BA 22-011 budgets $25,000 from the Museum Associates. No county match is required, and funds will be used to
hire an expert to assist staff in exploring conceptual and programmatic options for a planetarium/immersive theater
that is planned for the Museum at Project Grace. The input of this expert will also be beneficial when developing the
Request for Proposals for design services for the planetarium/immersive theater. The services provided by this
expert are outside the scope of the Memorandum of Understanding (MOU) with the project developer, but design
and construction of the planetarium/immersive theater are included in the MOU.

Section 2: Explanation
BA 22-008 Funds in the amount of $115,000 are being provided by the NC Division of Public Health - Women's &
Children's Health - Children & Youth branch to enable schools to establish and expand COVID-19 screening and
testing programs to support and maintain in-person learning. The federal government is providing these resources
through the Centers for Disease Control and Prevention under the Epidemiology and Laboratory Capacity (ELC)
Reopening Schools award. Funds will be used to support contracted public health nurses as school health liaisons for
the coordination of COVID-19 screening, testing, and vaccine administration efforts, and to coordinate other school
health/public health services through May 31, 2022. Needed office supplies, cell phones, computer equipment and
travel are covered fully by this funding. No new positions are being requested and no county match is required.
BA 22-009 budgets funds received from New Hanover County Schools. These funds will come from COVID-19 funds
that New Hanover County Schools have received. The funds will be used for the provision of a school health nurse in
every New Hanover County public school, as well as, an additional school nurse supervisor. This will provide medical
services to Lake Forest Academy, Wilmington Early College High School (WECHS), Southeast Area Technical High
School (SEA-Tech), Isaac Bear Early College High School (IBECHS), and JC Roe Center, as well as, an additional
nurse to help cover Emsley A. Laney High School due to its large student census. Creation of these positions
continues the previously established Board of County Commissioners' directive of having a nursing presence in every
New Hanover County public school. The added supervisor position will in turn help manage 46 public health nurses
placed in school settings. Additionally, these nursing services help to ensure appropriate preparation and response to
community health crises, such as COVID-19, that continues to impact the area. Provision of such services promotes an
environment in which students are healthy and ready to learn. These funds fully cover the direct expenditures

RESOLUTION IN RECOGNITION OF
WHEREAS, the Wilmington Area Rebuilding Ministry, Inc. (WARM) began in 1996 in response to hurricanes
Bertha and Fran and has a service region that covers Brunswick, New Hanover, Pender, and Onslow
Counties; and
WHEREAS, WARM was created as a 501(c)(3) by the leaders of the Wilmington District of the United
Methodist Church so that WARM would belong not just to the church but to the community and continue
its mission to repair the damaged homes of low income and elderly residents, and to make homes
accessible for them; and to inspire service, generosity, and hope; and
WHEREAS, WARM operated for many years as an all-volunteer organization with a board of directors who
reviewed all applications, served as project managers, and handled grant management functions; and
WHEREAS, to grow capacity and strengthen the infrastructure of WARM, the board of directors through
a grant from The Duke Endowment, hired administrative staff and rented an office in the Jo Ann Carter
Harrelson Center in downtown Wilmington. The staff worked with the board to increase awareness of the
problem of substandard housing and to attract more community support for WARM's mission; and
WHEREAS, since its inception in 1996 WARM has been able to serve 1,600 households and is on track to
serve an additional 200 families by the end of 2021 from making repairs to rebuilding entire homes; and
WHEREAS, since 2009, WARM funders have contributed more than $12 million and volunteered over
200,000 hours, investing over $16 million worth of repairs into the region’s existing stock of affordable
housing; and
WHEREAS, the service provided by WARM will continue to have a positive impact on the community and
citizens and in the region.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners wishes to
recognize WARM upon its 25th anniversary and thank its board of directors and staff for their continued
service in this region to low-income homeowners, many of whom are elderly and/ or disabled, by
preventing home accidents and illnesses, and help people age in place safely to preserve their dignity and
independence.

BRIEF SUMMARY:
Wilmington Business Development is asking New Hanover County to partner with the City of Wilmington in the form
of an incen) ve grant to Project Manage for an expansion of its opera) ons at its exis) ng facility.Benefit outcomes
include increasing the number of well-paying jobs.
The proposed incen) ve grant from New Hanover County is up to $24,000 per year for a total of five years and not to
exceed $120,000, with a separate incen) ve grant from the City of Wilmington. New Hanover County s’ grant is subject
annually to the appropria )on of the then-si6ng Board of County Commissioners.Addi) onally, the appropria) on is
subject to Project Manage increasing the number of new full-) me equivalents by at least 104 in New Hanover County.
North Carolina general statute requires a public hearing be held for economic development grants. Proper no) ce has
been given for this public hearing.The City of Wilmington will conduct a public hearing September 21, 2021.

