arrival to location as regards to where to use as field workshop, accommodation and

Provide detailed schedule for the job, mobilization and demobilization of Equipment and personnel.
Provide complete documentation as required by contract with respect to manpower, equipment.
Provide detailed engineering for the job to be carried out
Obtain Engineer or Engineer’s representative’s approval of design calculations; drawings, specifications and
procedures before work commence.
Provide qualified personnel and appropriate supervision to carry out the Works in a professional manner and
according to the agreed schedule.
Provide fully qualified inspection and testing services to perform all inspections and tests as required by the
applicable Codes and Standards as the job demands.
A test certificate shall be issued for each test/inspection specified. Provision shall be made for witnessing of
such inspections by the Engineer’s representative or any duly authorized Agent.
Practice full compliance with client’s safety regulations.
Perform the Works in a safe and professional manner, ensuring at all times the safety of personnel, and
other persons on Field.
Attend regular progress meetings and provide progress and QA documents as required by the Engineer or
Engineer’s Representative.
Provide all services and facilities for the Engineer or Engineer’s representatives.
5.0 Duration:
The duration of the job shall be 60 days which includes mobilization, materials procurement and demobilization
period, working between the hours of 0700 to 1700 hours with one-hour lunch time between 1200hr to 1300hr.
Note: Any work not in scope shall be forwarded to client for necessary approval before commencing on such
job.

Any down time cost by client shall not bind on us.
Down time shall attract 50% of our daily ratings for labour, tools/equipment, transportation and others.

4. LOADING AT Timproxy base yard
All lifting equipment including chain blocks, pull-lifts, spreader bars, belts,
slings, and shackles, shall be checked on regular bases by a competent
person, employed by Timproxy and full records of such inspection shall be
made available to CLIENT representative upon demand.
The lifting and handling of all materials and associated installation materials
shall be carried out in such a manner to avoid distortion or damage to the
equipment from any cause whatsoever. All printed/stencilled lifting
instructions on packing cases must be strictly adhered to for lifting skid
mounted equipment and large packing cases.
Slinging operations will be done cautiously, safety and all necessary PPE
will be mandatory. Slings will be of certified quality; all slings will be
properly maintained, checked, greased and on regularly bases
General
Many fatal accidents occur during raising and lowering of loads. They can all be
avoided with proper precautions, when in doubt the Supervisor should be
consulted. His attention should be drawn to any defective item of gear or matter
which gives you cause for concern.
Secondly, always wear protective equipment such as gloves, safety shoes, and
helmet when engaged in lifting and lowering operations.

B. Signalling
When acting as signaller, be sure to stand where you can see the load and
can be seen by the operator.
Make sure that the operator understands and is familiar with your code of
signal before commencing any operations.
D. LIFTING GEAR
Colour Coding.
b) Check the safe working load of every item against the total load to be
lifted.
c) Do not guess the weight of the load to be lifted. Always get the actual
and calculated weight from the supervisor, if you are in doubt.

E. Care and Use of Slings
a) Sling must be thoroughly examined before use.

b) In the case of wire slings, look for broken wires, excessive stretch,
deformity, signs of corrosion, etc.
c) In the case of chain slings, check for wears, deformity, cracks or cut in
links, etc, and ensure that the chain is not kinked or twisted.
d) Avoid pulling slings from beneath a load; always use battens before the
load is landed.
h) Be sure that the slings are protected from sharp edge and corners by
packing.
F. Slinging
a) The slinging of a load should be done under strict supervision. Where the
1 load is of a cumbersome size or unusually heavy, slings should be attached
with fittings if provided, rather than passed round the load.
b) Where slings are passed round a load, they should be protected from sharp
corners or other protrusions by adequate parking.
c) Parking should be provided to protect the sling on the load.
d) Chain or rope slings from beneath a load in contact with the floor.
e) Battens should always be available and positioned before a load is landed.
f) When revving a sling round a load, it is very important to ensure that loops
do not form in the rope, since tension applied in these circumstances will
tend to produce a Kink.
g) The minimum radius round which a sling may be bent is three times the
diameter of the rope.

G. Raising and Lowering Loads
1 a) Always lift a load a few inches to test its security before raising it fully.
c) Be sure you stand clear of suspended loads and do not permit others to
stand under suspended load.
d) Ensure that the crane hook is directly over the point of balance of the
load to be lifted to prevent swinging.
e) Ensure that a suspended load does not come in contact with other
object, whereby it may cause the load
g) Cargo nets should never be used for lifting gas cylinders, if a cargo net
has to be used it must be covered internally with a good tarpaulin to
prevent the cylinder from sliding out through the mesh.
h) When crane or winch is used to lift gas cylinders and the crane driver is
not in a position from which he can see the entire hoisting operation a
signalman must be stationed where he can see both the load and the
crane driver.

5 OFF LOADING AT Power station
Timproxy has arranged to use Crane with Save Working Load tons positioned at
CLIENT for all her off-loadings. Irrespective of the origin of any material(s), they
will be carefully loaded by crane on trailers and transported to the approved
storage areas. Where any material or group of materials are observed to be
unstable or have the tendency to slide, the material(s) will be securely wedge or
tied to the floor of the trailer as the case may be. Proper use of stanchions on the
trailer is enforced.
Small items of materials e.g. valves, elbows, flanges, switches and other
miscellaneous items shall be stored and transported in containers and properly
stored according to their MESC numbers for easy retrieval.
Where necessary, timbering/ plating access will be installed before off- loading
commences.
7. PRE-MOBILIZATION CERTIFICATE

8.TRANSPORTATION OF EQUIPMENT
A great majority of the equipment we intend to use for the job shall be got
from our main base in Port Harcourt. These equipments include cranes,
welding machines, air compressors, generators, portable hand tools.
Equipment will be lifted and positioned by the help of a crane onto a low bed
trailer.
Equipments will be properly secured at all times and tied to the trailer by the
means of load binder and/or shackles. Equipment will be transported to the
site only when needed.
All personnel involved in loading and off-loading shall wear all relevant PPE.

