EMERGENCY SPILL RESPONSE DRILL REPORT

DRILL LOCATION: EGTL 1 DIESEL FUEL DEPOT TIME: 1400hrs
Scenario: About 200 liters of diesel fuel got leaked out from a flange during diesel transfer from vessel into storage
tanks at the EGTL diesel depot. Personnel noticed the leak; the immediate supervisor was alerted who then alerted
SGC emergency response. Incident commander then alerted SGC HSE manager and CNL ER team.

Purpose: To enhance adequate preparedness and effective emergency response in event of any diesel fuel spill
incident within EGTL 1 project site. With regard to;
 First responder action.
 Communication management
 Assessment of the incident and timely information dissemination with project emergency response team
 Timely and accurate description of incident / location.
 Timely responses.
 Assessment of efficient usage of spill responds kits by emergency response Team.
 Assess general Response action

RESPONDERS:
- A&E Spill responders
- EGTL Subcontractor ER Team
- SGC ER team
- SGC ER Fire Team
- SGC ER medical team

RESPONSE TIMELINE:
At 1400hrs A&E Personnel radioed SGC emergency Spill Response Team.
At 1405hrs SGC Spill Response arrived and accessed the scene. Meanwhile, A&E and Esiton filter station work
crew response team had already stopped the leak, isolated ignition sources, materials that could be contaminated by
the spill, and contained the spillage area. Incident commander reported the spill incident to SGC HSE manger, ER fire
team and medical unit. Subcontractor’s ER team came to the scene for additional reinforcement. Barricade was fixed
to prevent people from contact with hazardous diesel spilled. Clean up of the impacted area commenced immediately.
SGC ER fire team arrived immediately with fire truck ready for action in case of any fire outbreak. The drill was
declared complete at 1430hrs.

After the exercise, observations, drill objectives, and expectations were discussed.

Positive Observations:
(a) There was prompt response by A&E and Esiton filter station ER work crew.
(b) There was prompt response by SGC emergency spill response Team.
(c) There was prompt response by SGC ER fire team.
(d) Notification by the first responder (A&E) was timely and specific.
(e) There were sufficient spill kits to control the spillage.
(f) Radio communication between SGC Spill Response, and A&E was effective.
Opportunities For Improvement:
(a) ER team had no shovel tool for construction of earth dike containment.
