1. INTRODUCTION

Control of Substances Hazardous to Health (COSHH), is the legal requirement placed on


Employers to protect their employees and all other visitors to the Trust. This includes any
Projects or facilities of Al-Shalawi.
Hazardous substances come in a variety of forms such as:
- Chemicals
- Fumes
- Dusts
- Vapours
- Biological Agents (bacteria, viruses, body fluids)
- Gases (mists)

The Al-Shalawi has tried to minimise the use of harmful chemicals etc., wherever possible,
however the use of some products forms part of everyday practice within a Healthcare setting.

By assessing the risks, implementing appropriate control measures and ensuring that
appropriate advice and training is given to users the risks of Exposure to Hazardous
Substances can be avoided.

2. Purpose

To ensure hazardous substances / chemicals in this project (Coal Tar, Epoxy Paint, Paint Solvents,
Paint Thinners, gasoline, diesel, Engine oil Etc.) are handled, stored, transported, used and disposed
of in accordance with the Saudi Aramco standards. To ensure that the human and natural environment
are protected from exposure.

3. General Requirements

 Ensure that all painting, repainting, repairs/touch-up that involve using chemical/materials that
contains hazardous substances is done in conformance with this procedure. Ensure that the
identification, handling and disposal of Chemical/painting materials are done in conformance
with Saudi Aramco regulations and this procedure.
 When using/handling potentially harmful chemicals or hazardous substances, precautions shall
be taken and appropriate to be used PPE (Personal Protective Equipment). Ensure that un-
authorized personnel do not swallow, inhale or allow it to contact their skin.
 Hands shall be washed thoroughly after handling chemicals or hazardous substances.
 Dispose of paints, solvents, thinner properly, following the MSDS and procedures and
directives from HSE Department.
 If unsure of how to use a product safely, ask the supervisor, follow the directions on the
product label and the MSDS and use only as recommended by the manufacturer.
 Do not substitute chemicals. Many are made only for specific jobs, and could create an
extremely hazardous situation.

 Do not smell chemicals as a means of identification. A deep breath of some chemical fumes
can cause injury on respiratory system.
 Know where eyewash are located. Keep pathways to these devices free of all obstacles.
 Smoking and use of devices not classified as explosion proof are prohibited near flammable
liquids.
 Fire extinguishers shall be available.

4. Identification and Labelling

 Each container of hazardous material shall be properly labelled to indicate its contents and
hazards. Hazardous materials received at project site without proper labels shall be set aside
and not distributed for use until properly labelled.
 Labels shall be prominently located on each container of hazardous material so as to be legible
while the container is in the upright position.

5. Material Safety Data Sheets/Chemical Hazard Bulletin


 Complete and current MSDS/CHB for each chemical or hazardous substance stored/used on
site shall be readily accessible to employees and emergency response personnel.
 AL-SHALAWI and subcontractor employees shall be provided with effective (COSHH) training
as per safety training matrix SI. # 16 on the proper use and precautions for hazardous
materials in their work areas. This training shall be at the time of their initial assignment and
whenever a new hazardous material that the employees have not previously been trained on
is introduced into their work area.

6. Storage and Disposal


 Specific storage and handling recommendation for hazardous materials provided in MSDS
shall be followed.
 Combustible and flammable materials shall be stored in accordance with CSM chapter 1-7,
Fire Prevention as follows:
A. Outdoor Storage:
 Combustible materials shall be neatly stacked, taking into consideration the
stability of the stack (pile) and shall in no case be higher than 6 m (20 ft).
 Access roads between and around combustible/flammable storage yard shall be
maintained free from accumulation of rubbish, equipment or other materials.
 Flammable materials (e.g. paints, fuels, chemicals) shall be separated and stored
in a designated flammable liquid storage area away from heat sources, electrical
equipment and other ignition sources.
B. Indoor Storage:
 All materials shall be stored and handled according to their fire characteristics.
 Adequate clearance shall be maintained around lights and heating units to prevent
ignition of combustible materials.
 Materials shall not be stored/located where they obstruct access to exits or visibility
of exit signs.

7. Control of Ignition Sources

 Personnel shall take the precautions necessary to prevent ignition of materials, lubricants,
fuels used in the job itself, etc., including as follows:
 Electrical equipment shall be regularly checked for defects.
 Ground fault circuit interrupters (GFCI) shall be provided where required.
 Smoking is permitted only in designated areas. “No Smoking” signs shall be
prominently displayed, particularly where flammable or combustible materials are
stored.
 Open fires and/or open burning of materials are strictly prohibited.
 Any cutting, welding or any activities that will cause ignition shall not be allowed.

8. TRAINING REQUIREMENTS

Employees must be given guidance and training as required on ALL substances that they may be
required to use or be exposed to as part of the Local Induction process within their department.

The Health and Safety Advisor will provide training for COSHH (Control of Substances Hazardous
to Health) assessors on an ‘as needs’ basis.
