II. Background/Rationale December 31, 2019 when Wuhan Municipal Health Commission,
China, reported a cluster case of pneumonia in Wuhan, Hubei
Province and was later identified as the novel corona virus or
popularly known as Covid-19. The said virus has shaken the world
bringing it to its knees and causing sheer panic among individuals.
As of now after a year, we have already suffered a total casualty of
2.69 million lives worldwide.
The Philippines had its first case of Covid-19 positive patients on
January 30, 2020 and its first death on February 1 of the same year.
COVID-19, like all pandemics, has a spatial dimension that needs to
be managed (McCoy, 2020). By November 2020, it is clear that the
impact of the COVID-19 crisis differs markedly not only across
countries, but also across regions and municipalities within
countries, both in terms of declared cases and related deaths. In this
battle, the subnational governments are at the frontline of crisis
management and recovery. As we commemorate the year-long
existence of this pandemic, this paper aims to look back at how
effective and efficient this sub-nationally differentiated impact calls
for a territorial approach to policy responses on the fiscal fronts,
particularly in the municipality of Salcedo, province of Ilocos Sur.
III. Specific Objectives The objectives of this study is to assess how effective and efficient
was the usage of budget allocated in Salcedo, Ilocos Sur. The
purpose is to analyse the scope and magnitude of the municipality of
Salcedo’s budgetary responses to the novel coronavirus disease
2019 (COVID-19) pandemic.
IV. Brief Description of Methods This study analyses budgetary response in Salcedo by means of
public reports, news reports, policy documents, and an interview to
five (5) barangay captains and their local officials in the treasury
department regarding fiscal decentralization, and on what particular
COVID-19 response projects implemented was the budget used into.
