Definition of Employee Welfare:
The ILO (International Labor Organization) defined, “welfare as a term which is understood to
include such services and amenities as may be established in or the vicinity of undertaking to
perform their work in healthy, congenial surrounding and to provide them with amenities
conductive to good health and high morale”.
According to Arthur James Todd, “welfare as anything done for the comfort or improvement
and social of the employees over and above the wages paid, which is not a necessity of the
industry”.
The relative concept of welfare implies that welfare is relative in time and place. Employee
welfare implies the setting up of minimum desirable standards and the provision of facilities
like health, food, clothing housing, medical allowance, education, insurance, job security, such
as to safeguard his health and protect him against occupational hazards. The worker should also
be equipped with necessary training and a certain level of general education.
The term ‘Employee Welfare’ refers to the facilities provided to workers in and outside the
factory premises such as canteens, rest and recreation facilities, housing and all other services
that contribute to the well- being of workers.
Welfare measures are concerned with general well-being and efficiency of workers. In the early
stages of industrialization, welfare activities for factory workers did not receive adequate
attention .Employers were not inclined to accept the financial burden of welfare activities.
Wherever employers provided for such amenities, it was more with a paternalistic approach to
labor rather than recognition of workers ‘needs. Hence the state had to intervene, in discharge
of its welfare responsibility, by using its persuasive powers and/or by enforcing legislation,
where persuasion failed. Compulsory provisions are thus incorporated in the Factories Act,
1948 with respect to the health, safety and welfare of workers engaged in the manufacturing
process. In the previous lesson you have studied the nature and characteristics of factories. In
this lesson, you will come to know about the health and welfare measures for workers in
factories.
The very logic behind providing welfare schemes is to create efficient, health, loyal and
satisfied employee force for the organization. The purpose of providing such facilities is to
make their work life better and also to raise their standard of living. The important benefits of
welfare measures can be summarized as follows:
They provide better physical and mental health to workers and thus promote a healthy work
environment.
Employees get stable labor force by providing welfare facilities. Workers take active
interest in their jobs and work with a feeling of involvement and participation.
Employee welfare measures increase the productivity of organization and promote healthy
industrial relations thereby maintaining industrial peace.
The social evils prevalent among the labors such as substance abuse, etc. are reduced to a
greater extent by the welfare policies.
The concept of ‘employee welfare’ is flexible and elastic and differs widely with times, regions,
industry, country, social values and customs, degree of industrialization, the general socio-
economic development of the people and the political ideologies prevailing at particular
moments. It is also according to the age group, socio-cultural back ground, marital status,
economic status and educational level of the workers in various industries.
Employee welfare means, such services, facilities and amenities such as canteens, rest and
recreation facilities, arrangement for travel to and for the accommodation of workers employed
at a distance from their home, and such other services, amenities and facilities including social
security measures as contribute to improve the condition under which workers are employed.
LITERATURE REVIEW:
The review’s goal is to provide context for justification for the research conducted. It is a
description of what has been published on a topic by accredited scholars and researchers, and it
discusses published information in the specific subject area and, at the time, within a specific
time period. It is emphasized that this chapter is so important that its omission represents the
avoidance or absence of a major element in research. This chapter provides a brief overview of
studies on the concept of performance appraisal conducted by various scholars and experts. An
attempt was also made to identify the gaps in the literature.
K.Lalitha & T.Priyanka (2014) conducted a study on employee welfare measure with
reference `to IT industry. They concluded that Human resource plays an important role in any
organization .employee welfare facilities are concern to this department, if the employee happy
with welfare facilities then only the productivity of that organization can be increased. Based
on the study of Employee Welfare Facilities in IT industry it is clear that the companies are
very keen in the promoting all the welfare facilities provided by IT industries.
P.V.Satyanarayana (1997) in his work A Study on the welfare measures and their Impact on
QWL provided by the Sugar companies declared that improved quality of work life among the
employees increases their involvement in job and results in increased productivity of the
organization. The organizations make efforts to maintain smooth relationship between workers
and management, which leads to attainment of organization efforts.
Harikrishnan (2014) in his work A Study On Labour Welfare Measures – With Special
Reference To Rubber Board of India, a well-fed, well-clad and satisfied worker is an asset to
the organization. He makes no loss of man hours by absenteeism, strikes etc. and he feels
essence of allegiance to the organization in which he works. A satisfied worker makes other
resources meaningful. It is concluded from this study that Rubber Board is very much
interested in providing welfare facility to their plantation workers. Workers have good opinion
about Group Insurance Cum Deposit Scheme, Medical Attendance Scheme, Sanitary Subsidy
Scheme and Housing and sanitary Subsidy Scheme. Workers are satisfied about Educational
Stipend Scheme. They are less satisfied with Merit Award Scheme, Housing Subsidy Scheme
for north east.
Dr. Usha Tiwari (2014) in her study A Study on employee welfare facilities and its impact on
employee’s efficiency at vindha Telelinks Ltd conducted the study of Employees welfare
schemes and its impact on employee’s efficiency at VindhaTelelinks Ltd. The results appeared
positive. It increases productivity as well as quality and quantity. Therefore there is necessity of
making some provision for improving the welfare facility through that employees will become
happy, employees performance level become increase.
B.R.Manasa & C.N.Krishnanaik (2015) in their work entitled- Employee Welfare Measures- A
Study on Cement Corporation of India Units, in Thandur and Adilabad announced that the
employees’ welfare facilities provided by the company were satisfactory and it was
commendable. Yet there was scope for further improvement in order to enhance efficiency,
effectiveness and productivity of the employees that would help organization accomplish the
organizational goals.
G.Aarthi, & P. Srinivasan (2018) conducted The Study on Impact of Employee Welfare
Measures in Automobile Industry. By analysing the summary of the results it was identified
that the welfare and safety activities, which was followed by organization was satisfied and
they wanted some improvements in the system. As the strength of any organization depends
entirely on sincere working of all the employees the management should take special care to
frame certain policies procedures to improve the welfare and safety measure of the
organizations.
KT Srinivas: Vol. 2(12) (2013) made the title of “A study on employee welfare facilities and its
impact on job satisfaction”. The study says that how the company providing facilities and how
it improve the satisfaction level of the employees and also understands that what are facilities
are company adopted to improve the welfare of the employees. Company should provide the
recreational facilities to improve the morale of the employees and reduce the stress level of the
employees. Full medical support company should be given to reduce the absenteeism and
turnover. Company should conduct health campaign at least once in a month/ year; finally these
facilities lead to improve the productivity of the company and protection to the company
employees.
(Sudhamsetti & Madhavi, 2017) The primary objective of this paper was to analyses the
various dimensions of labour welfare measures and to know the satisfaction levels of
employees. It was observer that N.T.P.S. provided various welfare measures to the employees
and also follows the legislations of state and Indian Government. The management required to
provide good facilities to all employees so as they become satisfied about employee welfare
facilities. It increases productivity as well as quality and quantity.
Hangarki (2014) revealed the relationship between employee satisfaction level & welfare
measures in selected national bank in Hyderabad Karnataka region. It is clear that welfare
facilitated employment by bank are not equally satisfactory to all employees. Most of the
employees are dissatisfied with the clarity and transparency in communication, training&
development, lunch rooms & rest rooms, health checkup camp etc. He recommended some
measures but separate lunch room & rest rooms are most important in those amenities because
employees are very inconvenient to have their lunch in front of the customer.
Jain (2012) implied by her research work that public sector bank employees are more satisfied
with his jobs rather than private bank employees the main cause of dissatisfaction among
private bank employees are job in security their jobs are highly competitive. Also welfare
facilities and clearly defined & legally enforced in public sector banks while there is neither
well planned nor well executed welfare facilities in private banks. This is other reason of
dissatisfaction among private bank employees. Employee’s turnover high & job security low in
private bank employees.
Shelar (2013) identified the effective & welfare provisions on manufacturing industrial units & service
industrial unit in Karad taluka, District Satara, Maharashtra. She found that employee welfare & social
security measures offered by management of service industries in Karad taluka are not effective in
reducing employee absenteeism of turnover management employees are satisfied or moderately satisfied
with some provisions while service employees have problem related to employment security to boost
the employees morale, both industries units should provide good working conditions, co-operative
societies, canteen, libraries to their employees.
