As a senior-level United States Army Warrant Officer,
Counterintelligence Technician, and Operational Control Team Leader, I
have been responsible for staff management, training, planning, and
execution of a wide-range of intelligence collection, security, and
anti-terrorism related activities over a 23 year military career. I
have directed the planning and execution of intelligence activities at
multiple echelons. I have personally collected, received, evaluated,
analyzed, and disseminated foreign intelligence and early warning
threat information to identify significant trends and recommended the
modification of existing policies to achieve maximum force protection
measured success within command elements. I possess a current Top

ACCOMPLISHMENTS
Management/Leadership:
I have over 22 years of military and civilian experience in training,
managing, supervising, and leading both as a Non-Commissioned Officer,
Warrant Officer, and Operational Control Team Leader for multiple
components and echelons of United States Army and Civilian Contractor
elements to meet war-fighting, peacekeeping, humanitarian, and unit
readiness requirements. I deployed as an individual augmentee or team
element on six separate one year deployments in support of efforts in
Iraq, South Korea, and Bosnia & Herzegovina. Results: Individual
awards acknowledged were several Bronze Stars, Defense Meritorious
Service Medal and Army Commendation Medals.
Team Building/Planning:
I have successfully led Mission Essential Personnel's Regional Command
- East's Counterintelligence Support Team operations and have
established and commanded Counterintelligence Offices in Pusan, South
Korea; Riyadh, Saudi Arabia; and Gornji Vakuf, Bosnia & Herzegovina,
along with planning the strategic and tactical intelligence collection
plans for these highly defined areas of strategic and tactical
importance. Results: Integrated and reorganized smaller echelon
offices into a cohesive and structured element with a collection
emphasis focus which met the ground unit Commander's priority
intelligence requirements leading to their successful mission
accomplishment. High-level awards for individualism were garnered
through military service.
Collection/Analysis/Communication:
I have conducted over 1,500 personal meetings with validated sources
to collect critical information answering the Commander's intelligence
objectives and requirements. I have coordinated, monitored,
interpreted, and evaluated intelligence activities to achieve mission
objectives at multiple echelons. I have authored over 2,000 highly
evaluated intelligence information reports following successful
screenings, debriefings and source operations. I have performed duties
and functions as a Counterintelligence Investigator, strategic and
tactical debriefer, and a Human Intelligence Operator/Collector over a
long and challenging career, with a penchant for ensuring all
information gained is fully analyzed and disseminated in a timely
manner. I possess excellent oral and written report skills and have
extensive knowledge and application skills with numerous information
and intelligence databases, and computer hardware/software.

Facilitates and synchronizes daily operations for 12
Counterintelligence Support Teams, totaling 33 collectors and
interpreters, across 10 site locations within the CJTF-101 RC East
battlespace. Provides Quality Control and Quality Assurance to a
weekly average of 115 CI targeted screening reports, 25 CI memorandums
of record, and 30 Force Protection memorandums addressing current CI
insider threats to key installations. Supervises a four person
Analytical Support Team providing general analytical support to the

Facilitated and synchronized Military Source Operations for 50 Human
Intelligence collection teams consisting of 300 personnel and more
than 30 contract civilians associated with HUMINT Support and
Biometrics Teams resulting in the collecting, publishing and
dissemination of over 6,780 published Intelligence Information and
threat reports, an increase of 100% from previous reporting element
and with less collection personnel with most of these reports
identifying threats and focusing on future insurgent activities
targeting both Coalition and Iraqi security forces throughout the
Multi-National Division - Baghdad Operating Environment. Reviewed on a
daily average, 45 Intelligence Information Reports, SPOT Reports, and
Reports of Interest, from Multi-National Division - Baghdad

G2 Staff Counterintelligence Technician, 13^th COSCOM Fort Hood, TX
-Balad, Iraq, 2003-2007
Managed the operations, collection focus, and source meeting
requirements for three subordinate Human Intelligence Collection Teams
consisting of 13 personnel on LSA Anaconda, Balad, Iraq. These teams
produced a weekly average of 26 reports concerning impending attacks
against the base, future attack probabilities, and local atmospherics
governing the surrounding 32 villages. Published 142 Intelligence
Information and SPOT reports used in the notification to base
commanders of impending rocket and mortar attacks to assigned soldiers
of LSA Anaconda; attacks to Combat Logistics Patrols transporting
personnel, food, and other Class I through IX logistics support for
all bases and centers located throughout Iraq. Conducted data mining
of classified and open source information stored within various search
engines such as Query Tree and Combined information Data Network
Exchange for impending threat and attack information to provide early
warning to over 2,000 convoy logistics vehicles traversing daily over
318,000 kilometers of dangerous Iraqi road networks in order to
provide the necessary food, fuel, water, and ammunition needed to
sustain combat operations within the Iraqi Theater of Operations.
