GENERAL MEMORANDUM OF AGREEMENT
Know all Men by these Presents :
This General Memorandum of Agreement , hereinafter referred to as the General MOA, is

made and entered into this 16th day of September 2021, by and between :
The Calumpang Elem. School, Naval District III, SDO-Biliran, a national agency of the
Republic of the Philippines, with office address in Calumpang, Naval, Biliran herein
represented by MELBA S. GARIANDO, in her capacity as the School Principal
AND
The BFP Naval, represented by INSP. ZARDOZ V. ABELA in her capacity as the Chairman.
WITNESSETH THAT
WHEREAS , Calumpang Elem. School envisions to provide every learner a quality education
that would likely motivate pupils learning and improve academic performance. Instructional
materials are the main factor contributing to academic achievement in the school system.
WHEREAS , in pursuant to, the Department of Education encouraged the participation of

private sectors to become stakeholders and partners of DepEd in the mission of providing
the best education to our learners in public schools by donating in cash or in kind to our
public schools.
WHEREAS , The Department of Education announced that the activities in the new concept
of “Brigada Eskwela” will focus on collaboration and strengthening partnership
engagements implement the Basic Education Learning Continuity Plan and to ensure the
delivery of quality basic education notwithstanding the COVID-19 Pandemic, with the
theme, “Bayanihan Para sa Paaralan”.
WHEREAS, the partnership of the school and the INSP. ZARDOZ V. ABELA has been in
existent in a manner that is symbiotic in character where the ultimate beneficiaries are the
learners themselves.
WHEREAS, BFP Naval, represented by INSP. ZARDOZ V. ABELA who willingly expressed her
desire to help in sustaining the implementation of the Gender And Development (GAD).
WHEREAS, DepEd- Biliran recognizes the role and contribution of INSP. ZARDOZ V. ABELA
in fulfilling the mission of DepEd to ensure that basic quality education is given to
Calumpang school children thus, providing them the opportunity to become productive
citizens of this country someday .
NOW THEREFORE , for and in consideration of the foregoing premises , the parties agree as
SECTION 1 : Purpose of the MOA
The purpose of this Memorandum of Agreement ( MOA ) is to establish a partnership

between Calumpang Elem. School, Naval District III, DepEd-Biliran and the Barangay
Calumpang Women Organization through Mrs. Marilyn Mangco that aims to help the
teachers and school children in the barangay through the assistance that will be extended
during the whole duration of S.Y. 2021-2022.
SECTION 2 : Objectives of the Partnership
Calumpang Elem. School, Naval District III, DepEd Biliran and the BFP Naval, through INSP.
ZARDOZ V. ABELA to engage in bilateral partnership with the objective of helping school
children of Calumpang Elem. School in the Division of Biliran.
Section 3 : Responsibilities of the Parties
Section 2.1 Calumpang Elem. School, Naval District III, DepEd-Biliran shall :
1. Coordinate with the BFP Naval, through INSP. ZARDOZ V. ABELA on the
updates of activities relevant to GAD programs including Brigada Eskwela.
2. Provide pertinent data/material to the BFP Naval such as the lists of GAD
Programs and other related activities.
3. Provide technical assistance to the BFP in order to enhance their capacity as a

legitimate partner in delivering basic quality education.
Section 2.2 Bureau of Fire Protection Agency shall :
1. Coordinate with the Calumpang Elem. School, Naval District III, DepEd Biliran
on various activities particularly those under the GAD Programs.
2. Voluntarily support the programs of Calumpang Elem. School, Naval District

III, DepEd not only during Brigada Eskwela Week but at any period in our
most convenient time and without imposing any specific quantity or amount
as desired by his heart.
3. To inspire and convince others to partake in this advocacy by becoming

donors or stakeholders in this noble cause.
Section 4 : Implementation of the GENDER AND DEVELOPMENT
The implementation DepEd- Biliran’s School Fire Safety is the ultimate objective of this
agreement. The partnership is a legally binding obligation of both parties involved. Each
party shall be authorized in writing by each party’s authorized representatives. Once
executed each Specific Implementation Agreements shall form part of the MOA, as annexes.
Programs, projects and activities covered in this Memorandum of Agreement shall be

subject to periodic reviews by both parties focusing (1) Monthly disinfection of school
facilities (3) school years, inclusively from S.Y. 2021 to 2024 (2) quarterly checkup and
monitoring for the fire safety equipment and electrical wirings; (3) recommendations to
enhance succeeding implementation
Section 5: Voluntary Commitment
This memorandum of agreement is a voluntary commitment between the parties, and does
not obligate the parties to engage solely with the other nor restrict any activity of each party
to engage in partnership with other groups or agencies for the deliver and/or
implementation of any social services. No party shall have any right, power or authority to
create any obligation, express or implied, for and in behalf of the other party.
Section 6: Resources to be provided
Each party shall be responsible for allocating and managing resources to augment whatever
is lacking in the implementation of the programs or projects. On the part of the donor, the
herein Annex 1, Lists down the goods/services which will be provided.
Section 7 : Duration and Termination
This agreement shall take effect upon signing by both parties, and shall be in effect for three
years from the date of its signing. Upon its expiration both parties may convene and may
conduct some review or assessment which shall be the basis of its renewal or total
termination.
Any amendments to this agreement shall be made in writing and must be concurred by
BOTH PARTIES.
IN WITNESS THEREOF, the parties have set their hands on this Agreement this 16th day of
September 2021.
