HSE Supervisor

Anticipates, identifies and evaluates hazardous conditions and environmental risks. Assists with
the application of engineering and administrative controls via the Health, Safety and
Environmental Management System (HSEMS) to reduce the environmental impacts and safety
risks associated with site operations. Understands the regulations applicable at the site and is
abreast of current emissions control technologies, safety controls and management and response
practices. Supports the collection and reporting of site HSE KPIs for use at the site, BU and
Corporate levels. Oversees the HSEMS and day to day operations associated with safety, health
and environmental programs, HSE objectives/targets, personnel training, regulatory compliance,
recordkeeping/reporting, and other associated HSE programs at the site. Represents the site as
the functional HSEMS Leader or supports the HSE Manager, if present at the site. Assigns work
and manages workloads of subordinate HSE staff, provides guidance and feedback for team
members in accomplishing tasks and goals; sets expectations and clarifies responsibilities.
Ensures site regulatory compliance; completes permit applications and other documentation.
Leads or supports the HSEMS and the efforts to control risk and ensure continual improvement
beyond compliance.
Leads internal and external HSE audits; resolves complex issues identified in audits; updates
HSE management system documentation and communicates revised processes to all
stakeholders.

Hazard Identification Risk Assessment (HIRA) - Evaluates hazards within the work environment
by applying hazard identification and risk assessment techniques to analyze and prioritize risk,
enabling a selection of control measures that reduce risk as low as reasonably practicable.

Health, Safety and Environment Management Systems - Interprets and applies international
standards through practical application within the operating environment to achieve and maintain
an effective management system and external certification.

Health, Safety and Environment Incident Investigation and Root Cause Analysis - Examines
HSE incidents by completing quality, evidence based investigations with accurate root cause
analysis, resulting in effective corrective actions, accurate reporting and avoiding repeated
incidents.

Health and Safety Fundamentals - Champions and models proactive health and safety behaviors
by identifying, reporting and participating in actions to improve health and safety in order to
build an interdependent culture and contribute to an injury-free workplace.
Health, Safety and Environmental Emergency Preparedness and Response - Participates and
coordinates the emergency action plan by applying relevant regulations and best practices in
emergency management to effectively mitigate risk to life and adhere to regulatory requirements.

Ergonomic Fundamentals - Understands ergonomic concepts by applying Cummins ergonomic


standards, guidelines, controls and tools to reduce ergonomic risk to employees while at work.

Implementation of Risk Controls - Selects and implements risk control methods by utilizing the
hierarchy of controls to implement sustainable control measures in order to protect people by
reducing overall risks to as low as reasonably practicable.

Management of Health, Safety and Environmental Regulatory Compliance - Identifies, interprets


and manages legal and other requirements by implementing controls, monitoring and reporting
on operational performance to ensure compliance with health, safety and environmental related
regulations and standards.

Industrial Hygiene Management - Designs and executes an industrial hygiene program by


managing workplace exposure risks and implementing controls using Cummins preferred
methodology and industry best practice to meet regulatory obligations and further reduce risk as
low as reasonably practical to protect employee health.

Communicates effectively - Developing and delivering multi-mode communications that convey


a clear understanding of the unique needs of different audiences.

Manages conflict - Handling conflict situations effectively, with a minimum of noise.

Training Delivery - Instructs learners in a manner that engages and adjusts to individual and
group needs resulting in knowledge, skills and abilities that can be applied on the job.

Primary Purpose: Assist in the overall supervision and administration of safety for facility
operations to maintain a safe and healthy work environment for all employees. Manage safety
efforts to prevent accidents and injuries while communicating details of safety conditions to the
HSE Director and various levels of facility supervision.

Purpose and Essential Duties:

 Participate in developing and conducting safety orientation.


 Daily inspection of machinery, equipment, and working conditions to ensure compliance with
regulatory requirements and safe work practices.
 Observe workers to determine appropriate use of prescribed safety equipment, such as glasses,
helmets, goggles, respirators, and clothing.
 Inspection of specified areas for fire-prevention equipment, first-aid supplies, and other safety
devices.
 Test working areas for hazard exposures (noise, toxic, etc.) using associated testing equipment.
 Prepare daily report of findings with recommendations for corrective action.
 Investigation of accidents per program procedures to establish root cause for use in
recommending preventive safety measures.
 Documenting all accidents, safety violations, unsafe conditions or behavior.
 Assisting in development of standardized job safety analysis (JSA), corporate safety and health
management program (SHMP), as well as facility specific safety plans (FSSP). Conduct weekly
safety meetings with workers to instruct them on best safety practices and facility requirements
 Demonstrate proper use of equipment and conduct training.

• Outstanding attention to detail and observation ability
• Exceptional communication and interpersonal abilities
• BSc/BA in safety management or relevant field is preferred
• Valid qualification in occupational health and safety

HSE Supervisor – Oil&Gas Sector

The resource will be responsible of the following activities:

 Assistance to construction site, application of HSE Policy and regulation, HSE Project
Management System for site activities (site preparation and construction) in compliance with
International and local regulations, reference documents and best practices measures for safety
of personnel.
 Supervision, monitoring and implementation of site HSE Management Program.
 Contribute to the implementation and application of site construction permit procedures
related to Safety and Environment
 Contribute to promote the Company HSE philosophy to all parties involved in the Project.
 Check on application of HSE policy and related reference documents (directives, rules,
specifications, procedures)
 Take part in the preparation and attend the Site HSE meeting and HSE Committee.
 Take part in HSE studies and risk assessment before each potentially dangerous activity.
 Provide specific discipline HSE instruction (on-the-job, legally requisite, training..)
 Coach and assist Fire Fighting officer in all FiFi prevention, evacuation and other emergency
response activity to ensure safety of lives and Company asset.
 Environmental Regulations Health, Safety & Environment Policy, and applying HSE Management
Systems as applicable to the construction activities being undertaken.
 Running the fire truck, ensure the maintenance, check hoses, tools and equipment.
 Assists in accident investigation and reporting.