Established a premier Convoy Debriefing Program among the assigned
transportation units to obtain valuable early- warning of attacks upon
logistics convoys and the prevention of attacks against mobile and
stationary Coalition Forces. Deployed two occasions to Iraq during
this assignment.
Special Agent in Charge, Saudi Resident Office Riyadh, Saudi Arabia,
2002-2003
Supervised the daily intelligence collection activities of a nine
Special Agent Strategic Field Office charged with supporting the
United States Army Central Command - Saudi Arabia and the United
States Military Training Mission Commanders' with strategic level
intelligence collection answering established Priority Intelligence
and Information Requirements for terrorist and Foreign Intelligence
Service activities including surveillance, attacks and attack
planning, intelligence collection, kidnappings, and criminal threats,
through an overt collection process of vetted sources located
throughout the Kingdom of Saudi Arabia. Directed the interviewing of
over 250 Personnel Security Interviews applicants through the
Department of Defense's Overseas Security Clearance Program where
final Subject Interviews and other investigative requirements such as
record checks were completed to ensure the United States Army Central
Clearance Facility's Adjudicative Special Actions Branch could make a
final decision on the applicant's security clearance determination.
Authored over 45 Intelligence Information Reports concerning the
capabilities of the Saudi Arabia military service components, threats
to contract foreign personnel to include United States contractors,
and the transmigration of terrorists into and out of the bordering
countries of Egypt, Jordan, Iraq, and other countries in the Middle
East region. Conducted daily liaison meetings with representatives
from the United States Military Training Mission Security Office, the
United States Army Central Command's G2, U.S. Embassy in Riyadh, and
various other intelligence and security elements to foster a superior
working relationship and facilitate the sharing of vital intelligence
information across multiple echelons.
G2 Staff Counterintelligence Officer, 13^th COSCOM Fort Hood, TX,
1999-2002
Principle G2 Planner for developing Operational Plans in preparedness
for combat operations and humanitarian relief missions. The
development of these critical products focused the units on active
threats and dangers posed from adversaries to ensure all conditions
were considered in the military decision making process for unit
movements and logistics and resupply operations. Primary G2 Briefer at
the weekly Commander's Update and Battle Update Assessment briefing
concerning threats to current operations and ongoing G2 functions and
priorities of effort involving subordinate 13^th Corps Support Command
elements. Participated in four joint Warfighter and Ulchi Focus Lens
Exercises as a G2 Planner, exercising critical skills to develop
courses of action for ensuring logistics resupply missions would be
successful in a war-time environment. The result of such planning
changed the dynamics of resupply mission planning for future
operations for all of the 13^th Corps Support Command. Deployed as a
by-name Individual Augmentee to Operation Joint Forge and Noble Eagle
to support the Stabilization Forces 7 NATO Humanitarian Assistance
efforts in Bosnia-Herzegovina as a HUMINT Collector and
Counterintelligence Operations Officer.
Special Agent in Charge, Pusan Resident Office Pusan, Republic of
South Korea, 1998-1999
Supervisor of a remote, but strategically situated- five personnel
counterintelligence resident office with an active liaison and overt
Human Intelligence collection mission. I personally authored over 150
Intelligence Information Reports concerning South Korean military
capabilities and threats posed from North Korea and other foreign
identities entering and exiting through one of the largest seaport
areas on the Korean Peninsula. I conducted reference and subject
interviews, along with record checks of over 250 soldiers applying for
security clearances through the Department of Defense's Overseas
Security Clearance Program.
Tax Center Operations Officer, III Corps & Fort Hood Fort Hood, TX
1997-1998
Directed the installation, troubleshooting, security, and operation of
45 Automated Information Systems and related equipment in excess of
$900k at the largest Income Tax assistance operation within the
Department of Defense, employing 48 soldiers and civilians who served
over 32,000 personnel filing Federal Income Tax applications, over
20,000 customers filing State Income Tax returns in a five month
period, saving over 1.4 million dollars in income tax assistance fees.
Assigned duties were outside the normal scope of duties performed
within my military occupation specialty. Demonstrated remarkable
personal communication skills by assisting customers to complete 1,195
Federal Income Tax applications and 450 customers filing various State
Income Tax returns with less than a one percent total return rating.
