Title of the Bill

Short Summary in points of what the Bill tries to do/ what provisions it amends/ what
new provisions it creates

Background to the issue/s


 Sector/ topic/ issue specific data
 Incident/ problem/ case/s that serve as the reason for the bill to be introduced
 Stakeholder analysis; discussion of the people impacted by the bill; what is condition
before the Bill, what problems?

Key Features and analysis of the Bill


 Identify and explain in detail all the key elements of the Bill; chapter wise or by
identifying key provisions
 Critique all the features in context of present law. How will the Bill improve or worsen
the existing law?
 What are the impacts of the provisions on the people affected?
 Will the bill actually solve the problem it is trying to solve. Why or why not?
 What are the lacunae. What are the things the law misses out on? Which stakeholders
does it not consider? Which problems does it not solve?
 Potential problems in implementation
