1 The Maritime Safety Committee, at its sixty-fifth session in May 1995, instructed the
Secretariat to issue, as from 31 July 1995, monthly reports of all incidents of piracy and armed
robbery against ships reported to the Organization and, in addition, on a quarterly basis, composite
reports accompanied by an analysis, on a regional basis, of the situation and an indication whether
the frequency of incidents is increasing or decreasing and advising on any new feature or pattern
of significance.
2 At its sixty-sixth session in June 1996, the Committee further instructed the Secretariat to
prepare, after March of every year, an annual summary of all acts of piracy and armed robbery
against ships, which had occurred during the previous year and had been reported to the
Organization, based on their actual date and time of occurrence.
3 Pursuant to this request, the annexes hereto provide information on reports of piracy and
armed robbery against ships received by the Secretariat since 1984, when relevant statistics started
being compiled and, in particular, those which occurred in the course of 2008 as well as a regional
analysis thereof.
4 The number of acts of piracy and armed robbery against ships, which were reported to the
Organization to have occurred or to have been attempted in 2008, was 306, an increase of 24 (8.5%)
over the figure for 2007.
5 From the information referred to above, it emerges that the areas most affected in 2008 were
East Africa and the Far East, in particular the South China Sea, West Africa, South America and the
Caribbean* and the Indian Ocean. Over the period under review, the number of acts reported to
have occurred or to have been attempted increased from 67 to 72 in the South China Sea and
from 60 to 134 in East Africa. There was a decrease from 60 to 50 in West Africa, from 40 to 26 in
the Indian Ocean, from 12 to 2 in the Malacca Strait, from 25 to 19 in South America and the
Caribbean, and from 7 to 1 in the Arabian Sea, over the 2007 figures. Most of the attacks worldwide
were reported to have occurred or to have been attempted in the coastal States' concerned territorial
waters while the ships were at anchor or berthed. In many of the reports received, the crews were
violently attacked by groups of five to ten people carrying knives or guns.

6 From the same information it emerges that, during the period under review, six (6) crew
members were killed, forty-two (42) crew members were reportedly injured/assaulted. About seven
hundred and seventy-four (774) crew members were reportedly taken hostage/kidnapped and about
thirty-eight (38) crew members are still unaccounted for. One (1) vessel is reportedly still
unaccounted for, and fifty-one ships (51) were reportedly hijacked.
7 The total number of incidents of piracy and armed robbery against ships, reported to have
occurred or to have been attempted from 1984 to the end of December 2008, has risen to 4,821.
8 With regard to acts of piracy and armed robbery against ships reported to the Organization,
information on acts of piracy and armed robbery against ships reported to the Organization to have
occurred or to have been attempted during 2008 has been circulated by means of monthly reports
(MSC.4/Circ.116, MSC.4/Circ.117, MSC.4/Circ.118, MSC.4/Circ.119, MSC.4/Circ.120,
MSC.4/Circ.122, MSC.4/Circ.124, MSC.4/Circ.125, MSC.4/Circ.126, MSC.4/Circ.127,
MSC.4/Circ.128 and MSC.4/Circ.129) and quarterly reports (MSC.4/Circ.121, MSC.4/Circ.123,
MSC.4/Circ.131 and MSC.4/Circ.132).
9 The annexes to this document provide a breakdown of the information referred to above as
follows:
