Balwant rai Mehta committee

It was formed to review and find the problems which hindered in achieving the goals of CDP
and NES. For this purpose a study team was appointed for community projects and NES
headed by Balwant Rai Mehta as its chairman. The committee found out not much efforts has
been put by local bodies higher than panchayat in the CDP and panchayats as well has not
made any significant efforts. But they stressed on the decentralisation of powers till the
grassroots level. 'Panchayat' with necessary organizational and functional modifications,
should form the basis of our democracy and should also act as an agency of the community
development.

It recommended a three tier system of rural self government linked by indirect election and
genuine transfer of power and responsilbilty of planning and development activities to these
bodies at the state level.

The three levels suggested were: Gram Panchayat at the village level, Panchayat Samiti at
block level and Zila Parishad at the district level. The committe suggested direct elections at
the village level and indirect elections for Samitis and Zila Parishad.

At the district level there was to be a coordinating body called the Zila Parishad consisting of
the Presidents of the Panchayats Samities, Members of State Legislatures and Parliament and
all district level officers of the development department as members and, with the Collector
as the Chairman. some representation being given also to Municipalities and cooperative
organizations in the block area.

1. Election of panchayat raj got postpone various time in many state due to floods,
famines, national or state elections, national emergency etc.
2. Panchayat raj in many states was weak and mostly overpowered by centre.
3. With the coming of janta party in 1977 hopes for restoring democracy at all levels in
the political system, became strong. Decentralization of power and authority had been
one of the planks of Janta Party during Lok Sabha and Assembly Elections.

Functions of panchayat
States are supposed to give panchayat power and authority which are required to function
as institution of self government. Constitution provide panchayat have to work for
economic development and social justice and implement schemes relating to them.