CHAIRMAN OLSON-BOSEMAN:
We will now open a public hearing to receive comments on appropriations and expenditures for
economic development and economic incentive agreements. The source of funding for the
agreements will be from the General Fund of the County.
The purposes of economic development and economic incentive agreements are to increase the
population, taxable property, agricultural industries, employment, industrial output, or business
prospects for New Hanover County. The economic development payments being discussed are
for an incentive agreement with a software development firm for Project Manage that would result
in expenditures of up to $120,000 over 5 years in annual payments of $24,000. This incentive is
to assist Project Manage in creating 104 new jobs over five years with an average salary of at
least $80,000.
Is there a motion to approve the economic development appropriations and expenditures based on the
finding that the appropriations and expenditures will increase the population, taxable property, agricultural
industries, employment, industrial output, or business prospects of the County?
Staff is directed to do any and all things necessary to finalize the economic incentive agreement.

WHEREAS, Project Manage (“ Company”) proposes to expand its operations at its existing facility; and
WHEREAS, the project over no more than a five-year period will include the hiring of 104 or more full-time
equivalents at an average salary of $80,000 thus creating additional well-paying jobs; and
WHEREAS, under a required Incentive Agreement (“Agreement”), the Company would agree to reduce New
Hanover County’s (“ County”) economic development incentive grant if the Company does not sustain the
jobs benchmark as those terms shall be defined in the required agreement; and
WHEREAS, the employment of 104 or more new full-time equivalents would create jobs for the area and
provide a positive economic impact for the County; and
WHEREAS, the Company’s creation of 104 or more new jobs as described above would produce revenue for
local businesses and the County due to the employment of individuals; and
WHEREAS, pursuant to the provisions of North Carolina General Statute 158-7.1, this Board of Commissioners
deems it is desirable and in the best interest of the County and its businesses and residents to offer certain
economic development incentives to the Company and enter into an Agreement with the Company; and
WHEREAS, this Board of Commissioners has organized and approved the holding of a public hearing at the
Board’s September 20, 2021 regular meeting to discuss and approve certain economic development
incentives to the Company.
NOW, THEREFORE, BE IT RESOLVED, by the New Hanover County Board of Commissioners as follows:
1. The Board of County Commissioners approves appropriating and spending from the County’s general
fund amount to make cash grants of $24,000 annually, totaling $120,000 over a period of five years,
contingent upon the Company hiring 104 or more new full-time equivalents at an average salary of
at least $80,000.
2. To implement these incentives, the Board of Commissioners hereby authorizes County staff to
prepare an Incentive Agreement and authorizes the Chairman of the Board of Commissioners and/ or
the County Manager to execute that Incentive Agreement on the County’s behalf and to take all
actions necessary to implement the actions and grants required by that agreement.
3. This resolution is effective upon its adoption.

county commission authorized coordinated and limited use of funds from $350 million held in escrow by the county for
the purposes of addressing community emergencies, crisis, revenue needs, and behavioral health concerns. The
specific authoriza on for use was limited to addressing community violence preven on, interven on and
suppression and specific school safety investments. County staff will summarize the limited yet high-value work done

I am deeply interested in and committed to building a more equitable representation of the diverse members of our community in
our local government.
What areas of concern would you like to see addressed by this committee?
Whether it's related to funding, special programs, development, crime, or other issues in our community, I want to see the voices
and opinions of our more marginalized neighbors welcomed into the discussion- lower income individuals, the disabled, young
people, and others that have not traditionally been vocal participants in local government. This is especially important as new
programs, zoning changes, and other policy roll outs often affect these groups disproportionately.
I feel that my professional background combined with the wide and diverse groups that I work with professionally, academically,
and in my personal time would allow me to bring new insights to the committee and represent many different and intersecting
demographics from our community. As a younger community member, I also feel that I would represent the interests of others
my age that either aren't or can't be as participatory.

What areas of concern would you like to see addressed by this committee?
Community outreach from what I can see there isn' t much of that if is, its not shown very much on social media.
I spend a lot of my time with volunteering in the community" boots on the ground" so to speak. Going in homes making sure
people have water, food, beds, jobs, clothes, ect building relationships with different groups of people from all types of ethic
backgrounds. I have spend 45 days or more living with and getting familiar with the following ethic backgrounds white, Native
Americans, Koreans, Pacific Islander, Hispanic, Arabs, Kurds, Japanese, Han Chinese and Black/ White British. In the time I got
to know and understand a little bit of their cultures, likes, dislikes,foods, clothing, economic background, education and ect.

What areas of concern would you like to see addressed by this committee?
I would like to see some equity issues that some entrepreneurs have shared with me be brought to the for front. I would like to
see more accessible for individuals that struggle to read. There are many standards for assess I lift online for our federal
programs but it is needed at local levels too. I would like to highlight those needs. I would like to help represent all the different
diverse residents to help others understand there needs.
I have been advocating for individuals in my professional field as a social worker for 13 years. In 2016 I founded my nonprofit
and specifically started advocating for equality and inclusion for individuals with learning disabilities. I also have a BA in
psychology and bring my experiences of working in mental health, substance abuse, homeless, gang members and
underserved populations. I have worked in diverse backgrounds my entire professional career and hope you consider me to add

Professionally, I have served as an educator and administrator in New Hanover County Schools since arriving in Wilmington in
2006 from Louisville, Kentucky. My background in education is focused on global education and second- language acquisition. I
seek ways to be engaged with area youth and families, especially in the realm of enrichment opportunities.
Volunteer Activities
I am a Rotarian with the Cape Fear Wilmington Rotary, where I serve as the Community Service Chair, Vice President, RYLA
lead, and the district 7730 Rotary International Youth Exchange Program Chair. I have participated in Sister Cities events, as
well as served on the board of the Coastal Carolina United Nations Association for several years. I have also been serving on
the Resiliency Task Force's Subcommittee for 4- 12 Education since inception. From this, I wrote and received a grant for our
school to participate in an area trauma-sensitive schools pilot.
After living in New Hanover County and working with a number of community organizations and stakeholders for over 13 years, I
am interested in becoming more involved in the respective visions for Wilmington and New Hanover County to assist in their
continued development as vibrant, innovative, equitable homes for our citizens. I am not nor do I intend to become a property
owner outside of my personal residence, and, therefore, have no ulterior financial or political motives for wishing to participate
on this committee.
What areas of concern would you like to see addressed by this committee?
The issues of discrimination and social disenfranchisement specifically around housing, education, and employment are key
areas of concern for me. I see this committee as being devoted to the transparency of policy and outreach to other community
entities on behalf of area citizens, and taking a concern full circle to the point of solution so that our citizens feel heard.
In my years as an employee of New Hanover County Schools, I have assisted families and students in navigating many issues,
including those surrounding discrimination and implicit bias. My first position in the district was as an English as a Second
Language teacher, which often focused on advocacy and resource allocation both in and out of school for our stakeholders. In
my role as a school administrator( elementary, middle, and high school levels), I have worked to maintain clear lines of effective
communication on aid and resources with families, so that the school community may be inclusive and a source of information
and assistance for them. My roles have included serving some of the most diverse student bodies within New Hanover County
Schools, which has exposed me to the areas of need in our region. Every day, I work to provide equal and equitable
opportunities for all children in our schools, and look to collaborate with area organizations to ensure that we can do so
effectively.

I came to UNCW, because I always loved and cared so much about this county. When I moved down here in Fall of 2016, and
even when I came on vacations from Fayetteville, NC, I knew this place was special. Additionally, I wish to serve on this
committee, because I want to make New Hanover better, and continue to grow our diverse population to welcome everyone,
and make sure they feel safe, and can be safe. As such, understanding the current climate we are, I feel like I have the
background, and the leadership to ask the difficult questions, and be professional in doing so. When I saw applications were
opened, I quickly jumped right on it.
Wilmington is my home, and I am hoping for it to be my permanent home. I have many great ideas, and a fresh mindset that
represents a passion to make my community even better when my service is up. I feel like it is my duty to serve my community,
and not just make it better for myself, but for our residents, and tourist who come to visit us. I want to receive networking
opportunities, see smiles on peoples faces when we implement a policy or law for them, and to give back to this community that
has vastly changed my life, empowered me, and brought so much positive and wonderful opportunities I wouldnt have received
anywhere else in North Carolina. Help our residents and tourist, our waterways, and create a blooming county that gives the
people back something even more.
What areas of concern would you like to see addressed by this committee?
I would like to see a bigger increase in visibility, and communication. I wish to implement a podcast, where every week we can
go live, record it, share it for and seek feedback through our community about how we should approach situations. Additionally,
when we receive feedback from our questions during a livestream, we will provide a quick survey to them to fill out, and maintain
through excel.

I provide individual, couples, and family psychotherapy to members of the community. The treatment models that
I utilize specialize in trauma and family dynamics. In addition, I also provide facilitation and trainings to community projects and
organizations in regard to social justice processes and initiatives.
Volunteer Activities
I am the founder of Invisibility Project, a non profit organization devoted to using the creative arts to facilitate discussions about
race relations in Wilmington. The project provides training and support to the community to build authentic relationships across
differences. I also am a member of the New Hanover County Resiliency Task Force.
I care deeply about the youth in the Wilmington Community and how community risk factors affect their lives. I have worked at
several different mental health agencies over the last ten years that have been focused on juvenile delinquency prevention and
have seen the strengths and weaknesses of the current efforts to address risk factors. I would like to be part of the solution on a
more direct level.
What areas of concern would you like to see addressed by this committee?
I would like to see the committee devise solid plans for addressing systemic factors that contribute to juvenile crime as well as
effective ways to involve youth in positive activities.
Over the course of my career I have worked in several settings and programs devoted to addressing juvenile crime. Previously,
when I lived in Boston, I provided mental health assessments at Boston Juvenile Court Clinic before working in independent
living programs focused on addressing and preventing sexual exploitation of youth( prostitution).
In Wilmington( where I have lived for the last 10 years), I have worked at PORT Health Services and Coastal Horizons Center
providing home based counseling focused on addressing risk factors within the family and community impacting our youth.