Battalion Counterintelligence Security Officer, 1^st Cavalry Division
Fort Hood, TX, 1995-1997
Primary Security Officer supervising the Information, Personnel, and
Physical Security Programs of the unit. Under my tutelage, there were
no information security compromises or violations, failures of Corps
level Arms Room inspections, or discrepancies in security clearance
application submissions. I performed duties as a Day and Night Watch
Deck and Battle Captain during four Ulchi Focus Lens and Warfighter
Exercises. I was hand-picked to deploy as a Counterintelligence and
Human Intelligence Team Leader of 15 HUMINT personnel to Operation
Intrinsic Action on the border of Kuwait and Iraq with Task Force 2-12
Cavalry Battalion, providing linguist and intelligence support to a
combined arms maneuver element.
Intelligence Operations NCO, 101^st Airborne & Air Assault Division
Fort Campbell, KY, 1994-1995
Supervised the daily activities and mission planning for three
Tactical Human Intelligence Collection Teams consisting of 10
personnel with a world-wide contingency mission set with less than an
18 hour deployment window. I authored the core Counterintelligence and
Human Intelligence Collection Emphasis Focus for the Company's three
tactical Human Intelligence Teams during a highly successful Joint
Readiness Training Rotation, resulting in the identification and
apprehension of over 60% of the insurgent force through intelligence
gained through multiple tactical field interrogations,
counterintelligence screening interviews, and key leader engagements
within a high stress environment.
Counterintelligence Operations NCOIC, 5^th Corps Darmstadt, Germany,
1993-1994
I supervised the daily personnel management of 95 assigned
Counterintelligence Special Agents and the status of over 1,200 active
security clearance investigations for 15 remotely located
investigative Field Offices situated throughout the Federal Republic
of Germany operating area. I conducted over 230 Subject Interviews for
the purposes of allowing security clearance applicants to explain,
refute, and mitigate investigative conclusions and transition the
security clearance investigation to the Personnel Investigation Center
for final determination at the United States Army Central Clearance
Facility. I managed the reporting and collection requirements of 15
remotely located investigative Field Offices during three Reforger and
Ardent Sentinel Corps Exercises, ensuring all offices were collecting
on valid command Priority Intelligence and Information Requirements.
Counterintelligence Sub-Control Desk Officer, 902^nd MI Group Fort
Meade, MD, 1991-1993
Primary lead supervisor for the legal and investigative conduct and
control of over 250 counterintelligence investigations, which were
assigned from the Department of the Army Case Control Office,
Washington, DC. Responsible for tasking military and civilian record
checks, personnel and associated interviews, coordinating intrusive
investigative procedures, and all final subject interviews provide
closure to incident cases. I coordinated investigative actions with
various federal, state, and local agencies to ensure all assigned
counterintelligence agents were authorized to conduct investigative
leads, interviews, record checks pertaining to active
counterintelligence cases. I managed the personnel and investigative
activities of 18 Resident Offices task organized under three Military
Intelligence Detachments with over 190 assigned Special Agents to
ensure all actions were within established investigative authority,
laws, investigative jurisdiction. I authored over 300 Executive Case
Summaries and Reports of Investigation providing Department of the
Army and Intelligence and Security Command leaders with continued
updates on ongoing significant counterintelligence and military
intelligence cases and activities.
CI Special Agent, Pentagon Resident Office The Pentagon, Falls Church,
VA, 1987-1991
Served as the primary lead investigator for the identification and
investigative reporting actions on nine Departments of the Army
Significant Counterintelligence/Counterespionage investigations opened
within the National Capital Region in an 18 month period. I personally
conducted over 3,000 Local Agency and Military Agency record checks
involving personnel, criminal, and financial information to identify
and establish patterns and indicators of individuals suspected of
conducting Subversion and Espionage activities against the United
States Army. Produced over 1,000 investigative reports and memorandums
for record answering critical Department of the Army Case Control
Office lead investigative tasking requirements. Conducted official
liaison with over 90 Federal, State, and Local Law Enforcement and
Government supported agencies within the Military District of
Washington to support force protection initiatives established by the
Intelligence and Security Command (INSCOM). Conducted essential Site
Sensitivity Analysis reviews of 15 critical U.S. Army Research and
Development Centers to identify and exploit security weaknesses and
make improved security recommendations to their Command Headquarters.
Served as a Surveillance Team Chief on multiple Operation Lancha
Galley surveillance missions reporting on Foreign Intelligence Service
operatives with written reports to several high level intelligence
organizations identified as the Federal Bureau of Investigation and
the Defense Intelligence Agency. Assigned as a U.S. Army Liaison
Officer for the Office of Foreign Missions, U.S. State Department,
with the responsibility to track and report recorded travel of
suspected and confirmed Foreign Intelligence Service Agents entering
and exiting the Continental United States; published these official
travel itineraries in a daily travel briefing; and disseminated this
critical product to multiple agencies to include the Federal Bureau of
Investigations, U.S. Defense Department, and U.S. Customs.