11. EQUIPMENT MAINTENANCE
The bulk materials not subject to theft shall be classified and marked to
avoid confusion and shall be place on wood lugs or crates. The material
storage officer shall be assigned to the task of administrating and controlling
the stock areas.
The other materials that are small in size and subject to theft and
weathering, fragile and have financial value requiring certain precaution shall
be stored in the Timproxy site camp.

15. SHARING OF RESPONSIBILITIES
Chief store keeper will alert constantly the site supervisor of any material
shortage when comparing waybills and packing list and also of any material
damage
Quality control inspector will keep full records of all reports for delivered
materials and inform management of such non-conformity.
Materials coordinator will alert and keep full up-dated records of the
materials status and inform management of any discrepancies.

SPECIMEN
TIMPROXY is aware of the need to establish and maintain a workable program of action, which addresses community,
related issues and sustain good relationship between TIMPROXY, TIMPROXY and the community.

TIMPROXY is aware of the status of the prevailing relationship between TIMPROXY and the communities and the
importance it places on maintaining peaceful working relations with the communities.
In recognition of TIMPROXY operating guideline methods for Managing Community Disturbance have been properly
digested. TIMPROXY shall at all times abide by and work with these guidelines, algorithm and any other specific
instruction as may be issued by the TIMPROXY on community affairs.
As a rule, healthy labor will be hired from Host community. As much as possible, hiring of local labor should be done
through the community Head or at least with his recommendation.
Local workers will be hired to fill only legitimate positions. Creations of jobs to absorb locals are prohibited. Nobody
should be paid for sitting at home.
Our legitimate right to work, peacefully anywhere in Nigeria must be vigorously defended. We will not capitulate to
extortion. All such attempts should be reported to TIMPROXY.
Every reasonable effort shall be made to achieve our project Community Relations Target.
a) Establish from TIMPROXY the rightful Community to deal with and their accredited representatives.

b) Recognize that presently, community leaders do not automatically represent the Youths. Be ready to deal
with the Youths as a separate body but via TIMPROXY Arrangement.
c) Pay the Community a courtesy visit and get a date/time/location for a more formal visit by Top Company
representatives with M/D loading the Team. The highest-ranking Community and Youth leader/spokesman must be
present at this meeting.
d) The object of this meeting is to pay homage and inform the Community that we are coming to their area and
to give clear details of our type of activities. TIMPROXY reps must also attend this meeting but only as observers.
Arrivals to such meeting(s) shall be prompt.
e) At the meeting, new dates and venues should be agreed for meetings to listen to the community’s
immediate pressing needs and what assistance we can render to make a positive impact and demonstrate good
will. Outright cash gift is not allowed.
f) Upon first arrival of the work spread and latest by 0900 Hrs next day, the Construction Superintendent will
pay a visit to the Community to inform them that we have arrived as prior indicated seeking their consent in
principle to commence work.
g) Immediately after (e) and before the spread arrives, some tangible action must have commenced on at least
one of the Community Assistance Projects.
h) Maintain regular and honest contact with the Community throughout our stay.

All of the above is aimed at establishing and maintaining a harmonious relationship with the Community.
If in spite of this disturbance is still break and the following procedure should be:
a) Any worker becoming aware of discontent within the Community should immediately report to his Supervisor
/ Foreman including any intra Community quarrels.
c) Construction Superintendent verifies the discontent and reason for and advises Project Manager and
Community Affairs Officer immediately. Construction Superintendent advises TIMPROXY Engineer or his Boss.
d) Community Affairs Officer will identify the discontent Community members with a view to resolving the
issues.
e) During (d), Construction Superintendent should reduce level of construction activities especially at remote
work locations.
f) At first sign of hostility, stop all work and report immediately by fastest safe means to the Construction
Superintendent. On no account should anybody antagonize or quarrels with the hostile members of the community
even in the face of provocation.

j) Shut down all other work sites and recall workers to camp and carry out head count. Recall all construction
equipment to camp.
k) Brief the entire workforce on the developments and actions taken so far and planned.
l) Check adequacy of space on functional Vehicles / Crafts for all souls on board.
m) When there is danger to life, evacuate the site by boarding available vessels. Conduct head count and set
sail for Base.
n) Base office to dispatch the pre-arranged re-enforcement. The Policemen are solely to escort the evacuees
and also to beef up security presence at the work site.
o) Community Affairs Officer and Project Manager in conjunction with TIMPROXY representative will try and
resolve the matter so that normal work may resume.

The quantum of composite value added or created in the Nigerian economy through the utilization of Nigerian human and
material resources for the provision of goods and services to the petroleum industry within acceptable quality, health,
safety and environmental standards in order to stimulate the development of indigenous capabilities.
The Federal Government of Nigeria directives on Nigerian Content development mandates that all Timproxy create value
in country with targets of 45% by end 2006 and 70% by end 2010 in terms of total monetary expenditures through the
deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental
standards.
